The Flag
From the site of Ukrainian Heraldry:
"The Kharkivs'ka oblast' flag was approved at 11 May 1999 by solution VI of session of regional council of XXIII convocation. It is a rectangular panel with attitude of width to length 2:3 crimson colour with the oblast' Coat of Arms in the center. The hight of the Coat of Arms equals 1/2 width of the flag."
Soviet era name: Qarhkov.

Literally the colour of the flag is "raspberry" (malinovyi). But the word "crimson" is correct too.

The flag is crimson and not pink as reported earlier and by the site of Ukrainian Heraldry.

Coat of Arms

"The Kharkivs'ka oblast' Coat of Arms was approved at 5.11.1999 by solution VI of session of regional council of XXIII convocation. The arms of area represents the French board. On a vert field of a board are figured: crossed a or horn of abundance and the or Mercury's staff in cross, wings and snakes of staff are argent. The shield is framed by or edging. There is or oak leafage around of a shield, enframed by a blue ribbon. A shield is crowned by the gear, from both parties by which are two gramineous ears. On a background of a cone the book with the symbolical map of an atomic nucleus with electronic orbits is arranged.
Proportions of the Coat of Arms are altitude to width 8:7, the rounded parts of the arms represent 1/4 circles with a radius of a circle equal 1/8 altitudes of the Coat of Arms."

The coat of arms differs from the arms as shown in the flag, e.g. the colour of the arms is grean instead of crimson.

It is very strange. The historical Coat of Arms of Kharkiv is green from the 1780s. I think the crimson flag has not a full-coloured image of the Coat of Arms but a 'contour' of the Coat of Arms on crimson background.

Kharkov People's Republic
The Kharkov People's Republic (Russian: Харьковская Народная Республика) was an unrecognized republic, proclaimed on April 7, 2014 by pro-Russian protesters standing in the lobby of the Kharkov (Kharkiv) Regional State Administration. On April 8, 70 protesters were arrested and the RSA building was retaken by Ukrainian special forces and pro-Russian separatists were removed. The republic was, according to its founders that have since been arrested, a sovereign country which was supposed to build relations with other countries in line with international law. They planed to confirm sovereignity at an oblast referendum.
Kharkov Republic had a flag which is similar to flag of Donetsk Republic, but upper stripe is green, and the central shield on Russian golden eagle is a green shield taken from Kharkov COA depicting a caduceus and a cornucopia crossed on it. Inscription is Kharkov Republic on green and red stripes.
