The renewal of the city started from the examination of urban conditions of comfort/discomfort (s... more The renewal of the city started from the examination of urban conditions of comfort/discomfort (safety, mobility, environment, social cohesion); this required the direct involvement of the city’s inhabitants as experts of the urban environment, and therefore able to suggest solutions. Nowadays in Italy the renewal tools of the city cannot be found in planning laws, but in new tools with participated procedures. These participated procedures have put the public administration and the private entrepreneurial class in agreement. In the '90’s, the so-called Complex Programs both in the national and regional domain have been realized. The Complex Programs aim to propose urban improvement through innovative procedures to improve urban life quality. Among the Complex Programs, the District Contracts have been realized in January '98 and proposed in 2002 by the Infrastructure Administration. The purpose of this paper is to present and validate a large-scale methodology for risk assessmen... more The purpose of this paper is to present and validate a large-scale methodology for risk assessment and management in cultural heritage sites, taking into account their specific tangible or intangible values. Emphasis is given to historic centres that are key resources in building resilience to disasters but are also highly vulnerable due to several factors, such as the characteristics of the built environment, the community and social life, the lack of risk awareness and maintenance and finally the poor regulatory framework for their management and valorisation.,The multi-step procedure starts from the assessment of the attributes of cultural heritage in order to identify priorities and address the analysis. Then, it evaluates the primary and secondary hazards in the area, the vulnerabilities and threats of the site and the impacts of the chain of events. I... more Recently, Italian urban planning research in the field of seismic risk mitigation are renewing. In particular, it promotes strategies that integrate urban rehabilitation and aseismic objectives, and also politicizes that are directed to revitalizes urban systems, coupling physical renewal and socio-economic development.In Italy the first law concerning planning for seismic mitigation dates back 1974, the law n. 64 “Regulation for buildings with particular rules for the seismic areas” where the rules for buildings in seismic areas concerning also the local hazard. This law, in fact, forced the municipalities to acquire, during the formation of the plans, a preventive opinion of compatibility between planning conditions and geomorphology conditions of the territory.
