A group of criminals plot to steal 100 million dollars worth of money plates from the US Treasury Department in Seattle. The plan goes haywire when their getaway helicopter crashes into the building, creating a blazing inferno. While they are trapped inside the burning high-rise they attempt to capture a group of tourists for use as leverage; however, they do not count on a former treasury-agent being a part of the hostages.
