The cops Tarek Richards and Linda Masterson in New York on investigating mysterious murders of martial arts masters, whose bodies have wounds similar to scratches tiger. The evidence seems to lead to Chong, a serial killer on the loose who is thus arrested. Chong, however, is escape done by men of his brother, a wealthy crime lord of San Francisco's Chinatown. Cops Richards and Masterson chase him but are captured by two criminals and their followers.
