It is shown how electrochemical potential provides a natural and fundamental framework for characterizing a PN junction at equilibrium and in the steady state.

Except for infrequent small responses the latency was many milliseconds longer than would be expected for excitation by axon collaterals of the fast spino-cerebellar pathways. There were many examples in which inhibition had an earlier onset than excitation; nevertheless the inhibitory latency was

Averaging is done over essentially consecutive timing intervals of 1, 2, 5, 10, 20, or 50 s. Provision is made for overflow indication and for manual resetting. The design is simple, economical in the number of integrated circuits used, and may be adapted for measuring the average frequency of occurrence of events other than neuronal firing.

The “building blocks” are synapses, nerve fibers, and some simple nerve nets, since ultimately all psychophysical observations and, beyond that, all behavior mediated by the nervous system, must be explicable through the operations of these “building blocks.”
