What is Grand Strategy? Every State has always had a Grand Strategy, which is wider and more incl... more What is Grand Strategy? Every State has always had a Grand Strategy, which is wider and more inclusive than military strategy even if it has seldom been formalized in strategic documents. Some strategic documents of the past are nonetheless relevant and quite close to current grand strategic thinking.
An exemplary model is the making of US Grand Strategy during and after the Cold War up to the National Security Strategies of today. US Grand Strategy during the Cold War took shape from George Kennan’s containment strategy but its implementation required the establishment of the National Security Council in 1947. The introduction, towards the end of the Cold War, of a comprehensive strategic document such as the US National Security Strategy of 1987 prompted the adoption of National Security Strategy documents by other States. Britain led the way by introducing the concept of a comprehensive National Security Strategy, soon followed by France and, later, by the European Union. The UK and France updated their security policy decision making process by establishing coordinating bodies which took inspiration from the US National Security Council. Germany, in 2016 published a comprehensive security policy document but it has not yet established its own National Security Council. A step that Japan took in 2013, by creating its own National Security Council and publishing its National Security Strategy.
An Italian National Security Strategy cannot, however, ignore the evolution of NATO and European Union strategic documents. Therefore, a chapter is dedicated to an overview of the evolution of NATO’s and EU’s Strategic documents up to the “NATO 2030” Report and to the “Strategic Compass 2022” of the European Union. Time has come to draft an Italian National Security Strategy, to establish a National Security Council and to appoint a National Security Adviser. Such a reform would bring back security policy where it belongs: to the centre of Government.

The Grand Strategy of NATO, seen as a Security Community, has been set over the years in the Str... more The Grand Strategy of NATO, seen as a Security Community, has been set over
the years in the Strategic Concepts. Since 1949 and up to the most recent update
in 2022, NATO adopted eight Strategic Concepts at every milestone of its
successful story. reading the Strategic Concepts is like recapping the history of
the alliance and the evolution of its fundamental strategic choices. From NATO’s
birth at the beginning of the Cold War through détente and up to the Strategic
Concept of 1991, which put an end to the 40 years confrontation with the Soviet
union and the Warsaw Treaty Organization, five Strategic Concepts have been
approved and implemented keeping a steady course in troubled waters. The
subsequent Strategic Concepts of 1999 and 2010 focused on crisis management,
stabilization operations and counterterrorism. The most recent update of the
Strategic Concept, approved by the Madrid Summit, seems to come full circle
after the Russian invasion of Ukraine with the return to NATO’s original mission:
deterrence and defence.

Egypt went unheeded. The key strategic value of Egypt for French interests re-
emerged in the course of the XVIII Century in several policy papers ignored by
French diplomacy, which kept to the alliance with the Ottoman Empire. Only after
the Revolution, the business interests of a merchant, the new colonial policy of a
Foreign Minister and the ambition of a young General combined into launching
the Egyptian expedition.

Starting from the first counterproliferation operation against the Egyptian rocket programme, the... more Starting from the first counterproliferation operation against the Egyptian rocket programme, the paper recaps the origins of the “Begin Doctrine” and its successful implementation in the -Iraqi and Syrian case. A mention is made of “Project Daniel”, a forward- looking strategy document of the early 2000’s, whose recommendations on nuclear issues are still relevant today. The analysis of the Iranian Nuclear issue and of the counterproliferation strategy formulated by Meir Dagan’s in 2003 may lead to the conclusion that Israel still pursues the policy goals of the “Begin Doctrine” although with different means.

was the Western Union later renamed the Western European Union. Its founding
document, the Brussels Treaty, included a mutual defence clause that was later
reflected in Art. 42.7 of the Lisbon Treaty. However, it was only in 2003 that the
European Union adopted a strategic document, the European Security Strategy
(ESS), taking as a model the US Security Strategy. The 2016 EU Strategy, A
Global Strategy for the European Union Foreign and Security Policy, although
a bit vague in formulation, was updated to take into account the changed political
landscape. Pragmatic initiatives such as PESCO, CARD and EDA paved the way
to the 2022 Strategic Compass, whose adoption coincided with the Russian
invasion of Ukraine. Despite their value as a strategic communication documents,
EU Security Strategies can only point out to ends, ways and means to achieve
the goals of a Common Foreign and Security Policy, whose actual
implementation hinges on the Member States’ resolve.

The latter and its French copy were the maps mainly used by the three armies at Waterloo. According to Belgian historian Bernard Coppens, a printing error on both the “Ferraris” and “Capitaine” maps might have misled Napoleon. Wellington took the decision to fight near Waterloo over a Ferraris map but the map he used during the battle was the outcome of a recent survey by the Royal Engineers. In Blücher’s Army, the crucial decision by Lt Gen von Gneisenau to withdraw towards Wavre might have also been due to the scarcity of large-scale maps among staff officers.

the Cold War era. The export control regimes, although established during the First N uclear Age, shaped by the global competition between the United States and the Soviet Union,are operating now in the geopolitical context of the Second Nuclear Age,
characterized by a multiplicity of powers in possession of- or striving to
- acquire weapons of mass destruction. Moreover, the potential threat of
WMD or CBRN terrorism, took a new dimension after the Twin Towers
attack of 9/11/2001 and the subsequent discovery, in Afghanistan, of plans
by Al Qaida to develop non-conventional weapons. Stemming the spread
of Weapons of Mass Destruction (Chemical, Biological, Radiological or
Nuclear) among States, remains the main challenge of the global non-proliferation regime but, increasingly, the focus is shifting on the threat posed
by non-state actors.

The analogies between the American “empire“ and empires of the past have inspired, since the seve... more The analogies between the American “empire“ and empires of the past have inspired, since the seventies of the last century, a number of historical works, notably among them: “The Grand Strategy of the Roman Empire” (1976) and of the “Byzantine Empire” (2009) by Edward Luttwak.
More surprising but no less interesting are the strategic lessons that Aaron Wess Mitchell draws upon the history of the Habsburg empire, between the War of the Spanish Succession (1700-1714) and the “War of the Seven Weeks” (1866).
The author is a renowned US scholar, co-Founder of the Center for European Policy Analysis, who served as Assistant Secretary of State for European and Eurasian Affairs between 2017 and 2019. The Secretary General of NATO has recently appointed Wess Mitchel as Co-Chairman of the High Level Reflection Group. Among his previous works, it is notable: “The Unquiet Frontier, rising rivals, vulnerable allies and the crisis of American Power”, an essay co-written with Jakub Grygiel in 2016. The essay stresses the crucial value of traditional alliances in dealing with the challenges posed by Russia, China and Iran. “Great-Power Competition” is the name of the game after 15 years of “Long War “ on terrorism and the book by Wess Mitchell and Grygiel is said to have been taken as a reference in the formulation of the 2017 National Security Strategy by General Mc Master.

According to the Stockholm International Peace Research Institute (SIPRI), active armed conflicts occurred in at least 32 states in 2019. The number of forcibly displaced people worldwide at the beginning of 2019 was 70.8 million (including more than 25.9 million refugees). A region where the Italian Cooperation is deeply committed to help alleviate the plight of refugees, IDP’s and returnees is the Middle East. The strategy of the Italian Cooperation in the region is based on strong historical ties with countries of the Middle East and North Africa as well as on common stabilization efforts with EU countries and ad hoc groups of States such as the Anti–Daesh Coalition. Italy is going to host the Ministerial Meeting of the Coalition in Rome on June 28th.
