Imbalances and difficulties when workers experience industrial disputes bring out possibility of ... more Imbalances and difficulties when workers experience industrial disputes bring out possibility of defeat in the trial. So the Government has an obligation to fight for justice by providing the budget for legal aid derived from the state budget and allocated to the budget of the Ministry of Law and Human rights. The research method used is normative, which is research that sees the effectiveness of prevailing laws. The results showed that the provision of legal aid budgets hasn’t been able to run optimally because government hasn’t provided a forum for applying legal aid budgets to legal remedies of cassation in Industrial disputes.

Along with the times, there has occur and grown up and many problems about employment matter in which there many more employment relationship works without parity between the responsibility and the rights from the employer to the employee/ workers. As the consequence of the inclusion of business competition climate, it caused the businessman look for ways how to maximize the production output by reducing the costs. This circumstance has influenced the workers right becomes ruled out and then arises statement of workers to claim their pending rights. This study aims to find out the industrial relationship matter related to the business competition climate, and to find out the settlement mechanism of industrial relationship conflict based on regulation number 2 year of 2004 about settlement of industrial relationship matter. Rendahnya kesadaran pegawai pemerintah daerah dalam menjalankan kewajiban dalam kinerjanya membua... more Rendahnya kesadaran pegawai pemerintah daerah dalam menjalankan kewajiban dalam kinerjanya membuat munculnya ketidakefektifan pemerintah dalam memberikan pelayanan publik bagi masyarakatnya. Padahal seyogianya pemerintah harus memberikan pelayanan yang maksimal sehingga kesejahteraan dan kepuasan rakyat dapat terpenuhi. Berdasar itulah maka dibutuhkan adanya sinergi dalam pelaksanaan pengawasan terhadap penegakan disiplin PNS dari pemerintah Kota Semarang. Inspektorat Daerah merupakan salah satu lembaga yang memiliki tugas dan wewenang untuk melakukan pengawasan terhadap penyelenggaraan kinerja pemerintah daerah, sedangkan Satpol PP memiliki wewenang untuk melakukan operasi penertiban di lapangan. Sehingga Inspektorat Daerah Kota Semarang dan Satpol PP Kota Semarang dapat mengadakan hubungan tata kerja untuk melakukan pengawasan terhadap disiplin PNS.
