Relations between the EU and the South Caucasus has been developing since the collapse of the Sov... more Relations between the EU and the South Caucasus has been developing since the collapse of the Soviet Union and the process of formation of sovereign and independent states of former Soviet republics of the South Caucasus (Armenia, Azerbaijan and Georgia). The EU has taken different measures to develop political and economic relations with regional countries through financial assistance and political cooperation. In 2003 the EU introduced the European Neighbourhood Policy (ENP) that represents an instrument that has involved all cooperation policies of the EU and covers countries of Europe and its proximity but without the prospect of membership in the foreseeable future. This policy aims to promote democratic and economic reforms in countries along its eastern and southern borders, providing for development and strengthening stability and security in the EU, as in the neighboring countries

In 2003 the European Commission launched a document entitled "Wider Europe-Neighbourhood: A New F... more In 2003 the European Commission launched a document entitled "Wider Europe-Neighbourhood: A New Framework for Relations with our Eastern and Southern Neighbours" (Prodi, 2002: 6). The main purpose of this article is to understand, through the analysis of the EU as a regional actor in the South Caucasus, the EU's identity in the Eastern Partnership Neighbourhood, especially in the South Caucasus. In my opinion, for analysis of EU´s activity in terms of the ENP in the South Caucasus, we should not only understand the political and socioeconomic situation of the South Caucasus and study fundamental principles of the ENP, but, above all, examine particularities of the EU in promoting democracy to realize the power that the EU has and its role EU plays as a promoter of this system of government. To achieve this goal, I would proceed to the analysis of main features of the EU in foreign policy, refer to the study of peculiarities of agents/institutions responsible for decision making and instruments used by EU in foreign policy.
