MouseWheelHandler is an inner class which implements the MouseWheelListener interface. MouseWheelHandler responds to MouseWheelEvents by scrolling the JScrollPane appropriately. If the scroll pane'sisWheelScrollingEnabled method returns false, no scrolling occurs.
