Because, only with an online system, small and medium-sized economic actors can compete with established food company such as McD and KFC. Therefore, it is important to know consumer behavior patterns from online food ordering systems for developing marketing strategies. Exploring online consumer behavior provides a better understanding of consumer segmentation in food demand and thus helps to lay the foundation for developing an online marketing strategy for competitive advantage. Indonesia is a big nation which has hundred millions population and thousands of islands. Indones... more Indonesia is a big nation which has hundred millions population and thousands of islands. Indonesia as a nation is still facing obstacles regarding inefficient and ineffective bureaucracy. For example, many investors are reluctant to conduct business in this country due to collusion and corruption activities because of long and expensive bureaucracy. Inefficient bureaucracy in providing better public service is also worsening investment activities in Indonesia. Red tapping occurs when foreign investors have intention to conduct their activities in our nation. This essay argues there are three factors of public administration need to be implemented in order to improve nation and bureaucracy's function effectiveness, namely recoding bureaucrats, implementing the ideal of administrative responsibility and best value. The method of this research is descriptive analysis and it uses qualitative approach. The data for this researh is found by literature review. Books and journals use for literature review. The results for this paper are there is a need for the implementation of three factors in an integrated way, namely recoding bureaucrats, implementing the ideal of administrative responsibility and best value for creating good governance.

Cimahi Municipality is a relatively big municipality with twelve million population at West Java ... more Cimahi Municipality is a relatively big municipality with twelve million population at West Java Indonesia. This municipality has visions, missions and aims in improving creativeness and innovativeness its human resource to improve their local revenue. However, there are obstacles in the implementation of improving creativity and innovatively of Cimahi municipality's human resources policy, namely unsustainable training programs, lack of capacity of loans, lack of quality of human resources, lack of infrastructure, and lack of marketing. This paper's aim is to analyses the implementation of improving innovativeness and creativity in human resource policy in Cimahi Municipality, Indonesia. The writer argues that the implementation of improving creativity and innovatively of Cimahi Municipality's human resources should be based on communication between government and its people, the quality of human resources, and leaders' commitment, honesty and democratic value and bureaucratic structure. This research uses a qualitative approach and descriptive analysis method. The writer uses a literature review technique to analyses data and information in this research. The results of this research are communication between government and it's society needs to be improved by conducting focus group discussion and workshops in improving creativity and innovatively in local products. There is an urgently need of strategic planning in conducting training that should be based on local human resource needs, restructuring standard operating procedure of local government that handling these issues. The implication of this research is providing strategic solution in improving creativity and innovatively of human resource policy at Cimahi Municipality, Indonesia.

Searangan anti Islam dilancarkan Barat dengan segala upaya untuk menghambat proses revitalisasi nilai-nilai dasar (tauhid) Islam. Dengan politik bermuka duanya, Barat memanajemen konflik yang terjadi untuk kepentingan ekonomi, politik, dan budaya hegemoninya. Kondisi ini menuntut para pemimpin memiliki perilaku kepemimpinan yang adaptif dan dapat mengantisipasi berbagai perubahan tersebut. Kepemimpinan transformasional dipandang mampu melakukan transforming of visionary dalam menghadapi berbagai perubahan, sehingga organisasi dapat merealisasikan visi menjadi kenyataan. Demikian pula dengan kepemimpinan pelayanan memiliki kredibilitas, integritas, ketekunan, dan semangat berbasis pelayanan memberikan kontribusi katalis perubahan dalam pencapaian visi organisasi. The research is based on quantitative data obtained cross-sectionally from students studying at the Entrepreneurship Department. Empirical findings indicate that the respondent group is highly committed to the utility of entrepreneurship education for economic growth, which indicates the position and benefits of entrepreneurship at the macro level. The implication of this is providing entrepreneurship programs must take on the burden of ensuring that the lecturer used to deliver the courses highly qualified.

The writer argues that the implementation of improving creativity and innovatively of Cimahi Municipality's human resources should be based on communication between government and its people, the quality of human resources, and leaders' commitment, honesty and democratic value and bureaucratic structure. This research uses a qualitative approach and descriptive analysis method. The writer uses a literature review technique to analyses data and information in this research. The results of this research are communication between government and it's society needs to be improved by conducting focus group discussion and workshops in improving creativity and innovatively in local products. There is an urgently need of strategic planning in conducting training that should be based on local human resource needs, restructuring standard operating procedure of local government that handling these issues. The implication of this research is providing strategic solution in improving creativity and innovatively of human resource policy at Cimahi Municipality, Indonesia.

ABSTRACT The era of globalisation can allow for major changes in various aspects of human life, good political, economic, social, culture and others. So also the changes on the good institutions are engaged in the field of profit and on-profit organizations. This condition requires the leaders have adaptive leadership behavior and can anticipate various changes. Transformational leadership is seen as capable of transforming the visionary in the face of many changes so that the organization can realize the vision to become a reality. Empirical findings indicate that the respondent group is highly committed to the utility of entrepreneurship education for economic growth, which indicates the position and benefits of entrepreneurship at the macro level. The implication of this is providing entrepreneurship programs must take on the burden of ensuring that the lecturer used to deliver the courses highly qualified.
