The Jihadist insurgency took a more frightening dimension with the emergence of Islamic State of West Africa Province, ISWAP in alliance with Jama'atu Ahlis Sunna Lidda Awati Wal-Jihad, otherwise known as Boko Haram in bid to Islamize a secular nation-state. This paper in retrospective sense examined the frightening reality and, argued that this absurdity is facilitated by global spread of Islamic extremism and terrorism. The discourse adopted qualitative research design to explore the relevance of secondary and non-participant observational sources of data collection and content-analyzed issues and enfolding events. Public opinion and public policy are reflective link between the masses and the government in dem... more Public opinion and public policy are reflective link between the masses and the government in democracies. This discourse examined the pertinence of public opinion in public policies from Nigeria's context. The methodology of the study is qualitative design with emphasis on documentary and observational sources of data which were presented and content-analyzed. The findings of the discourse revealed interesting trends in the significance of strident public protest in reversing arbitrary government's policy actions as public concerns failed to make meaningful impact in the formulation and administration of public policies in Nigeria. Based on these findings, the discourse recommend for public interactive forum for opinion expression in governance, the creation of national opinion poll survey institute, advocacy of the civil society organizations as among the fundamentals to mainstream public concerns in policy conception and administration in Nigeria.

This discourse therefore examines outcome of 2011, 2015 and 2019 presidential elections with the aim to establish the illusion or reality of ethno-religious voting pattern in government appointments. Acknowledging this fact, this discourse assess critically the efforts of Africa Union towards crisis of regional peace and security. In a qualitative methodological perspective, the discourse relied on documentary sources to content-analyze data generated. The study revealed frameworks of regional security regime of Africa Union which resonate from Peace and Security Council, PSC and Peace and Security Architecture, APSA in response to exigencies of peace building initiatives amid institutional lapses, climate of distrust among Africa heads of states, foreign interest infiltration and other sundry constraints towards safe and stable continent. From the findings, the discourse advocate for consciousness of African political elite on the imperatives of peace for development, review of continental security roadmap in credence to new dynamics, among other measures for effective response of the Africa Union to the crisis of regional security.

The NorthWest , an area of 216,065sq of the country's total land mass with projected population o... more The NorthWest , an area of 216,065sq of the country's total land mass with projected population of over 50 million people who are predominantly farmers, pastoralists and agro-pastoralists, is today ravaged by unabated menace of armed bandits and criminal gangs. In reference to this unpleasant situation, this paper examined extensively the dynamics and trends of armed banditry in the NorthWest region as a potential threat to national security. The methodology of the paper is qualitative design which illuminate the import of documentary sources of data collection (with emphasis on reports of international agencies, texts, articles, official bulletins), and nonparticipant observation of media coverage of events to textual-analyze the underlying issues and fundamentals of bandit insurgency in states of NorthWest region. The work revealed the existence of over 10,000 thousands armed bandits operating in rural communities and forests across Zamfara, Kastina, Kaduna and Sokoto states whose peril have led to over 50,000 thousands deaths; 210, 354 thousand people internally displaced from approximate 200 towns, 34,316 hectares of farmlands rendered inaccessible or (lost to bandits) and over 300 thousand livestock stolen from 2011 to 2021 occasioned with the abduction of 1, 436 school children from January to October 2021, as government and security agencies work fanatically to stem the tide. To complement the ongoing efforts, the discourse recommends national security summit to leverage on resourceful knowledge for holistic approach, inter-agency collaboration, and synergized roles as among the fundamentals to respond more efficiently to armed banditry in the NorthWest .

Coronavirus disease is currently in its third wave reflecting in the rapid spread of Delta Varian... more Coronavirus disease is currently in its third wave reflecting in the rapid spread of Delta Variant across the federation and eliciting public anxiety on possible national lockdown. This apprehension is further heightened with the recent shut down of University of Lagos, on July 14, 2021 where many students residing in hostels were reported to have contracted the disease. Acknowledging the severity of this unpleasant situation, this discourse reviewed the efforts of federating tiers of government (with reference to Enugu state) towards mitigating the effects of the respiratory infection disease in public school system. The methodology of this discourse is a survey design which illuminate the essence of quantitative analysis of data collected from primary (respondent questionnaire) and secondary sources (text books, media scripts, articles). In specific sense, the sample size is 394 calculated at 95 percent coefficient level with 0.05 margin of error drawn from 26, 640 respondent population of teachers, students, pupils and parents in six education zones of Enugu state. This discourse revealed that over 40 million learners across the federation were adversely affected by the pandemic where 35.9 million primary and secondary school learners were outof-school during 2020 national lockdown and measures initiated by Enugu state government to curtail the effects of the pandemic recorded abysmal poor performance of 2.3 grand mean response in calculated likert mean scale of 2.5. This unpleasant situation underscores the need for the government to review its organizational framework of response, advocacy on plausible modalities of teaching and learning in rural public schools, statutory synergy among other fundamentals to ensure effective teaching and learning in preparedness of national lockdown stemming from the current rapidity in deaths and case index of the virus across the federation.

This discourse examines popularized models in the study of voting behaviour in attempt to identify relevance and limitations of its assumptions. The discourse adopted qualitative research design which relied on secondary sources of data collection (articles and books) and textual-analyzed data generated to reveal that sociological, psychological and rational-choice models are watershed in the scientific analysis of voting behaviour amid methodological and contextual limitations. The discourse further concludes that the applicability of the assumptions of these models in developing democracies such as Nigeria is challenged by emerging adverse realities. Hence, thr discourse therefore suggest for new models and paradigms for depth study of Nigeria's voter environment among other measures towards strengthening the country's electoral democracy.

Universal Basic Education is a national education programme designed to resonate national conscio... more Universal Basic Education is a national education programme designed to resonate national consciousness in the imperatives of free and qualitative basic education. However, its substance and drive is immersed in enormous institutional and administrative challenges which have over the recent years gained reasonable attention of scholars and practitioners. Accordingly, this paper examined the challenges encountered by principals of Junior Secondary Schools in the implementation of Universal Basic Education Programme in Udi Education Zone of Enugu State. The methodology of this study is a descriptive survey design where 532 copies of questionnaire instrument were administered to the respondent principals and teachers in randomly selected secondary schools in Udi Education Zone. Subsequently, the views of these respondents were statistically analyzed in mean rating and standard deviation in credence to the three raised research questions. Hence, this study revealed enormous challenges and effects bedeviling administrative efforts of Junior Secondary school principals in the implementation of targets Universal Basic Education Programme. From these findings, this paper recommend transparent and prudent fund management, synergy of statutory state education agencies are among the measures to ensure effective implementation of Universal Basic Education in Nigeria.

Scholarly review illuminates obvious gaps in issues and sentiments of voter environment to establish the functionality of ethnoreligious identity in voting behaviour of Nigerians in presidential elections. This study therefore examines issues underlying ethno-religious identity in the voter environments of 2011, 2015 and 2019 presidential elections in Nigeria. The methodology of this discourse is exploratory research design with emphasis on documentary and Key Informant interview as sources of data collection. Thus, sample size of 36 Key Informants were selected from the six regions of the federation through purposive-random sampling procedure and interviewed in face-to-face interaction, telephone communication, Focus Group Discussion etc where responses and empirical data gathered were documented, presented and content-analyzed. The study revealed that voter environments of 2011, 2015 and 2019 presidential elections were immersed in varied scale and intensity of ethno-religious consciousness among millions of Nigeria voters which stemmed from the identity background of candidates of frontline political parties. It therefore concluded that many Nigerians are very conscious and interested in the ethno-religious identities of candidates of frontline political parties in a presidential election amid other issues or narratives. Hence, this study therefore recommends citizens' interest in national governance expectations, legitimization of zoning principle, strict enforcement of presidential campaign guidelines amid other fundamentals in effort to strengthen Nigeria's electoral democracy.

In other words, this discourse examines the reality or illusion of ethno-religious identity in voting behaviour of Nigerians in 2011, 2015 and 2019 presidential elections from a cross sectional analysis. The methodology of this discourse is exploratory research design with emphasis on documentary and Key Informant interview as sources of data collection. Thus, the sample size of 36 Key Informants were selected from the six regions of the federation through purposiverandom sampling procedure and interviewed in face-to-face interaction, telephone communication, Focus Group Discussion etc where responses and empirical data gathered were documented, presented and content-analyzed. The study therefore revealed that many Nigeria voters are most often enthused to participate and vote for frontline candidates and running mates who shared their ethno-religious background amid other intervened influencing factors. Again, there were peculiarities of identity consciousness in voting behaviour across regions of ethno-religious backgrounds in Nigeria presidential elections. The discourse therefore suggest for sense of nationhood, advocacy for national rebirth among other fundamentals to mitigate intense euphoria of ethno-religious consciousness and tensions in power transition.

This paper, therefore, accentuates the imperatives of quality (good) government to explore the gains of the country's economic growth to respond effectively to the crises of development in reference to human development index. The methodology espoused in this study was derived from both the secondary sources (government publications, books, Journals, articles from the Internet) and insightful empirical observation of socioeconomic trends in Nigeria. Furthermore, the study revealed that the present government initiated laudable sectoral reforms which are however constrained by certain absurdities contrary to the values of good governance. The paper argued and opined that the indices of good governance is pertinent; to harness the gains of the projected growth to mitigate the crises of economic development and improve on the social welfare of the 170 million population of Nigeria.

However, its dynamics and trends differ remarkably across sovereign federations. Accordingly, this discourse examined dynamics and process of power-sharing framework in the context of Nigerian federalism. The methodology of this paper is qualitative design which explored the imperatives of documentary source and observational method of data collection and, textually analyzed data and events. Furthermore, the discourse argued that Nigeria federal structure and system is dysfunctional and replete with enormous irregularities exacerbated by ethno-regional power tussle which inextricably undermine attempts on power-sharing frameworks. Accordingly, this discourse applied Tripolar model to illuminate the challenges bedeviling territorial, political and fiscal power sharing in a dysfunctional federal structure. Hence, this discourse opined that restructuring, constitutional alteration are among the fundamentals for effective power-sharing framework and functional federalism in Nigeria.

Hence, an elective legislature is critical for the advancement and sustenance of liberal democracy. In this regard, this paper analyzed the fundamentals of modern legislature from Nigerian perspective and realities. In a qualitative research design of data collection and analysis, the discourse applied Almond's theory of structural-functionalism to underscore the criticality of structure and function in modern legislating. From the index of structure and function, the Nigeria legislative institution and process is assessed to illuminate myriad of challenges constraining efforts towards democratic development. Furthermore, the paper opined for democratic enlightenment of the voters in the election of law-makers, citizen's enthusiasm against docility as among the plausible measures for functional legislative process in deference to expectations of the constituents and priorities of national development.

The work revealed the existence of over 10,000 thousands armed bandits operating in rural communities and forests across Zamfara, Kastina, Kaduna and Sokoto states whose peril have led to over 50,000 thousands deaths; 210, 354 thousand people internally displaced from approximate 200 towns, 34,316 hectares of farmlands rendered inaccessible or (lost to bandits) and over 300 thousand livestock stolen from 2011 to 2021 occasioned with the abduction of 1, 436 school children from January to October 2021, as government and security agencies work fanatically to stem the tide. To complement the ongoing efforts, the discourse recommends national security summit to leverage on resourceful knowledge for holistic approach, inter-agency collaboration, and synergized roles as among the fundamentals to respond more efficiently to armed banditry in the NorthWest .

Coronavirus disease is currently in its third wave reflecting in the rapid spread of Delta Varian... more Coronavirus disease is currently in its third wave reflecting in the rapid spread of Delta Variant across the federation and eliciting public anxiety on possible national lockdown. This apprehension is further heightened with the recent shut down of University of Lagos, on July 14, 2021 where many students residing in hostels were reported to have contracted the disease. Acknowledging the severity of this unpleasant situation, this discourse reviewed the efforts of federating tiers of government (with reference to Enugu state) towards mitigating the effects of the respiratory infection disease in public school system. The methodology of this discourse is a survey design which illuminate the essence of quantitative analysis of data collected from primary (respondent questionnaire) and secondary sources (text books, media scripts, articles). In specific sense, the sample size is 394 calculated at 95 percent coefficient level with 0.05 margin of error drawn from 26, 640 respondent population of teachers, students, pupils and parents in six education zones of Enugu state. This discourse revealed that over 40 million learners across the federation were adversely affected by the pandemic where 35.9 million primary and secondary school learners were outof-school during 2020 national lockdown and measures initiated by Enugu state government to curtail the effects of the pandemic recorded abysmal poor performance of 2.3 grand mean response in calculated likert mean scale of 2.5. This unpleasant situation underscores the need for the government to review its organizational framework of response, advocacy on plausible modalities of teaching and learning in rural public schools, statutory synergy among other fundamentals to ensure effective teaching and learning in preparedness of national lockdown stemming from the current rapidity in deaths and case index of the virus across the federation.

This discourse examines popularized models in the study of voting behaviour in attempt to identify relevance and limitations of its assumptions. The discourse adopted qualitative research design which relied on secondary sources of data collection (articles and books) and textual-analyzed data generated to reveal that sociological, psychological and rational-choice models are watershed in the scientific analysis of voting behaviour amid methodological and contextual limitations. The discourse further concludes that the applicability of the assumptions of these models in developing democracies such as Nigeria is challenged by emerging adverse realities. Hence, thr discourse therefore suggest for new models and paradigms for depth study of Nigeria's voter environment among other measures towards strengthening the country's electoral democracy.

Acknowledging this fact, this discourse assess critically the efforts of Africa Union towards crisis of regional peace and security. In a qualitative methodological perspective, the discourse relied on documentary sources to content-analyze data generated. The study revealed frameworks of regional security regime of Africa Union which resonate from Peace and Security Council, PSC and Peace and Security Architecture, APSA in response to exigencies of peace building initiatives amid institutional lapses, climate of distrust among Africa heads of states, foreign interest infiltration and other sundry constraints towards safe and stable continent. From the findings, the discourse advocate for consciousness of African political elite on the imperatives of peace for development, review of continental security roadmap in credence to new dynamics, among other measures for effective response of the Africa Union to the crisis of regional security.

However, its substance and drive is immersed in enormous institutional and administrative challenges which have over the recent years gained reasonable attention of scholars and practitioners. Accordingly, this paper examined the challenges encountered by principals of Junior Secondary Schools in the implementation of Universal Basic Education Programme in Udi Education Zone of Enugu State. The methodology of this study is a descriptive survey design where 532 copies of questionnaire instrument were administered to the respondent principals and teachers in randomly selected secondary schools in Udi Education Zone. Subsequently, the views of these respondents were statistically analyzed in mean rating and standard deviation in credence to the three raised research questions. Hence, this study revealed enormous challenges and effects bedeviling administrative efforts of Junior Secondary school principals in the implementation of targets Universal Basic Education Programme. From these findings, this paper recommend transparent and prudent fund management, synergy of statutory state education agencies are among the measures to ensure effective implementation of Universal Basic Education in Nigeria.

Scholarly review illuminates obvious gaps in issues and sentiments of voter environment to establish the functionality of ethnoreligious identity in voting behaviour of Nigerians in presidential elections. This study therefore examines issues underlying ethno-religious identity in the voter environments of 2011, 2015 and 2019 presidential elections in Nigeria. The methodology of this discourse is exploratory research design with emphasis on documentary and Key Informant interview as sources of data collection. Thus, sample size of 36 Key Informants were selected from the six regions of the federation through purposive-random sampling procedure and interviewed in face-to-face interaction, telephone communication, Focus Group Discussion etc where responses and empirical data gathered were documented, presented and content-analyzed. The study revealed that voter environments of 2011, 2015 and 2019 presidential elections were immersed in varied scale and intensity of ethno-religious consciousness among millions of Nigeria voters which stemmed from the identity background of candidates of frontline political parties. It therefore concluded that many Nigerians are very conscious and interested in the ethno-religious identities of candidates of frontline political parties in a presidential election amid other issues or narratives. Hence, this study therefore recommends citizens' interest in national governance expectations, legitimization of zoning principle, strict enforcement of presidential campaign guidelines amid other fundamentals in effort to strengthen Nigeria's electoral democracy.

Thus, the sample size of 36 Key Informants were selected from the six regions of the federation through purposiverandom sampling procedure and interviewed in face-to-face interaction, telephone communication, Focus Group Discussion etc where responses and empirical data gathered were documented, presented and content-analyzed. The study therefore revealed that many Nigeria voters are most often enthused to participate and vote for frontline candidates and running mates who shared their ethno-religious background amid other intervened influencing factors. Again, there were peculiarities of identity consciousness in voting behaviour across regions of ethno-religious backgrounds in Nigeria presidential elections. The discourse therefore suggest for sense of nationhood, advocacy for national rebirth among other fundamentals to mitigate intense euphoria of ethno-religious consciousness and tensions in power transition.

This paper, therefore, accentuates the imperatives of quality (good) government to explore the gains of the country's economic growth to respond effectively to the crises of development in reference to human development index. The methodology espoused in this study was derived from both the secondary sources (government publications, books, Journals, articles from the Internet) and insightful empirical observation of socioeconomic trends in Nigeria. Furthermore, the study revealed that the present government initiated laudable sectoral reforms which are however constrained by certain absurdities contrary to the values of good governance. The paper argued and opined that the indices of good governance is pertinent; to harness the gains of the projected growth to mitigate the crises of economic development and improve on the social welfare of the 170 million population of Nigeria.

However, its dynamics and trends differ remarkably across sovereign federations. Accordingly, this discourse examined dynamics and process of power-sharing framework in the context of Nigerian federalism. The methodology of this paper is qualitative design which explored the imperatives of documentary source and observational method of data collection and, textually analyzed data and events. Furthermore, the discourse argued that Nigeria federal structure and system is dysfunctional and replete with enormous irregularities exacerbated by ethno-regional power tussle which inextricably undermine attempts on power-sharing frameworks. Accordingly, this discourse applied Tripolar model to illuminate the challenges bedeviling territorial, political and fiscal power sharing in a dysfunctional federal structure. Hence, this discourse opined that restructuring, constitutional alteration are among the fundamentals for effective power-sharing framework and functional federalism in Nigeria.

In a qualitative research design of data collection and analysis, the discourse applied Almond's theory of structural-functionalism to underscore the criticality of structure and function in modern legislating. From the index of structure and function, the Nigeria legislative institution and process is assessed to illuminate myriad of challenges constraining efforts towards democratic development. The military overthrew a democratically elected government of Aung San Suu Kyi. The justification for the takeover of government was that Kyi's National League for Democracy (NLD) party won the general election of November 8, 2020 by a landslide but rejected by the military-backed opposition party, Union Solidarity and Development Association (USDA), which alleged fraud. The military immediately declared a state of emergency for one year and promised to return the country to civil rule thereafter. It has been unable to secure the support of most of the citizens of that country who are currently locked in street battles with the junta amidst international condemnation, sanctions, and prodding that the men on the horseback should retreat into the barracks. August 18, 2020, there was a coup d'état in Mali against the government of Ibrahim Boubacar Keita who was allegedly involved in the manipulation of the March 2020 legislative elections to the disenchantment of a large segment of the population. The coup was not supported by the Africa Union (AU) and the Economic Community of West African States (ECOWAS). These transnational organisations in the continent of Africa have anti-coup protocols which have evolved in the context of the global third wave of democratisation. As it turned out, Nigeria's former President Goodluck Jonathan became the ECOWAS special envoy to broker a return to civil dispensation with the putschists. These two events underline two major political currents. One is the resilience of military interventionism in politics. And the other is the operationalisation of intolerance of military intervention in the political process and the desire to consolidate democratic rule on a global basis. To state differently, there is the enduring desire to replace the barrel of the gun with the ballot paper. Equally, the events also dramatise the interplay of the social forces in society that usually engender military incursion into politics captured in the extant literature. Jimoh Adele Bamgbose's Military Intervention in African Politics articulates these issues in ways that underline their pervasiveness.
