My special thanks goes to my dear friends, Dr. David B. Downing and Mr. Abbas Khosravi Farsani, who suggested valuable amendments and improvements to the text. Past that, this book is the fruit of the toil of a group of people, especially Amir Ezati of the Literature Club, who have undertaken to publish it without benefiting from any state or corporate funding and without having access to massive propaganda machines to promote it. Whereas in the past thirty-five years the publishing industry in Iran has come under heavy supervision, regulation, and censorship by the Islamic Republic and thereby has lost much of its enlightening and edifying function, the Iranian publishing houses in exile – whether Internet-based or paper-based – despite all the hurdles in their way, have managed to pull the weight of improving the knowledge and understanding of Iranians both inside and outside of Iran. This calls for great appreciation.

Truth be told, the character we know today as Xayyam is a confidence man wrapped in the hazy mist of fleeting eons. Consequently, what this book undertakes to bring into light is that how the character named Xayyam and the poetry attributed to him are in fact the collective product of a myriad of different or opposing ideas of the historical and contemporary critiques, and that how these diverse and incoherent ideas which through the reiteration implemented by a monologistic tendency gain a superficial consistency in the passage of time turn into a priori universal norms for judging poetry in particular and life in general.

To be precise, there has been a dialectical debate going on for over half a century. On the one hand, there are prominent literary critics and theorists of the mid-20th century like Tillyard, Campbell and Ribner who locate Shakespeare's histories within the Providentialist tradition of the late Tudor era which is heavily invested in medieval religious and political ideas. On the other hand, literary critics and theorists of the late 20th century like Greenblatt, Sinfield and Rackin mostly, to different degrees, see Shakespeare as a manifestation of the early modern Machiavellian approach to politics. However, the issue on which they all have a consensus is that what Shakespeare presents in his histories is a totalizing idea of politics:

This appears to reflect a deeper strategic shift in the way Israel’s policymakers view Iran and its proxies, and could spell the end of the longstanding shadow war between the two. Israeli Prime Minister Benjamin Netanyahu’s change in strategic posture is likely due to political pressures emanating from domestic opposition and fatigue over the ongoing war in Gaza and long-term concerns over Israel’s ability to restore deterrence in the face of continuous attacks from Iranian proxies. Iran could respond to Haniyeh’s assassination in a number of ways, including an all-out surprise attack, a coordinated strike from its proxies, assaults on Israeli citizens and/or Jewish communities abroad, threatening total war to force a ceasefire, or deciding to wait and see until it knows who will win the U.S. presidential election in November.

In the long run, the fact that Khamenei was forced to elevate Pezeshkian rather than a loyal non-partisan like the late Raisi will lead to increased internal conflict within the regime. Pezeshkian represents the latest Reformist president permitted by Supreme Leader Khamenei to take power in order to present a friendly face with the West and stave off the worst effects of domestic dissatisfaction with the regime.

While ostensibly benefitting Khameni’s son, Mojtaba Khamenei, Raisi’s “hard landing” opens the door for Reformists and disaffected elements of the Islamic Revolutionary Guard Corps (IRGC) to join the struggle for power. To succeed, either group must secure both popular support within Iran and international legitimacy abroad, possibly by working together. Despite periods of nominal rule over the country in the past, the Reformists have failed to meaningfully change the regime. Their end goal is to maintain an Islamist oligarchy, albeit one that interferes less with the people’s personal lives. While their influence has declined since late 1990s, the Reformists are still active today. They rely on sympathetic political institutions, international media, and academic outlets in the West, who view them as a way to push the regime toward liberalization. In the past, several senior IRGC commanders have voiced public or private opposition to Khamenei and his regime’s behavior. While most of these figures have been marginalized or killed, they command outsized influence within the state’s institutions. Moreover, ultranationalist IRGC dissidents and monarchist émigrés led by Reza Pahlavi look to be building ties with one another. If these elements managed to take power, they would push back on Iranian people’s democratic aspirations, oppress Iran’s ethnic and religious minorities, and threaten the country’s neighbors.

These in the long run have led to the development of our democratic institutions and evolution of our liberal political system. Many usually take these freedoms for granted, because they are under the false impression that things have always been like this. But the truth is, many of these freedoms were not there in the first place. They only evolved against the backdrop of a strict ancient order that most people don’t remember today because it lies so far from us in time. As it happens, William Shakespeare was one of the earliest and most popular modern thinkers to problematize that order. He introduced new ideas in worldview and human conduct that would lay the groundwork for the emergence of our individual freedoms and liberal democracy.

For the time being, Russia's aim is to supplant the United States as the main political power in the Middle East. However, in the long run, the ultimate Russian goal is to dominate the world as the sole global superpower. My argument is that although Russia's fortunes have ebbed and flowed throughout modern history, what the Russian political establishment has demonstrated in regard to ideological/territorial expansionism, from the Tsarist Empire to the USSR to the Russian Federation, is strategic continuity. As such, in this article I am going to conduct a strategic survey of the Russian expansionism in the Middle East throughout modern history and then warn of the impending dangers of unchecked Russian expansionism for contemporary US and Middle East security and for the future of global democracy and liberal world order.

In other words, the Russians don’t want to see Iran as a powerful pillar of Western security strategy like the post-WWII Germany and Japan. As things stand, Iran risks passing from one totalitarian regime to another. If things unfold in that direction, the country will remain a hotbed of tyranny and radicalism, oppressing its people while continuing to threaten its neighbors and the wider world. The democratic world needs to intervene to help the Iranian people establish a liberal democracy and bring Iran back to the West.

The common accusation is that the older statesmen, including many IRGC generals, have become corrupt and complacent through their exploitation of office perks and have lost their revolutionary zeal. This lack of ideological fervor has purportedly led many of them to seek accommodations with Iran’s enemies—or, in Akbari’s case, co-optation by hostile foreign intelligence agencies. As such, the logic goes, the old guard has become a liability for the state and turned into an obstacle to the realization of revolutionary ideals, and therefore must be removed and replaced by “untainted” figures.

To make the matters even worse, some media outlets in Iran claim the figure is actually $20 billion. Whatever the case, giving in to a rogue regime’s attempts at getting ransom will only prove it right in its wicked ways and embolden it to take even more hostages in the future. So I can say with certainty that we haven’t seen the last of the criminal regime’s takeing Americans hostage. At the same time, the American people, whose government is giving a huge sum to a hostile regime, and the Iranian people, who are the rightful owners of that money, have a moral right to know how those billions of dollars are going to be spent. Based on long-term observation, I can surmise that a share of the money will be used to boost the regime’s security-military apparatus to suppress popular protests, which are especially likely to flare up soon at the anniversary of Jina (Mahsa) Amini’s murder by the regime’s religious police that last September started the nationwide anti-hijab protests and eventually turned into a full-throttle anti-regime revolution. Another share of the money will be exploited to further develop the regime’s nuclear, missile and drone technologies that are used against the US and its allies around the world. Last but not least, a portion of the released money will go towards financing the pro-Iranian regime non-state terrorist actors across the Middle East such as Hezbollah, Hamas, the Islamic Jihad, the Houthis, and the Iraqi Shiite paramilitary groups. All in all, the ransom that the White House has given to the regime in Iran will sponsor all sorts of activities that undermine the national security and global standing of the United States of America.”

The euphoria is understandable because four years of President Trump’s hands-off “maximum pressure” policy failed to bring about any meaningful change for the better in the behavior of the Iranian regime, whether in the domestic scene or on the international stage. However, what the West needs to keep in mind while trying to re-engage with the Iranian regime is that the regime’s inherently antagonistic approach to the liberal world order is likely to make any “deal for peace” null and void right off the bat even if it deigns to come to the negotiating table. The regime’s gross record of violation of human rights in Iran and abroad, its morbid interest in establishing an authoritarian empire in the Middle East by interfering in the affairs of other sovereign states, its relentless pursuit of nuclear arms and development of long-range cruise and ballistic missiles and their use against American and other targets, its ongoing proxy attacks on the GCC countries and Israel, and its very real existential threat to the Jewish State are only some of the best-known challenges that President Biden and his European partners will face on the way to make a deal with the Islamist regime. And that is even not to mention the Iranian regime’s considerable alignment with the dictatorial, predatory, and expansionist regimes in Russia and China during the recent years, which has led to the creation of what I have come to call the “Eurasian Juggernaut”, a hydra that threatens the totality of Western Civilization. If the West can make a package that manages to address all those fundamental and inseparable issues, I for one will wholeheartedly support a deal with the regime in Iran. Otherwise, we will be treading a dangerous path that has already been trekked without gaining any meaningful outcome for world peace.”

These are the same people whom the regime recruited as mercenaries in the form of the Fatemiyoun Brigades to fight in the Syrian Civil War to keep Assad in power. But the Iranian regime has also been considering coopting the Taliban to advance its influence in Afghanistan. The hosting of Taliban leaders in Iran during the past few years as well as the more recent favorable positions of major state-affiliated newspapers in Iran strongly indicate that the Iranian regime has made considerable investments in the Taliban. As a rule of thumb, as long as the common enemy is the United States, Islamists of all stripes will be more than happy to work together. The Sunni Taliban in Afghanistan and the Shia regime in Iran are no exceptions. As such, by pulling out of Afghanistan in this manner and by leaving no reasonable safeguards behind, the US government is throwing twenty years of the War on Terror and nation building in Afghanistan to waste.”

Now, what the Iraqi protesters want is their country’s independence and prosperity. They don’t want their country to be a pawn in Tehran’s regional war on Saudi Arabia, Israel and the US. Whenever the Iranian regime is under pressure from the U.S., it tightens the screws on Israel so the U.S. relents. In the months leading up to the new round of sanctions, Iran was openly threatening Israel with retaliation and annihilation. Abbas Araghchi, the political deputy of the Iranian Foreign Ministry, threatened European countries with terrorism and security problems if they would not try harder to ease the U.S. sanctions. The same thing is with Israel. As soon as the [Iranian] regime is under pressure, it incites Hamas and Islamic Jihad to open fire on Israel. It has probably kept Hezbollah for the next phase of the escalation."

The regime carried out these terrorist attacks by the hands of its Iranian, Lebanese, Syrian and Palestinian minions in different parts of Europe. Regardless of its pledges to European countries to stop these terrorist attacks after the Mykonos incident in Berlin in the early 1990s, the Islamic Republic continues to engage in conspiracy against its opponents on European soil by collecting information on the dissidents and photographing their gathering places. In fact, the character we know today as Xayyam is a confidence man wrapped in the hazy mist of fleeting eons. Consequently, what this study undertakes to deliver is to demonstrate the hypothesis that how the character named Xayyam and the poetry attributed to him are in fact the collective product of a myriad of different or opposing ideas of the historical and contemporary critiques, and consequently how these diverse and incoherent ideas which gain superficially consistent solidarity in the passage of time turn into the universal norms for judging and assessing poetry in particular and life in general.

I used to be a master’s student in Media and Communication Studies at Örebro University, and I made an impression with my broad and deep knowledge of the media and international relations - or at least that is what my teachers wrote in their recommendation letters for me! 😂 During our stay in Sweden, we went on a sweeping tour of Scandinavia to participate in wide-ranging courses at University of Helsinki, University of Tampere, and Oslo University College - with occasional trips to the Finnish foreign ministry and Swedish national radio and television. That was probably the most mobile phase of my life so far, and I am somewhat missing it due to those activities. Although I passed all my courses with distinction, I was not able to defend my thesis because I was coming to America as a doctoral student, and the timing and visa restrictions tied my hands. Recently I asked Örebro University about the possibility of finishing my degree, to which they replied that the program has been discontinued. But they kindly sent me my transcript. I guess I can say I almost have a master’s degree in Media and Communication Studies. 😉

Without active American oversight, he said, power could shift to factions misaligned with democratic values or U.S. interests, risking civil war and national disintegration. He emphasized that establishing democracy—rooted in pluralism, inclusivity, and tolerance—is the only viable path forward for Iran. Other approaches have historically failed; thus, Iran must focus entirely on embracing Western democratic principles. According to Parchizadeh, for a stable and free Iran, the international community, spearheaded by the U.S., must support this vision unequivocally.

The Iranians vote today, in legislative elections, going under circumstances that may be the most difficult for the "Islamic Republic", especially after the outbreak of the Coronavirus in Qom and Arak, as well as the US sanctions that have burdened the political leaders there.

More than 7,000 candidates are competing for 290 seats in the Islamic Council Majlis. The Majlis is part of the Iranian regime, which is a mixture of rule of a religious and democratic nature in which Supreme Leader Ayatollah Ali Khamenei has the final decision on the most important issues.

Western media and newspapers expected that the Majlis elections would result in a hardline parliament loyal to the country's supreme leader.

The Iranian-American dissident, Dr. Reza Parchizadeh, stressed that the elections in Iran are always engineered in a way that leads to what the Iranian regime leaders want.

In a statement to "Masrawy", Parchizadeh added that the Iranian regime controls the elections in different stages, so that only the loyal ones or directly affiliated candidates win a seat in the Majlis. This has apparently compromised the integrity of the elections in Iran.

The news agency "Agence France Presse" said that thousands of moderates were prevented from running in this election, which is taking place today, Friday, because they did not meet the strict conditions for running in the race.

At the same time, elections are held for the Assembly of Experts, which selects the Supreme Leader and has the authority to dismiss him.

Observers say the authorities hope for the people to participate in the elections in large numbers as a sign of support for the system. However, as Al-Arabiya satellite channel reported today, the percentage of participants in the elections did not exceed 25% across Iran.

Critics of Iran's rulers have called on Iranians to boycott the elections to show their opposition to what they call widespread human rights violations and intolerance towards any kind of opposition.

According to Agence France-Presse, conservatives and hardliners make up the largest number of candidates, which is likely to lead in the end to a political weakening of President Hassan Rouhani, who is considered relatively moderate.

Are the elections affected by corona and sanctions?
Tensions between Iran and the United States have increased since 2018 when U.S. President Donald Trump withdrew from the landmark nuclear deal between Iran and several major powers in 2015.

The elections come one day after the United States imposed new sanctions on Iranian officials; and days after the Coronavirus outbreak in the country that has killed 4 and affected many more so far.

The Iranian dissident, Reza Parchizadeh, who is a resident of the United States, confirmed that the Iranian voters refrained from leaving home for more than one factor, even though today is a holiday in the country: notably, for their fear of the Corona outbreak.

He explained that the Iranian regime initially tried to hide the fact that a large number of people throughout the country had been infected with the Coronavirus. However, with the spread of the news on social media, the regime had to publicly admit the truth within days to the elections. "This may actually affect the turnout in the upcoming elections," he said.

Parchizadeh explained that the new US sanctions at this stage will not affect the elections, but that they have a symbolic value for the future. He added, "The real turnout does not matter. The regime will show that participation rates are high in any case."

Advertising war on the media
Divisions over the elections were increasingly galvanized on social media, as pro- and anti-regime Iranians expressed their positions. It is difficult to predict the turnout at a time when many are frustrated by the deteriorating state of the economy and the failure of the Iranian president to fulfill promises to improve civil liberties. Recent crackdowns against the government have deepened opposition to the ruling regime.

Supporters of Ayatollah Khamenei touted their posts with the label "Strong Majlis" and "I Vote Because," with one tweeting, "Every vote is a bullet in the eye of the enemy!"

Iranians opposed to the regime, on the other hand, reacted with slogans like "I Won’t Vote!" and "No To Vote!" One of the critics tweeted, "If our vote could really change anything, they would never ask us to vote!"

The strikes and all sorts of passive resistance movements will certainly weaken the regime, but they won’t be able to topple it. I believe when the time comes, and when the strikes and other similar measures have brought the regime down on its knees, one of these methods or a combination of both will put an end to the Islamist regime in Iran.

As such, the US government had a legitimate concern about Soleimani’s terroristic activities that threatened America’s national security. In response to the killing of Soleimani, the Iranian regime is highly likely to target US diplomatic and military bases as well as American civilians in the Middle East, and it might expand its response to include Washington’s allies such as Saudi Arabia and Israel. In other words, the Iranian regime will become more antagonistic, which is likely to lead to a full-scale war.

An Iranian opposition figure said that the Tehran regime’s decision to increase the price of gasoline to about 300% was the "straw that broke the camel’s back" in his homeland, stressing that the ongoing protests in Iran will not calm down.

"The majority of the people are against the dictatorial regime in Iran, so the streets across the country are filled with protesters who demand the overthrow of the regime," senior political analyst Reza Parchizadeh said in an interview with Al-Ain News. He added that the Iranian regime has mobilized riot police since the protests began, firing directly at the demonstrators and killing a large number of them.

Parchizadeh, an academic from Indiana University of Pennsylvania, called on all freedom-loving people of the world to support the Iranian people in their fight against the regime of the Supreme Leader Ali Khamenei, especially after the Internet and telephone services were shut down in the country.

The Iranian opposition figure emphasized that the current protests against the high price of gasoline are witnessing public participation from all sectors of society throughout Iran, and that the protesters are actively defending themselves against attacks by the security forces and anti-riot police of the regime. He pointed out that the regime will face extreme difficulty in suppressing these protests as it will need to resort to more force.

In the end, Parchizadeh stated that these protests should be regarded with a “fresh eye” and from a totally new perspective. He did not rule out the fact that the policies of the regime may lead to the outbreak of a civil war and eventually to a regime change in Iran.

Video footage on the Internet showed that members of the Iranian police force shot directly at the heads and bodies of the demonstrators in at least 100 cities across the country. State media confirmed that Iran's National Security Council had ordered the Internet to be shut down across the country for 24 hours, while MPs blamed Iranian President Hassan Rouhani for the tensions in Iran.

Fars News Agency, which is close to the Iranian Revolutionary Guards Corps (IRGC), said that security authorities have arrested about a thousand protesters in Iran since the outbreak of the protests last Friday.

The official state media in Iran have put the death toll of the popular protesters at 36 across the country. However, the Persian-language Radio Farda, citing reports by human rights organizations, says that the death toll far exceeds the official figures.

Dr. Reza Parchizadeh, an Iranian dissident and a political theorist, said that most of the Iranian people are dissatisfied with the regime in their country, referring to the demonstrations that have taken place since yesterday in protest against the government raising gasoline prices.

There were violent demonstrations on Friday, confronted by Iranian security forces that fired live bullets at the protesters, resulting in dozens of deaths and injuries.

Parchizadeh added that the regime has made the lives of Iranian people hell over the past forty years, as well as spending their money on terrorist organizations at home and abroad, which has led to the creation of regional wars.

The recent rise in gasoline prices was the last straw for the protesters, according to Parchizadeh, who confirmed that protesters have flooded the streets to call for the overthrow of the regime.

Parchizadeh explained that if the Iraqi, Lebanese and Afghan people could link their protests to those in Iran and unite against Iranian regime’s interference in those areas, then the regime can be in real trouble.

Protesters set fire to gas stations in a number of cities and blocked roads using cars and roadblocks as the government insisted on a plan to raise fuel prices. The Internet services and telephone lines were cut off in the capital Tehran.

The Iranian opposition figure who lives in the United States warned that the protests can turn into civil war if the regime continues to use violence against the protesters.

It is noteworthy that earlier today the Supreme Economic Council of Iran held an emergency session to discuss the repercussions of raising fuel prices and popular protests with the heads of the three branches of the government present.

The National Iranian Oil Company announced on Thursday evening the hike of fuel prices by 50% to the quota of 16 gallons per month, and by 300% outside the monthly quota.

This brings the price of gasoline in the normal quota of 16 gallons per month to 5678 toomans per gallon and the price outside the quota to 11356 toomans. The monthly quota for owners of cars is 16 gallons, for owners of dual-fuel vehicles (petrol and gas) 8 gallons, taxis 106 gallons and taxis with dual fuel 53 gallons.

For its part, the Iranian government insisted that raising fuel prices will be in favor of low-income families.

The European Union, given the Iranian regime's generous investment in Europe, is also willing to help the regime stay in power in Iran. That is why Macron on behalf of the EU invited Zarif to appear at the site of the G7 summit so that he can possibly meet with the American delegation and come up with a way to stave off the regime's fall. But President Trump put an end to the whole charade by not meeting Zarif and at the same time rebuffing the EU's attempt to make a new deal with the Iranian regime. Trump wants to overthrow the Iranian regime. He doesn't really want any negotiations. To sum up, the Iranian regime is falling, and President Trump won't relent until the regime is gone.”

It is an agreement between the Iranian regime and the heads of the European states as well as the former US president, Barrack Obama. It is not a treaty whose proceedings have passed the legislative assemblies of the Western countries and become a proper law. As such, the Iranian regime can abide by its clauses or withdraw from it totally as it wishes. The overarching aim of the deal was to curb the Iranian regime's expansionist ambitions, whether under the aegis of nuclear deterrence or missile capabilities or proxy wars. The nuclear deal has apparently not been able to prevent the Iranian regime from doing any of those things. That is why the nuclear deal was a bad deal in the first place. Nevertheless, the European countries do not want the deal to fall apart. That is because they partly benefit from the deal, at the expense of the world peace, and at the expense of Israel and Arab states' security, and at the expense of the US prestige and security interest. That is why they keep trying to save the deal. However, as things escalate, the Europeans will eventually have to clarify their position and take sides with President Trump and his allies.

The non-aggression pact with Arabs that Zarif recently proposed during a visit to Iraq is only a temporary measure for the Iranian regime to prevent Arabs from giving a military response to the regime’s aggressive behavior as well as to wait out Trump. Once President Trump is out of office, the Iranian regime will throw the pact to the wind, as it did with the nuclear deal. Therefore, Arabs must be wary and not fall for the Iranian regime’s ruse yet again. They must take the opportunity of the US pressure on the regime to push for a regime change in Iran. A military campaign by a coalition headed by the United States of America with the express aim of regime change in Iran is the only way the Arabs, the people of Iran and the whole world will get rid of the Islamist regime in Iran.”

As such, the Iranian regime can try to close it by setting sea mines across the strait as well as using armed IRGC speedboats and navy warships to patrol the waters along the strait. However, in my opinion, the more important questions are, if the Iranian regime did close the strait, would it be able to keep it closed for an extended period of time? And, would it be able to bear the consequences of this act? The United States keeps issuing strong warnings to the effect that if the Iranian regime closed the strait, it must be ready to face the consequences. That can mean military action to reopen the strait, if not necessarily invading the regime on the Iranian soil proper. The Persian Gulf is a closed body of water whose basin contains one of the greatest concentrations of oil and gas around the world. There is no marine way out of the gulf but the Strait of Hormuz. That is why in recent years some of the Arab nations in southern Persian Gulf have been considering setting up a large pipeline that carries the oil from the gulf’s basin to either the Arabian Sea or the Red Sea. However, so far that project has not become operational as far as I know. In any case, if the Iranian regime tried to close the strait, I don’t think the US and her allies in the Middle East would want to take a passive stance. That means the strait would be reopened one way or the other.

As such, as long as the Guards are allowed to operate in any form, President Trump's plan for change in Iran and the wider Middle East will not fully go into effect. That is why I have long been asking the US government and Congress to designate the Revolutionary Guards as a terrorist force and place it on the sanctions list.”

Academia Letters, 2021

The Shiite Crescent is an imagined geopolitical entity composed of Bahrain, Iran, Iraq, Syria, an... more The Shiite Crescent is an imagined geopolitical entity composed of Bahrain, Iran, Iraq, Syria, and Lebanon, home to the majority of the Shiite population of the Middle East-Afghanistan and Azerbaijan also have sizable Shiite populations while the Houthis in Yemen are distant cousins of the Shiites. The way those countries are set on the map of the Middle East can be seen as a continuous curve that goes from Bahrain in the southeast to Lebanon in the southwest. That curve has been called the Shiite Crescent. While that specific term was reportedly coined by King Abdullah II of Jordan in the early 2000s in reference to the Iranian regime's interference in Iraq, similar concepts have been in existence in the intellectual, confessional, and political parlance of the region since at least the 1960s, when the Iranian Islamists seriously started their ideological and armed struggle to create a Shiite geopolitical super-unit, or a Shiite Empire, across the Middle East. If we take a closer look at the map of the Middle East, we can see that Syria is set squarely amidst that curve. As such, it constitutes the most strategic point on the crescent. If Syria falls, the Shiite Crescent will be cut in half. Not only will Syria, a Sunni-majority nation ruled by a Shiite/Alawite minority, be snatched from the Shiite Islamists, but also Hezbollah's vein of life in Lebanon will be severed. The Iranian regime will also lose its "land border" with Israel, which it effectively uses as a significant point of pressure on the Jewish State. It will lose access to many strategic sites on the Mediterranean as well. After the waning of the Shiite Crescent, the hegemony of the Shiite Camp in the region will break. The consequence will be a radical tipping of the balance of power in the Middle East. As such, maintaining the status quo in the region, most notably in Syria, in the form of "frozen conflicts" is of utmost importance for the Islamic Republic. It was exactly to maintain the Shiite Crescent that the Iranian regime, which finally-albeit begrudgingly-agreed in 2015 to put a lid on its nuclear project for a while, has been fighting tooth and nail to keep

DPS, of course, stands for Detroit Public Schools, and the facts paint the picture of a nation, not just a city, truly at risk: not long ago, as Rich Gibson explains in his lead essay to this volume, the DPS was “once heralded as the finest urban school system in the U.S., serving more than 299,000 students.” By 2013, enrollment in the DPS had plummeted to 55,000 students (and another 55,000 can be found in charter schools, although funded at government expense). Even as recently as 2003, the teachers union, the Detroit Federation of Teachers, had 12,000 members; now that figure has dwindled to about 4,000. Since 2005, Detroit has shut down more than 100 schools. The numbers might not be quite so dispiriting in some urban areas, although the most recent federal Education Department data show that in the United States 1.2 million schoolage children are homeless. There is an outpouring of reporting on Russian activities in Syria, and to a lesser degree other ... more There is an outpouring of reporting on Russian activities in Syria, and to a lesser degree other countries in the Middle East and North Africa. But until mid-2017, there was no single effort to analyze the totality of Russian objectives, instruments of power, tactics, and strategy in the greater Middle East and their implications for US foreign policy. The Jamestown Foundation's "Russia in the Middle East" project, headed by Dr. Theodore Karasik and Dr. Stephen Blank, was launched to rectify this gap by providing the basis and material for a multi-dimensional analysis of Russian strategy and tactics in the Middle East, bringing into sharp relief the depth and scope of Moscow's strategy. Unfortunately, Western analyses have long missed the bigger picture: Russia seeks to capture the entire Middle East market across several multi-dimensional issues. These include Russian arms sales; the formation of a working coalition or bloc with Iran, Iraq and Bashar al-Assad's Syria; the insertion of Russia as a broker in the Palestinian-Israeli conflict, efforts to regain major influence over Middle Eastern and Eastern Mediterranean gas sales, especially liquefied natural gas (LNG), to Europe; and using its newly established position in the Middle East to augment its military-economic-political influence regionally and upon Europe. ix Fifth, and finally, it also seeks to use its position in the Middle East to force the US and Europe to accept that aggression and an altered state of affairs in Europe and other locations around the world. Adding to the continuing utility of arms sales and the tactics of using Muslim elites in Russia and in the Middle East to resolve urgent challengers is Moscow's enhanced economic and informational capabilities, which have grown in magnitude since 2000, notwithstanding long-term structural defects in Russia's economy. Donald Jensen, writing in this book, elucidates the channels by which To be sure, Turkey and Iran are much more difficult partners to work with than the UAE, for example, which, as noted above, facilitating Russian policies in the Middle East and Africa. 63 In Iran's case, the relationship with Russia is notably marked by mutual distrust, historic suspicions if not enmity, and numerous tensions. And yet, Russian analysts and elites have long believed that Moscow must, nevertheless, find a way to work with Tehran when necessary and possible and to some degree stand in the way of US threats toward the Iranian Republic. 64 Indeed, in his paper, Iranian expert Alex Vatanka finds that Russia needs regional partners or allies (at least on a case by case basis, not a formal alliance); and Iran's utility, by virtue of its hostility intervention in Syria-Moscow has essentially compelled Ankara to cooperate. And since Syria is, in Turkish eyes, a test of Western support for Turkey's domestic political structure as well as its security and foreign standing, and the West has consistently failed Turkey (as it sees it) here, Ankara has had no choice but to gravitate to Moscow. Or at least that is the Turkish narrative, as Mitat Çelikpala demonstrates in his paper. 69 This narrative preceded the recent steep and apparently accelerating decline of US-Turkish relations that is attributable to many factors on both sides beyond Syria. But arguably, even if all the other issues at stake in the Washington-Ankara rift are resolved, until the US fashions a Middle Eastern and Syrian strategy that in some measure answers Turkey's needs, Moscow will have all too easy an opportunity to intensify its efforts to drive Turkey out of the West. Conclusion As virtually every observer has now grasped, Russia is in the Middle East to stay. 70 As we have argued, Moscow's intervention in Syria and subsequent enlargement of its Middle Eastern standing are not things that happened out of the blue or a mere brilliant tactical improvisation. Indeed, John Parker's study of Russian policy for the National Defense University (NDU) makes clear that Russia was already escalating its presence in Syria from 2013 on. While other sources point out that planning for the actual intervention began in January 2015, at Iran's request, given al-Assad's visible loss of territory and power. 71 And beyond that linkage, it appears from Parker's analysis that the steady ratcheting upwards of arms transfers to Syria in 2011-2013 through a naval screen prepared the ground for (and was linked in Putin's mind to) the need to prevent another "color revolution" in Ukraine. In other words, the successful and stealthy employment of the navy and other organs to increase arms supplies to Syria helped convince Putin to invade Ukraine as did the linkages between preventing the triumph of revolutions in areas of importance to Moscow. 72 And before that, as this book's following chapters and

The numbers might not be quite so dispiriting in some urban areas, although the most recent federal Education Department data show that in the United States 1.2 million schoolage children are homeless.
