Guidelines of Using Project Management Tools and Techniques to Mitigate Factors Causing Delays in Public Construction Projects in Kingdom of Saudi Arabia

Delays can be considered a common problem within public and private construction projects around the world but the problem is endemic in Kingdom of Saudi Arabia (KSA) where massive public funds are lost every year as a result. Delays may have significant negative impact not only to the KSA public construction projects but also on its economic and social status. Although several studies have examined the factors influencing delays in public construction projects in KSA, little attention has been paid to how project management tools and methods have made any impact to the incidence of project delays. This paper aims to develop the mapping and the guidelines using the principles of Project Management, after reviewing the critical factors for delays in public construction projects in the KSA. A careful attention was given to investigate the critical factors that are causing delays in building projects within public sector in KSA and the current practices of project management applications in order to develop guidelines to effectively mitigate construction delays in KSA. This review paper reports the top critical factors associated with delays in construction projects in KSA. It also identify project management tools and techniques that if implemented properly have the potentials to address the main factors contributing to the occurrence of delays. Following this, a new guideline to utilize Project Management tools and techniques in addressing the identified delay factors is also provided here with the view to help practitioners to minimize the potentials of construction delays in the KSA public projects.

Causes of delays in Saudi Arabian public sector construction projects

Many public construction projects have been undertaken throughout the Kingdom of Saudi Arabia as part of the government's national development plans in the past three decades, with significant public expenditure involved. One of the critical problems concerning these projects is the frequent and lengthy delays that occur. In order to improve the situation, it is first necessary to identify the major causes involved. Several studies have already been reported which do this but all use different sets of variables.

Addressing Construction Delays in the Kingdom of Saudi Arabia

Abstract: The work reported in this paper is the part of the PhD study which aims to outline the main causes of delay in public building projects in KSA with their relative importance. The delay is a key issue in the construction industry globally and the Kingdom of Saudi Arabia (KSA) is not an exception. The latest statistics show that approximately 70% public sector projects in KSA have been delayed in the past decade.

A Review on Significant Factors Causing Delays in Saudi Arabia Construction Projects

The Kingdom of Saudi Arabia (KSA) is suffering major delays in construction projects. Because the construction business in Saudi Arabia has changed dramatically over the last three decades, it is crucial to conduct a thorough study into the reasons for delays and to get industry experts on the same page. In this paper, an overview of the construction sector generally and the Saudi Arabian construction industry has been presented. Based on the literature review the major causes, as well as effects of the delays caused in the construction industry, have been identified. Some of the common causes identified are incorrect planning, administration problems, difficulties in financing, lack of experienced staff, and poor communication. It is advised that the major actors in the construction sector employ the proper tactics to implement preventative measures to lessen the consequences when carrying out construction projects.

Study and Assessment of Causes and Effects of Delay in Large Public Construction Projects in Jordan

In Jordan, the construction industry is considered as one of the most important economic sectors. This industry suffers many deficiencies among them is time overrun. The aim of this research is to identify the most significant delay causes in large-scale public projects in Jordan and discover the effect of these delays on the achievements of these types of projects. Causes and Effects of Delay in Public Construction Projects in Jordan

One of the most significant economic sectors in Jordan is the construction sector. Time and cost overrun is one of most serious problems suffered by this industry. The major aim of this research is to detect the major causes of delays in public projects in this country and to find the effects of this delay on the performance of these projects. The aim was accomplished through an intensive literature review and a field study used to find the perception of major parties participating in the implementation of the construction projects in Jordan.The survey which was carried out through a questionnaire has three divisions. These are the introductory part, the causes revealed by the literature review (55 causes) categorized into four groups and the effect of causes on the performance of the project. Answers were collected from (146) participants representing clients, contractors and consultants. The analysis carried out through the determination of the frequency of occurrence, severity and importance of each of the 55 causes of delay. The study presented ranking of the significant factors for each group and then the significant factors of the whole survey. In additional the study presented the effect of the delay causes on the performance of the project.

CAUSES OF DELAY IN THE CONSTRUCTION INDUSTRY A focus on government funded infrastructure projects in Qatar

This study focused on causes, effects and causative groups of delay pertaining to government funded infrastructure projects in Qatar. Considering the number of fast track projects in Qatar, studies like this are crucial since construction delay is a common problem around the globe as identified from the literature review. Having identified 34 causes of delays and 7 effects as appropriate to this study from the literature review, quantitative and qualitative data were collected from questionnaires and interviews respectively and they were triangulated to identify their correlation. Priority was given to the interviews due to their better quality. In conclusion, the Clients were found as the main delay causative group. “Slow decision making”, “Frequent changes in specification and/or quantity during construction” by the Client and “Financing problems and late payment to the subcontractors/ suppliers” by the Contractor were identified as the most critical causes of delay. Time and cost overruns were the major effects of delay. Recommendations were made for the construction practice in Qatar and the future researches mainly based on the interviewees suggestions. An Investigation into the Causes of Payment Delays and Deliberate Delay Tactics in Public Construction Projects in Saudi Arabia

Many scientific publications pointed out delays in the progress of payments by owners as one of the top direct causes of project delays and disputes. This research investigates the causes of payment delays and explores deliberate delay tactics and their reasons within Saudi Arabian public construction projects. This research employs a robust mixed methodology, an extensive literature review, and preliminary semi-structured interviews to identify the causes of payment delays and possible tactics and reasons for deliberate delays or procrastinated payment. Subsequently, a questionnaire survey is distributed among experienced personnel. The survey aims to verify the results of the first phase, assess occurrence rates of the causes of payment delays, study tactical forms used by parties to delay payment, and identify reasons for such practices. The findings of the study reveal that the contractual issues group has the highest score for occurring, deliberate disruptions occur although they are not prevalent, tactics to deliberate delays exist and are practiced, and all the possible forms of deliberate delays under investigation and reasons for deliberate delays are confirmed valid. This study provides valuable insights for businesses and policymakers seeking to comprehend the issue of payment delays in Saudi Arabian public construction projects.

Recommendations to Mitigate Delay Causes in Kuwait Construction Projects

Construction project delay is global problem in all construction industry. In Kuwait, there were many conducted research work aimed to identify delay causes in Kuwait construction projects. This paper aims to propose set of recommendations to mitigate effect of delays in construction projects in Kuwait. Rresults of previous research work were used as bases for propose recommendations. Previous research results are divided into five ranks (Top, highly, moderate, low, and very low ranked delay causes). Top causes are investigated and analyzed to identify why these top-ranked delay causes are happened and how to prevent their occurrence and/or mitigate their effect in case of occurrence. This research limited to provide proposals for top ranked only as it is more efficient. Most of these recommendations are oriented to governmental influencers. These recommendations contain revision and change project contract documents, shortening period for documentary session, changing contract conditions especially clauses of programming and delay analysis, and revise project awarding systems. These recommendations need governmental support to enhance project time performance in Kuwait. The results of this study can be used as a base for any effort to solve and dilute effect of delays in construction projects in Kuwait.

A Study on the Contractor Opinion of Delays in Construction Projects in the Makkah Region- KSA

A contractors’ survey has been conducted to investigate the causes of delay in construction projects in the Makkah region of Saudi Arabia. The aim is to determine the most significant delay factors from the contractors’ point of view. The study is part of a series designed to explore in-depth causes of delays from different stakeholders in the construction industry. A comprehensive survey of seventythree questions under eight groups has been used to explore a wide range of possible delay factors. The highest ten factors in frequency relative importance index (RII) are found to be (1) delay in decision-making commensurate with the agreement of the parties to the project (RII = 0.89), (2) unqualified and unskilled workforce; low productivity of labor; hazardous substance (RII = 0.87), (3) suspension of work; change to the project by the owner; delays due to unrealistic enforced contract duration; delay in the approval of submittals, design drawings, shop drawings; lack of design team ...
