This paper is on re-theorizing Nigerian school functions for predicting institutional accountabil... more This paper is on re-theorizing Nigerian school functions for predicting institutional accountability on students' dropouts. The argument centres on the fact that the traditional position of community members on education institution and school system (primary, secondary and tertiary) is that, schools are accountable for success or failure of students. This, for ages was over stressed and make other institutions and their subs not to be accountable for their interdependent roles to the schools. The strong trust on schools overwhelmed the weakness it resulted to on few other individuals during the process of educating, certificating, classifying and social placement of students on the basis of equity of opportunity at the expense of individual differences in socio-academic ability. It is true that education institutions are to be accounted for their responsibilities but did not mean it operates independently from other social institutions in society. Therefore, both the individual schooling system and student rely on social system for its productive outcome, by making it to be accountable to other subsystems. This call for re-theorizing of the position of institutions services to society and the expectations of individual and societies from institutions. Despite the fact that educational institutions and its climate are accountable for student's success, failure, retention, completion and student's dropout, it should be noted that the school functional system cannot give an account of (success, failure, productive, morals, and their vices) alone. This is because, social systems expectations from the education institutions should be redirected with limitations of outcome, while some are from the schools many other factors on the students are the manifestations of the other interdependent institution and their subs. Both education and other social system should be accountable for students who dropout, succeed or remain unproductive to society. The effects of institutional accountabilities are on all the majors and subsystems of society.

This makes education the only prospective empowering tool for lessening poverty in Nigerian. Edification is geared toward establishing individual to be industrious, self dependent and be meaningful to the nation. This paper recognizes the place of education in National Policy on education, by conceptualizing it, the role of education toward the process of development was tinted, the concept empowerment was captured, empowerment and ways of empowering the individual for the reduction of poverty and improve development via educational strategies were sighted. Introduction Education is a generic term in spite of the ways and nature of its delivery, either by formal composition of educating, enlightening or empowering the individual to acquire skills or have information. These include vocational skills and literacy progremme designed to cater for societal needs to reduce dependency. The general goal of education in societies is to strengthen the social, economic and political sectors, by improving on the existing strategies for societal permanence. To Federal Republic of Nigeria [FGN] (2004), the socio-cultural milieu, means of economic development and empowerment of people, the political responsiveness and general infrastructural development of society depends on its educational system and might. To Aggarwal (2006), this implies that the general well-being of a society relies strongly on its course of action and social philosophy of education. Education should be seen as not regional, it is based on the underlying principles of reducing and eliminating poverty, reduction of illiteracy and providing equal opportunity for the individual to have access to basic literacy of education programme. Any educational composition or programme of the society that gears to prosper must incorporate the entire citizens in planning and execution of the nation's plans. FGN (2004, p.7) outlined that; a. Education is an instrument for national development, to this end, the formulation of ideas, their integration for national development, and the interaction of persons and ideas are all aspects of education. b. Education fosters the worth and development of the individual, for each individuals sake, and for the general development of society.

The paper argued that, despite the universalization or democratization of access to basic education and to be free and compulsory, the rate of students' dropout is at the increase yearly. This is associated to various parents' ability or inability to sponsor children education, which is predetermined by the nature of parents' occupation. The study used parental factors and school climate scale to collect data from two groups (students/parents of dropouts & non-dropouts), each respondent was 780. Chi-square cross tabulation was used to examined the relationship of various parents' occupations (civil servant, business, workers of private organisation, non-worker) on students' basic education. The finding suggested an influential relationship of various natures of parents' occupations on the limitations of children education, by either influencing dropouts from school or supporting non-dropouts to complete schooling. Apparently, parents' occupation, which determined income and prophesizes social mobility (social class and family financial ability) were seen to be related to parent's educational background, and further predicts that types of occupations, with exceptional upsetting consequences on the future of students' education in urban Sokoto state, Nigeria.

These include vocational skills and literacy progremme designed to cater for societal needs to reduce dependency. The general goal of education in societies is to strengthen the social, economic and political sectors, by improving on the existing strategies for societal permanence.

Studies of other instruments signify that parental and school climate factors cannot be studied using conventional existing instruments reviewed from literatures and theories. This is because of existing differences in sociocultural, religious, economic and political of Sokoto and other global communities. To this background the paper extracted and present adapted research instrument for the parental and school climate factors in Northern Nigeria and indeed Sokoto state. The instrument PFSCS is with 60 items, seven constructs with an Alpha cronbach as follows ([PSES, .602] [PRLOC, .796] [PREBL, .864] [SCHLCUL, .846] [CLSSEC, .894] [SCHLPP, .723] [SCHLADM, .552]).The instrument was validated, pilot tested and factor analysis was conducted. Going by the procedure carried out for the instrument, it justified that the adapted instrument can be retain and be used for future studies on parental and school climate factors on students in state of Northern Nigeria, Sokoto inclusive.

The study was restricted to 30 junior secondary schools and to class two (JSS2) alone using simple random sampling method. The entire participants were categorically two groups (in school students [non-dropouts, 390]) and dropout's students. Each group was has [390x 2 =780, Yes and No, 780] (i.e., dropouts students and their parents), the total population was 1560, they all responded to adapted research instrument. Logistic regression was used to explore the best predicted factors among the study identified multiple variables under home (parents occupation, social economic support, residential location, religious) and school factors(school culture, classroom environment or ecology, school building/structures, school administration). The findings indicated that parents social economic support is the first best predictor on students dropouts from JSS schools, followed by school administration and classroom ecology respectively. Thus, with an increase of parental socioeconomic support, accommodative and productive school administration, which will foster positive classroom interaction and teaching/students connectedness, student's dropout from school can be minimized.
