Le Qingbao ((zh) 情报部, anciennement Cheng Pao K’o) est le service de renseignement militaire (Deuxième Département de la république populaire de Chine. Il dépend de l'État-Major de l'Armée populaire de libération. Son quartier général est situé 21, North Andeli Street à Pékin. | dbo:abstract | The Intelligence Bureau of the Joint Staff Department of the Central Military Commission (Chinese: 中央军委联合参谋部情报局; pinyin: Lián cān qíngbào jú) is one of the People's Republic of China's primary intelligence organizations and the principal military intelligence organ of the People's Liberation Army (PLA). The organization was formerly referred to as the Intelligence Department of the General Staff Department, the Second Department, or simply 2PLA. In 2016, CMC chairman Xi Jinping implemented substantial military reforms for the armed services, the theater commands, and the Central Military Commission (CMC) that have been compared to the United States' Goldwater–Nichols or Russian Serdyukov reforms. As part of the restructuring of the CMC, the former General Staff Department (GSD) was replaced by the Joint Staff Department (JSD) and subordinate units, to include the Intelligence Bureau, were transferred to the new Joint Staff Department. The Government of the People's Republic of China has not officially acknowledged the existence of Intelligence Bureau. Jest jedną z dwóch instytucji chińskiego wywiadu zagranicznego obok Biura Spraw Zagranicznych Ministerstwa Bezpieczeństwa Państwowego ChRL. Przykładem sukcesu chińskiego wywiadu wojskowego jest m.in. zdobycie informacji o Buławie. Jego działalność obejmuje gromadzenie wszelkich informacji o charakterze wojskowym, naukowym i technicznym dot. wojskowości oraz ich analizę. Materiały wywiadowcze gromadzone są przez żołnierzy - dyplomatów ataszatów wojskowych, organizacji międzynarodowych, żołnierzy wywiadu nielegalnego (bez immunitetu dyplomatycznego). Posługują się rozpoznaniem osobowym pozyskując OZI, rozpoznaniem telekomunikacji, IT i techniki radiowej (SIGINT) oraz pozyskując i analizując powszechnie dostępne informacje (OSINT). Oprócz Qingbaobu istnieją także inne jednostki organizacyjne sztabu, które odpowiadają za działalność wywiadowczą: * Wydział III Sztabu Generalnego zajmuje się nasłuchem i przechwytywaniem komunikatów radiowych obcych sił zbrojnych, wykorzystując w tym celu własne stacje nasłuchowe. * Wydział IV Sztabu Generalnego odpowiada za rozpoznanie pracy radarów i zbliżonej techniki (ELINT). * Wydział Łączności znany także pod nazwą Chińskiego Stowarzyszenia Dobrych Stosunków Międzynarodowych, służba specjalna istniejąca w ramach Głównego Wydziału Politycznego, organu odpowiadającego za wychowanie polityczne ChALW.
