I am a political theorist by background specializing in the political and legal aspects of national and ethnic minority rights in international law and international relations, especially in the European context. Her areas of expertise cover the major international organizations, the European Union as well as individual countries. I teach Minority rights and minority protection at Europa-University Flensburg and international studies at Roskilde University. My current research interests include non-territorial autonomy, minority citizenship, ethno-ecologism, minority indicators, and inter-sectional discrimination. I have been called upon for expert advisory opinions by local and national governments, the Council of Europe, the OSCE and the European Commission. From 2011 to 2018, I was a member of the Advisory Committee on the European Framework Convention for the Protection of National Minorities elected by the Committee of Ministers in respect of Denmark. My research has been funded by the European Commission, governments and private foundations. I have previously taught at the EU's Master Programme in Human Rights and Democratisation in Venice, Italy, the Master in European Integration and Regionalism in Bolzano, the University of Bologna's European Master in Peace-making and Peace-building as well as the University of Southern Denmark’s Bachelor in European Studies. In addition to my academic career, I have served in the Danish Foreign Service in numerous positions and represented the Danish Government in international fora on post-conflict resolution for Rwanda and Bosnia, transition and development for Albania as well as on indigenous affairs issues. I published the monograph, National Minority Rights in Europe (OUP, 2005) and have co-edited books, including two textbooks, and authored numerous articles about minority issues. I am currently editing five volumes on non-territorial autonomy for Oxford University Press. I hold a doctorate in Government from the University of Essex (UK) and an MA in Humanities and Social Sciences from the University of Southern Denmark.

The concept of non-territorial autonomy (NTA) has been known since the final years of the Habsbur... more The concept of non-territorial autonomy (NTA) has been known since the final years of the Habsburg Monarchy. It was developed as a means to accommodate ethno-cultural groups claiming special privileges in matters pertaining to the maintenance and survival of their cultural identity and traditions. Since then, States wishing to foster social unity have refined the concept and implemented it to varying degrees of entrenchment. Drawing on legal analysis, experts have established a hierarchical order of NTA paradigms using depth, or the extent of vertical legal competences, as an indicator of entrenchment. Some contemporary NTA paradigms have, however, developed through alternative methods of entrenchment. The security of persons belonging to minorities is intrinsically linked to the implementation of ... more The security of persons belonging to minorities is intrinsically linked to the implementation of minority protection instruments. This paper addresses the security of persons belonging to minorities in terms of international standards enshrined in the European Framework Convention for the Protection of National Minorities (FCNM). The paper is divided in three parts. First, it presents indicators piloted to measure developments in the political discourse, including government actions and practices induced by the political discourse. Next, it introduces indicators to assess developments in the legislative branch, including public policies addressing issues protected by international standards. Finally, it presents indicators to assess awareness and acceptance in the judiciary branch of government, including not only court rulings but also matters of courts' structures and organization.
