Das Kabinett Goria regierte Italien vom 28. Juli 1987 bis zum 13. April 1988. Es war die erste Regierung nach den vorgezogenen Parlamentswahlen vom 14. Juni 1987. Ministerpräsident Giovanni Goria, der seit 1982 Schatzminister gewesen war, wurde mit 44 Jahren der damals jüngste Regierungschef in der Geschichte der Italienischen Republik (Goria starb bereits 1994). Seine Regierung stützte sich auf eine Fünf-Parteien-Koalition (Pentapartito) bestehend aus Christdemokraten (DC), Sozialisten (PSI), Sozialdemokraten (PSDI), Republikanern (PRI) und Liberalen (PLI). Die Regierung trat wegen Haushaltsproblemen zurück. Es folgte das Kabinett De Mita.

After several months of uncertainty and discontent within the majority, Goria decided to resign on 11 March 1988 after the PSI had expressed strong opposition to the way the government had approved the reopening of the construction site of the Montalto di Castro nuclear power plant. Il governo rimase in carica dal 29 luglio 1987 al 13 aprile 1988, per un totale di 259 giorni, ovvero 8 mesi e 15 giorni. Ottenne la fiducia al Senato della Repubblica il 1º agosto 1987 con 183 voti favorevoli e 123 contrari. Ottenne la fiducia alla Camera dei deputati il 3 agosto 1987 con 371 voti favorevoli e 237 contrari. Dopo mesi di incertezza e malumori dentro la maggioranza, Goria si decise a dare le dimissioni l'11 marzo 1988 dopo che il PSI aveva espresso forte contrarietà al modo con cui il governo, il giorno prima, aveva approvato la riapertura del cantiere della centrale nucleare di Montalto di Castro. W marcu 1988 premier podał się do dymisji po tym, jak socjaliści sprzeciwili się decyzji rządu o wznowieniu budowy elektrowni jądrowej w Montalto di Castro.
