Known as "Upper Underworld" during production and retitled just before its release to theatres, "The Ruling Voice" recounts the story of a ruthless mob boss (Walter Huston) known only by his disembodied voice. When his innocent daughter (Loretta Young) returns home to introduce her new fiance (David Manners), her father is forced to confront his double life and the crimes he has committed.
