In a certain way the 2008 food crisis that resulted from the fast increase of main food prices, forced the political sector to pay attention to two interrelated problems: hunger and food production. The increase of population in general, and of urban population in particular, implied a larger demand on the production, manipulation and distribution of food systems, and also on the environment of developing countries. Therefore, it is possibly that the demand for a greater quantity of quality food cannot be satisfied by national production. Up to now only three countries in Latin America (Mexico, Venezuela and El Salvador), but also several Caribbean countries in smaller magnitudes, are net importers of food and consequently dependent on imports. In general most of the countries in the region, although having policies addressed to protect their national production, have also included direct commercial policies to guarantee national food security. In this sense exists wide acceptance of the fact that it is more effective to opt for a combination of national production and imports to satisfy local demand. Notwithstanding, the relative importance given to support policies for national production and for international commercial policies vary significantly among different countries.

These include sharp spikes and increased volatility in agricultural commodity prices since 2007 caused partly by population growth, urbanization, biofuels and changing diets. Extreme weather events have also led to significant crop failures in important producer countries. Many of these factors are long-term trends that will continue to make agricultural land, and agricultural production more generally, an attractive investment. This report provides information on foreign investment in agricultural land and production in the member states of the Southern Common Market (MERCOSUR). There is a general lack of solid information on foreign investment in agricultural land and production in MERCOSUR countries, and the figures that do exist should be considered with caution. Nonetheless, the available evidence suggests that foreigners are playing a significant role in the sector
