The construction industry is of high importance to the economy of most countries. However, it is notorious for projects overrunning time and cost. A plethora of research has been conducted to define causes of delay in completing construction projects. These studies employed a wide variety of analytical methods to statistically conclude the most precise ranking of causes of delay. Moreover, the delays for construction projects differ from one country to another and even between types of project within the same geographic location. Many public construction projects have been undertaken throughout the Kingdom of Saudi Arabia as part of the government's national development plans in the past three decades, with significant public expenditure involved. One of the critical problems concerning these projects is the frequent and lengthy delays that occur. In order to improve the situation, it is first necessary to identify the major causes involved. Several studies have already been reported which do this but all use different sets of variables.

Recommendations to Mitigate Delay Causes in Kuwait Construction Projects

Construction project delay is global problem in all construction industry. In Kuwait, there were many conducted research work aimed to identify delay causes in Kuwait construction projects. This paper aims to propose set of recommendations to mitigate effect of delays in construction projects in Kuwait. Rresults of previous research work were used as bases for propose recommendations. Previous research results are divided into five ranks (Top, highly, moderate, low, and very low ranked delay causes). Top causes are investigated and analyzed to identify why these top-ranked delay causes are happened and how to prevent their occurrence and/or mitigate their effect in case of occurrence. This research limited to provide proposals for top ranked only as it is more efficient. Most of these recommendations are oriented to governmental influencers. These recommendations contain revision and change project contract documents, shortening period for documentary session, changing contract conditions especially clauses of programming and delay analysis, and revise project awarding systems. These recommendations need governmental support to enhance project time performance in Kuwait. The results of this study can be used as a base for any effort to solve and dilute effect of delays in construction projects in Kuwait.

Time Delay and Cost Overrun in Qatari Public Construction Projects

This paper investigated cost overruns and delays in Qatari public construction projects. An extensive review of regional and international publications was conducted to get a better understanding of the problem and the various methodologies that were used to analyze it. The data that was collected from Qatar public work authority ASHGHAL included 122 public road, building, and drainage projects. ANOVA method was used for data analysis and inference. A regression analysis was also conducted to establish the relationships between project contract prices and cost overruns and to develop prediction models for estimating cost overruns. Two linear regression models were developed for predicting cost overruns for building and drainage public projects, respectively. Cost overruns for building projects increased with contract prices. On the other hand, cost overruns for drainage projects decreased with increasing contract prices. A significant effort was spent in collecting data on cost overruns and delays in public construction projects. However, data confidentiality did allow the collection of enough data to ensure the robustness of the developed regression prediction models.

An Investigation into the Risk of Construction Projects Delays in the UAE

The growing rate of delays in project delivery is considered a major criticism of the construction companies in the United Arab Emirates (UAE). This paper aims to investigate the causes and effects behind the delays pertaining to delivery of construction projects in the UAE. The study is exploratory in nature, and incorporates a pilot questionnaire survey and interviews. An extensive literature review indicates potential factors that have possible effects on construction completion delay. The questionnaire forms were sent to 50 construction companies. Thirty-five (70%) completed responses were received. Analysis of the survey data has revealed that about 42 potential causes and effects of delay relate to various groups of stakeholders. A Review on Significant Factors Causing Delays in Saudi Arabia Construction Projects

The Kingdom of Saudi Arabia (KSA) is suffering major delays in construction projects. Because the construction business in Saudi Arabia has changed dramatically over the last three decades, it is crucial to conduct a thorough study into the reasons for delays and to get industry experts on the same page. In this paper, an overview of the construction sector generally and the Saudi Arabian construction industry has been presented. Based on the literature review the major causes, as well as effects of the delays caused in the construction industry, have been identified. Some of the common causes identified are incorrect planning, administration problems, difficulties in financing, lack of experienced staff, and poor communication. It is advised that the major actors in the construction sector employ the proper tactics to implement preventative measures to lessen the consequences when carrying out construction projects.

DELAY CAUSES IN KUWAIT CONSTRUCTION PROJECTS

Delays in construction projects are well known in all construction projects. Project delay has many negative consequences during the construction project phase and many of claims after construction phase finish. Delay in construction project can be resulted from many causes. These causes should be predicted before the construction project starts. Many of researches were conducted all-over the world to determine the causes of delay in construction projects. This research aims to determine the causes of delays in Kuwait construction industry. Thirty experts were interviewed to determine the causes of delay and their level of effect. The results revealed that the design and financial related causes are the most important and frequent delay causes in the Kuwait construction industry.

Causes of delays in construction projects & how the project manager can act to avoid delays

This thesis presents the findings of both personal experience illustrated by case studies, and questionnaire surveys aimed at identifying the most important causes of delays in civil engineering construction projects in Dubai from the viewpoint of construction contractors. Dubai presents a special set of circumstances in which the Project Manager has to operate e.g. rapid growth in construction, tight construction times, the unique architectural features of many project designs, international contractors and consultants, a multinational work force and readily available investment. Results of this study indicate that the Client, the Consultant and the Contractor contribute to the causes of delays due to the improper implementation of project management principles and misunderstanding of the design process and the design management and procurement contract processes. These accumulated factors are considered as the principle reason for the problem experienced at the project construction stage. This thesis investigates the major factors causing project delay by demonstrating, illustrating and evaluating the roles of the construction or project manager and in avoiding project delay. The results are based on the questionnaires survey combined with interviews carried out with project managers and case studies. Parties involved in the project must fulfil their contractual, technical, financial and legal roles. This starts with the Client (or his representative) in appointing a project management firm to prepare all advance studies and advise the Client on how relevant information about the project presented clearly to the Consultant and the Contractor. Proper guidelines should be established to help the Client choose the appropriate type of contract, and experienced consultant and contractor, to execute the project. Specific causes of delay are identified and recommendations are made as to how the Contractor's Project Manager can limit the occurrence of delays in projects, particularly in Dubai.
