This paper presents an analysis to simplify a complex model, based on the Analytic Network Proces... more This paper presents an analysis to simplify a complex model, based on the Analytic Network Process (ANP); to select photovoltaic (PV) solar power projects. These projects follow a long management and execution process from plant site selection to plant start-up. As a consequence, there are many risks of time delays and even of project stoppage. In a previous work a top manager of an important Spanish company decided on the best PV project (from four alternative projects) to invest based on risk minimization, using a complex ANP model (54 elements grouped into different clusters). This model needs to be simplified in order to solve similar selection problems in future. To identify which risks have to be eliminated from the original model is a difficult task. ABSTRACT Abstract: This paper presents a new methodology for evaluating the economic sustainabili... more ABSTRACT Abstract: This paper presents a new methodology for evaluating the economic sustainability of countries’ energy systems. The aim of the work is to improve the support tools for policy makers as the scale and complexity of the global energy industry demands a country-by-country approach to managing change. The proposed participatory analytic network process model was applied to the five largest energy consumers in the European Union, namely France, Germany, Italy, Spain and the UK plus Turkey – a candidate for the European Union. The criteria used for the evaluations were selected from the economic dimension of the energy indicators for sustainable development. Results show that the best performer country is the UK followed by France, Turkey, Germany, Spain and Italy. Finally, we want to highlight that the methodology is able to grant participated decisions through a multi-expert traceable and transparent assessment process.

The evaluation criteria and weights are obtained from official contract documents. In this paper a new approach for the selection and measurement of the bidding criteria based on Analytic Hierarchy Processes (AHP) and Analytic Network Processes (ANP) is proposed. A hierarchy model and a 21-criterion network model have been developed and applied to two real cases: the first one is devoted to study the public bidding for the construction of an educational centre at the Polytechnic University of Valencia, whereas the second one analyses the public bidding for the remodelling and improvement of one section of a national road.

T... more This paper presents an application of the Analytic Network Process (ANP) to farmland appraisal. The purpose of this new methodology is to solve some of the drawbacks found in comparative and capitalisation methods, called classical appraisal methods, which cannot deal with contexts where only partial information is available and/or qualitative variables are used. The ANP is a method based on the Multiple Criteria Decision Analysis (MCDA). Previous works have already applied other MCDA techniques to the appraisal context, such as the Analytic Hierarchy Process (AHP), however they have not been able to handle all the complexities of many real world appraisal problems. The ANP provides a more accurate approach for modelling complex environment because it allows the general study of the quantitative and qualitative explanatory variables of the price and the incorporation of feedback and interdependence relationships among variables. The new proposed methodology has been applied to a case study of a farm located in Valencia (Spain) in order to demonstrate its goodness. Both quantitative and qualitative variables, such as the age of the trees, productivity or water quality, have been considered to assess the market value of the farm. Six farms from the same region have been selected as reference assets. The appraisal problem has been solved in three different ways in order to study the influence of each model

In this paper the Analytic Network Process (ANP) is applied to select the best location for the c... more In this paper the Analytic Network Process (ANP) is applied to select the best location for the construction of a municipal solid waste (MSW) plant in the Metropolitan area of Valencia (Spain). Selection of the appropriate MSW facility location can be viewed as a complex multicriteria decisionmaking problem that requires an extensive evaluation process of the potential MSW plant locations and other factors as diverse as economic, technical, legal, social or environmental issues. The decision-making process includes the identification of six candidate MSW plant sites and 21 criteria grouped into clusters for the construction of a network. Two technicians of the Metropolitan Waste Disposal Agency acted as decision makers (DMs).

It has two purposes: solving some of the drawbacks found in classical asset valuation methods and broadening the scope of current approaches. The ANP is a method based on Multiple Criteria Decision Analysis (MCDA) that accurately models complex environments. This approach is particularly useful in problems which work with partially available data, qualitative variables and influences among the variables, which are very common situations in the valuation context. As an illustration, the new approach has been applied to a real case study of an industrial park located in Valencia (Spain) using three different models. The results confirm the validity of the methodology and show that the more information is incorporated into the model, the more accurate the solution will be, so the presented methodology stands out as a good alternative to current valuation approaches.

The aim is to improve the advising tools for renewable energy policy making. A case study has been carried out with the help of two experts. We designed two scenarios: decision making as it is and how could it be improved. Results prove ANP is a fruitful tool enhancing participation and transparency.

ABSTRACT In this paper the AHP (Analytic Hierarchy Process) and the ANP (Analytic Network Process... more ABSTRACT In this paper the AHP (Analytic Hierarchy Process) and the ANP (Analytic Network Process) are applied to help the managing board of an important Spanish solar power investment company to decide whether to invest in a particular solar-thermal power plant project and, if so, to determine the order of priority of the projects in the company's portfolio. Project management goes through a long process, from obtaining the required construction permits and authorizations, negotiating with different stakeholders, complying with complex legal regulations, to solving the technical problems associated with plant construction and distribution of the energy generated. The whole process involves high engineering costs. The decision approach proposed in this paper consists of three phases. In the first two phases, the managing board must decide whether to accept or reject a project according to a set of criteria previously identified by the technical team. The third phase consists of establishing a priority order among the projects that have proven to be economically profitable based on project risk levels and execution time delays. This work analyzes the criteria that should be taken into account to accept or reject proposals for investment, as well as the risks used to prioritize some projects over others.
