From 1994 onwards, Russian presidents give annual addresses to the Federal Assembly. In these spe... more From 1994 onwards, Russian presidents give annual addresses to the Federal Assembly. In these speeches, state leaders outline the country’s current economic, social, national defense, and international relations conditions and shape specific directions for future progress in these areas. These addresses are aired nationally and are similar to US presidents’ State of the Union addresses or those of the Chinese Communist Party chairman. Since his return to the presidency in 2012, Vladimir Putin has held nine addresses containing both modernizing and traditional themes—the former having to do with rendering Russia able to catch up with the most developed states while the latter emphasizing the country’s uniqueness and the need to preserve its distinct cultural identity in the ever-globalizing world. We assess the contents of Putin’s speeches through a Constructivist lens distinguishing modernizing and traditional tendencies and trying to trace the enduring topics of the president’s interest. Overall, the Russian president, even though considered a conservative by many, in his annual addresses, maintains a balance between the two currents showing that they are not mutually exclusive. Conservative/traditional tendencies in the Russian policies make the country more attractive to conservatives in Western democracies. In contrast, modernizing policies, including advances in arms and technologies and large-scale infrastructure projects, add to the country’s soft power in the eyes of less ideology-driven observers in Asia and elsewhere.

A year and a half after the coup d’état, the Ukrainian revolution goes on. Studying the confronta... more A year and a half after the coup d’état, the Ukrainian revolution goes on. Studying the confrontation in the winter of 2013-2014 in the center of Kiev is a necessary, but an insufficient condition to understand the trends of the revolution. One should take into account the development of changes in the Ukrainian regime and society in dynamic that, besides economic and military aspects, has a very important ideological element.

This expert report (June 2015) reflects the impact of racial nationalists and the respective ideology in post-Maidan Ukraine. The report defines radicals not only in terms of their participant in political movements and parties considered extremist (the Right Sector, Svoboda Party, and Social-National Assembly), but also on the bases of their statements and activities. Following the coup d’état, snap parliamentary and presidential elections, radicals integrated into the system of government bodies of the country thus gaining a significant influence mostly on law enforcement and defense (the Ministry of the Interior, Security Service of Ukraine and Armed Forces of Ukraine).

The present crisis in international relations manifests itself in several domains, including dipl... more The present crisis in international relations manifests itself in several domains, including diplomatic communication. The degradation in this sphere is both quantitative (fewer communicators and/or acts of communication) and qualitative (a change in the substance of interaction and the emasculation of interstate dialogue). Attempts to find common ground have become increasingly rare, and ultimatums more frequent. Devoid of substance, international dialogue has become more emotional. Traditionally reserved and kept behind closed doors, diplomatic communication is now exposed to the general public, with contradictions deliberately highlighted and discussions theatricalized. This article explores new forms of international dialogue using the concept of 'society of the spectacle' proposed by philosopher Guy Debord. Originally developed to study the socio-political and economic dynamics within individual countries in the late capitalist era, this concept is applied here to interstate relations, specifically to analyze diplomatic communication amidst the current crisis.

Рассматривается вопрос об образе России, формулируемом в политической риторике трёх правых евроскептических партий Скандинавии: Датской народной партии (DF), норвежской Партии прогресса (FrP) и «Шведских демократов» (SD). Исследуются партийные программы, официальные заявления и тексты, публикуемые на партийных ресурсах, а также интервью в СМИ, касающиеся различных аспектов отношения к стране (политического, экономического, контекста безопасности и др.). Схожим в данном образе оказывается восприятие «путинской России» как государства, представляющего потенциальную опасность для региона и Европы в целом. Различия в партийной риторике связаны с присутствием дополнительных факторов, уравновешивающих предположительно исходящую от РФ опасность. Среди этих факторов,-прежде всего, необходимость совместной борьбы с международным исламским терроризмом и взаимовыгодная торговля.

Intensifying migration processes in the West are reflected in certain changes in the discourse of... more Intensifying migration processes in the West are reflected in certain changes in the discourse of European right-wing populist and nationalist parties. Along with anti-mass migration sentiments, rhetoric of these political forces demonstrates new elements related to the topics of the clash of civilizations (Huntington), as well as civilizational solidarity - the ideas of civilizationism (Brubaker). In the context of global transformations and changes in the ethno-cultural landscape of the continent, European nationalists became less prone to tradition for their ideology thesis of intra-European animosity. On the other hand, it tend to rhetorically transform, and usually extend, the boundaries of imagined community of the European fortress, which needs to be defended. Principal dichotomy of todays European right-wing populist rhetoric is represented by the secular post-Christian community (us) and seemingly archaic and fundamentalist migrant community from Muslim countries (the others).

The article deals with the Smart Vote project proposed by the Russian opposition leader Alexei Na... more The article deals with the Smart Vote project proposed by the Russian opposition leader Alexei Navalny during the September 2019 electoral campaign, with the primary focus on the Moscow City Duma elections. The Smart Vote is a sort of a voting advice application (VAA) used to channel protest activities into a specific voting behavior. The Smart Vote online program recommends users to back an opposition candidate running in the area of their residence, who’s believed to be more capable of beating the candidate associated with the ruling party, i.e. United Russia. The paper examines different expert opinions on the subject of Smart Vote and shows that those opinions are largely based on the experts’ own political attitudes.

The paper addresses the question if populism and different forms of protest voting in Europe and ... more The paper addresses the question if populism and different forms of protest voting in Europe and the US are interrelated, and if so, how exactly. Populism and protest voting are contemplated from both supply and demand sides. The supply side consists of parties/candidates and their programs/promises whereas the demand side deals with public sentiments and grievances. The central cases considered in the essay are the 2016 EU membership referendum in the UK and the presidential elections in the US the same year. The article also addresses the question whether there’s a protest voting culture in the making and how, if at all, it is connected to the process of “normalization” of voting for the parties/candidates holding particular radical views which used to be considered too extreme and generally unacceptable by the society. The point made in the paper is that the quality of the democratic process has to do, among other things, with the ability of a given country’s electoral system and the range of candidates available to provide the general electorate with voting options precisely corresponding to their actual political views.

The concept of “clash of civilizations”, proposed by S. Huntington in the early 1990s, has been c... more The concept of “clash of civilizations”, proposed by S. Huntington in the early 1990s, has been controversial, yet has found a solid following, primarily among the right side of the political spectrum in Europe and the US. Since such humanitarian aspects as culture, religion, civilization and national identity are central to modern political debates in the West, it is essential to delve more deeply into civilizational discourse of political actors. This article examines the idea of “clash of civilizations” in the rhetoric of three key right-wing populist parties of the EU: the French National Rally (Rassemblement National), the Hungarian Fidesz and the Dutch Party for Freedom (Partij voor de Vrijheid). While Huntington wrote about clashes of nations, representative of different civilizations, the right-wing populist focus on civilization clashes at national levels, primarily between Muslim immigrants coming to the EU, whose beliefs are pictured as intrinsically hostile to western values, and native-born Europeans who supposedly hold “Judeo-Christian” civilizational identity. Judeo-Christian identity can de described as an “imaginary community” comprising some aspects of Christianity, Enlightenment & humanistic philosophy, which implies secularism and respect for human rights.

As of now, there are three eurosceptic fractions in the EP constituting around 20%. According to various projections, the number could rise up to 30% in the coming elections. It’s unclear whether the eurosceptics will be able to overcome contradictions and establish a united fraction. Nevertheless, nationalist and anti-mass migration sentiments in European states will likely grow, hence right-wing populists will to a great extent define the key political trends in the EU.

This paper discusses the issue of the image of Russia as presented in the political rhetoric of t... more This paper discusses the issue of the image of Russia as presented in the political rhetoric of the three right-wing Eurosceptic parties of Scandinavia: the Danish People’s Party (DF), the Progress Party (FrP) of Norway, and the Sweden Democrats (SD). The author analyses the parties’ programs, official statements and texts published in the party sources as well as in
the regular media devoted to various aspects of the attitude to the country (political, economic, security contexts and others). These parties share similar attitude to “Putin’s Russia”, considering it to be potentially dangerous to the region and Europe as a whole. The differences in the parties’ rhetoric are connected with the factors counterbalancing Russian threat. Among them, first of all, is the need for joint Russian-Western efforts in struggling the international Islamic terrorism and mutually beneficial trade.

The present crisis in international relations manifests itself in several domains, including dipl... more The present crisis in international relations manifests itself in several domains, including diplomatic communication. The degradation in this sphere is both quantitative (fewer communicators and/or acts of communication) and qualitative (a change in the substance of interaction and the emasculation of interstate dialogue). Attempts to find common ground have become increasingly rare, and ultimatums more frequent. Devoid of substance, international dialogue has become more emotional. Traditionally reserved and kept behind closed doors, diplomatic communication is now exposed to the general public, with contradictions deliberately highlighted and discussions theatricalized. This article explores new forms of international dialogue using the concept of 'society of the spectacle' proposed by philosopher Guy Debord. Originally developed to study the socio-political and economic dynamics within individual countries in the late capitalist era, this concept is applied here to interstate relations, specifically to analyze diplomatic communication amidst the current crisis.

Рассматривается вопрос об образе России, формулируемом в политической риторике трёх правых евроскептических партий Скандинавии: Датской народной партии (DF), норвежской Партии прогресса (FrP) и «Шведских демократов» (SD). Исследуются партийные программы, официальные заявления и тексты, публикуемые на партийных ресурсах, а также интервью в СМИ, касающиеся различных аспектов отношения к стране (политического, экономического, контекста безопасности и др.). Схожим в данном образе оказывается восприятие «путинской России» как государства, представляющего потенциальную опасность для региона и Европы в целом. Различия в партийной риторике связаны с присутствием дополнительных факторов, уравновешивающих предположительно исходящую от РФ опасность. Среди этих факторов,-прежде всего, необходимость совместной борьбы с международным исламским терроризмом и взаимовыгодная торговля.

Intensifying migration processes in the West are reflected in certain changes in the discourse of... more Intensifying migration processes in the West are reflected in certain changes in the discourse of European right-wing populist and nationalist parties. Along with anti-mass migration sentiments, rhetoric of these political forces demonstrates new elements related to the topics of the clash of civilizations (Huntington), as well as civilizational solidarity - the ideas of civilizationism (Brubaker). In the context of global transformations and changes in the ethno-cultural landscape of the continent, European nationalists became less prone to tradition for their ideology thesis of intra-European animosity. On the other hand, it tend to rhetorically transform, and usually extend, the boundaries of imagined community of the European fortress, which needs to be defended. Principal dichotomy of todays European right-wing populist rhetoric is represented by the secular post-Christian community (us) and seemingly archaic and fundamentalist migrant community from Muslim countries (the others).

The article deals with the Smart Vote project proposed by the Russian opposition leader Alexei Na... more The article deals with the Smart Vote project proposed by the Russian opposition leader Alexei Navalny during the September 2019 electoral campaign, with the primary focus on the Moscow City Duma elections. The Smart Vote is a sort of a voting advice application (VAA) used to channel protest activities into a specific voting behavior. The Smart Vote online program recommends users to back an opposition candidate running in the area of their residence, who’s believed to be more capable of beating the candidate associated with the ruling party, i.e. United Russia. The paper examines different expert opinions on the subject of Smart Vote and shows that those opinions are largely based on the experts’ own political attitudes.

Along with anti-mass migration sentiments, rhetoric of these political forces demonstrates new elements related to the topics of “the clash of civilizations” (Huntington), as well as civilizational solidarity – the ideas of “civilizationism” (Brubaker). The paper addresses the question if populism and different forms of protest voting in Europe and ... more The paper addresses the question if populism and different forms of protest voting in Europe and the US are interrelated, and if so, how exactly. Populism and protest voting are contemplated from both supply and demand sides. The supply side consists of parties/candidates and their programs/promises whereas the demand side deals with public sentiments and grievances. The central cases considered in the essay are the 2016 EU membership referendum in the UK and the presidential elections in the US the same year. The article also addresses the question whether there’s a protest voting culture in the making and how, if at all, it is connected to the process of “normalization” of voting for the parties/candidates holding particular radical views which used to be considered too extreme and generally unacceptable by the society. The point made in the paper is that the quality of the democratic process has to do, among other things, with the ability of a given country’s electoral system and the range of candidates available to provide the general electorate with voting options precisely corresponding to their actual political views.

The concept of “clash of civilizations”, proposed by S. Huntington in the early 1990s, has been c... more The concept of “clash of civilizations”, proposed by S. Huntington in the early 1990s, has been controversial, yet has found a solid following, primarily among the right side of the political spectrum in Europe and the US. Since such humanitarian aspects as culture, religion, civilization and national identity are central to modern political debates in the West, it is essential to delve more deeply into civilizational discourse of political actors. This article examines the idea of “clash of civilizations” in the rhetoric of three key right-wing populist parties of the EU: the French National Rally (Rassemblement National), the Hungarian Fidesz and the Dutch Party for Freedom (Partij voor de Vrijheid). While Huntington wrote about clashes of nations, representative of different civilizations, the right-wing populist focus on civilization clashes at national levels, primarily between Muslim immigrants coming to the EU, whose beliefs are pictured as intrinsically hostile to western values, and native-born Europeans who supposedly hold “Judeo-Christian” civilizational identity. Judeo-Christian identity can de described as an “imaginary community” comprising some aspects of Christianity, Enlightenment & humanistic philosophy, which implies secularism and respect for human rights.

As of now, there are three eurosceptic fractions in the EP constituting around 20%. According to various projections, the number could rise up to 30% in the coming elections. It’s unclear whether the eurosceptics will be able to overcome contradictions and establish a united fraction. Nevertheless, nationalist and anti-mass migration sentiments in European states will likely grow, hence right-wing populists will to a great extent define the key political trends in the EU.

This paper discusses the issue of the image of Russia as presented in the political rhetoric of t... more This paper discusses the issue of the image of Russia as presented in the political rhetoric of the three right-wing Eurosceptic parties of Scandinavia: the Danish People’s Party (DF), the Progress Party (FrP) of Norway, and the Sweden Democrats (SD). The author analyses the parties’ programs, official statements and texts published in the party sources as well as in
the regular media devoted to various aspects of the attitude to the country (political, economic, security contexts and others). These parties share similar attitude to “Putin’s Russia”, considering it to be potentially dangerous to the region and Europe as a whole. The differences in the parties’ rhetoric are connected with the factors counterbalancing Russian threat. Among them, first of all, is the need for joint Russian-Western efforts in struggling the international Islamic terrorism and mutually beneficial trade.

The paper deals with Russia’s civilizational identity as presented in political rhetoric of certa... more The paper deals with Russia’s civilizational identity as presented in political rhetoric of certain right-wing Eurosceptic parties of the EU, viz. the Dutch Party for Freedom (PVV), the Danish People’s Party (DF), the Norwegian Progress Party (FrP), the Finns Party (PS), the Sweden Democrats (SD), and the French National Front (FN). “Civilizationism” is a new approach to assessing right-wing/far-right ideologies, which now address not only strictly national/nationalist issues but tend to frame their worldview in a broader way of a conflict between “our” Judeo-Christian European civilization and “their” Muslim civilization associated with unintegrated and radicalizing immigrant communities of the continent. Islam has been Europe’s “Constitutive Other” for centuries. However, Russia historically has played a somewhat similar role to Europe’s self-identity even though it’s image has been much more ambivalent than Islam’s. Along with anti-Russia rhetoric of European thinkers and politicians there’s always been a Russia-friendly one: from the French nobles who found refuge from the carnage of the French revolution in the “old regime” Russian empire to the “conservative revolutionaries” of interwar Germany to the “new right” of postwar France. Today some scholars claim that Russia is viewed by right-wing Eurosceptics of the EU as a positive example of a sovereign “white Christian state” preserving it’s national and civilizational identity, unlike contemporary Europe. Indeed, the conceptualisation of Russia as a “genuine Europe” occurs in the rhetoric of this or that nationalist party, yet there are different aspects of this image. Thus, some Eurosceptics criticise Russia for being nondemocratic and illiberal, lacking proper political institutions and respect for human rights. However, when it comes to the issues of preventing mass immigration from Asia and Africa and countering Islamic terrorism, even non-Russia friendly Eurosceptics mark Moscow as “one of us” and as Europe’s “natural ally”.

The paper is dedicated to the image of Russia and the Russian people in political rhetoric of cer... more The paper is dedicated to the image of Russia and the Russian people in political rhetoric of certain right-wing populist (Eurosceptic) parties of Western Europe, namely the Freedom Party of Austria (FPÖ), the UK Independence Party (UKIP), Alternative for Germany (AfD), Italy’s Northern League (LN) and France’s National Front (FN). Having analyzed these parties’ speakers’ statements related to Russia, we’ve found out that their attitude towards the country is a complex, multidimensional phenomenon which, nevertheless, has a number of basic characteristics. Russia has become an important part of Eurosceptic rhetoric quite recently, in 2013–2014, which coincided with the Ukraine crisis and the subsequent events, including the ongoing “sanctions wars” between the EU and Russia. Being opposed to Brussels by default, the Eurosceptics put the blame for the Ukraine crisis solely on the anti-Russia policies of the EU and US; conversely, Russia’s response to the western powers’ pressure, for instance the referendum in, and the reunification with, Crimea in March 2014, is viewed by the right-wing populists as legitimate or at least predictable and fully understandable. According to the Eurosceptics, any attempts to put political pressure on Russia by using economic sanctions are in vain due to several reasons, among them are certain features ascribed to Russian national character, which was forged by the two bloodiest world wars. Russians’ resilience to yield to outside pressure is associated by some with the person of President V.V. Putin. Moreover, the right populists perceive Russia as a country pivotal to war against islamist terrorism in the Middle East and elsewhere, emphasizing Russia’s experience in dealing with homegrown extremists. Russia is also viewed by some Eurosceptics in a “Gaullist” perspective of making a Greater Europe “from Lisbon to Vladivostok” that could be a strong geopolitical center alternative to the US.
