So... it turns out the Official Character Folder is full to the brim. I'm unsure if I'm able to create a new folder as an admin, but I shall look into the matter and try to contact the group's founder if need be.

Does anyone know how long it takes for their submission to get approved?

It varies depending on the activity of the Admins. I seem to be the most active of them but have been caught up lately in work.
