Palais studierte an der Harvard University, wo er 1952 seinen Bachelor und 1954 seinen Masterabschluss machte und 1956 bei Andrew Gleason und George Mackey promovierte (A Global Formulation of the Lie Theory of Transformation Groups, Memoir of the AMS 1957). 1956 bis 1958 war er Instructor an der University of Chicago und 1958 bis 1960 am Institute for Advanced Study (wie auch 1963/64, 1968/69, 1974/75). Seit 1960 war er an der Brandeis University zunächst als Assistant Professor, ab 1962 als Associate Professor und ab 1965 als Professor. 1966 bis 1968 war er Vorsitzender des Mathematik-Departments. Er blieb in Brandeis bis zu seiner Emeritierung 2003. Von 1976 bis 1978 war er Gastprofessor an der University of California, Santa Cruz und 1981/82 Gastprofessor am Max-Planck-Institut für Mathematik in Bonn. 1984/85 war er Mitglied des MSRI in Berkeley und 1987 Gastprofessor des Nankai Institute of Mathematics in Tianjin. Ab 2004 Adjunct Professor an der University of California, Irvine, wo er Software zur Visualisierung von Mathematik entwickelt.
