The Role of Village Institutions in Participatory Development Planning

Development essentially has a goal that is none other than to create a just, prosperous and prosperous society. In advancing the development of rural communities, village institutions have an important role that can assist the implementation of the process of forming a prosperous society. This study aims to determine the role of village institutions in participatory development in Samaenre Village, Maros Regency. The method in this study uses a qualitative descriptive approach with data collection techniques through direct observation, in-depth interviews, and FGD. Determination of informants was carried out using the purposive sampling technique with 6 informants. The results showed that there were several village institutions located in Samaenre Village, Mallawa District, Maros Regency, namely the Village Government, Polindes, BPD, Farmers' Groups, Youth Organizations, Posyandu, Bumdes, PKK, Educational Institutions and Taklim assembly. Head of Village Participation in Thematic Village Policy in Pamekasan District

Thematic Village Policy (KDT) is one of the priority policies of the Pamekasan Regency Government in the 2018-2023 Regional Medium-Term Development Plan (RPJMD). This policy emphasizes its implementation in the village area, so it is clearly needed the support and participation of the head of village as the leader at the village level to make it happen. One year after the launch of the program, the significance of this program was not yet apparent, so researchers were interested in gathering head of villages in KDT. This qualitative research using interview method used 4 informants from villages that had different qualifications, namely the Independent, Advanced, Developing and Disadvantaged Villages selected based on the southern, central and northern regions of Pamekasan Regency. KDT did not invite many head of villages, and the technical guidelines had not been developed properly, but the participation of head of villages as a whole was very high, meaning that all villages could realize KDT, according to a qualitative agreement, participatory participation was low, because there were findings that appeared not based on a complete understanding with regard to the policy concept, it is therefore agreed that standard negotiations be made, optimizing the driving factors and inhibiting factors, and it is necessary to replicate the ideal model of head of village election so that it is more optimal.

Implementation of Good Village Governance in Village Development

Village development studies always a hot issue to be studied. Especially in current political year (2019). The national village development policies have made significant changes, but there are still some obstacles and challenges in their implementation, starting from the actors of policy until the achievements of the programs implementated in the village. This study aims to understand how the principles of Village Governance can be implemented in the implementation of the Village Fund Allocation Program. By using technical descriptivequalitative analysis, this study can explain the implementation of the principles of good village governance that have been ongoing. The data analysis used in this study is domain analysis. According to Bungin (2007) domain analysis techniques are used to analyze the description of research objects in general or at the surface level, but relatively intact about the object of the research. After observing, interviewing, and reviewing the literature on the implementation of Village Funds, it can be concluded that all the provisions and policies in implementing the Village Law, especially village finance, can be implemented well for all levels of government. However, in actual shows that there are several indicators of good village governance that have not been implemented properly. The findings include: 1.Village financial governance is still relatively not good; 2.Partisipatory, integrated and harmonized village planning with regional and national planning has not been effective; 3.Abuse of power and authority which results in legal problems tend not to decrease; 4.Quality of service to the community still has not increased.

Perspective of Village Government Capacity within Village Development in Jember District

The implementation of village development requires the capacity of the village government in the form of: regulatory capacity, extraction capacity, distributive capacity, responsive capacity and network capacity. Village capacity will help village governments to implement village infrastructure development in accordance with village development implementation guidelines. Type of research used in this research is descriptive type research with qualitative approach. Informants in this research are village head, village secretary, village treasurer, head of Village councils, head of hamlet, village facilitator, and community figure who know related to village development implementation activity. The result of the research shows the regulation capacity in the form village regulations of Village budget, village regulations of village government work plan, and village head's decision on implementation team. Extraction capacity is the extraction of human assets by the absorption of 40 original workers of the village, and the extraction of social assets in the form of community participation. Distributive capacity of the implementation authority of development there is a problem of basic tasks and functions and for the distribution of development is in accordance with the needs of the community. Responsive capacity is a verbal response by the village government over community complaints. The network capacity is in the form of cooperation between the village government and the Public Works Department, and the provider of goods and services, but the cooperation is only limited to administrative documents. If managed and empowered properly, natural wealth and resources in the village can support the progress and development of the village. Village resources, both natural resources and human resources, are important assets to be managed and maximized for the village’s gain. The village government plays an important role in management and must have a supportive strategy to achieve its goals. The Village fund is a government effort to support the development of the village through financing schemes that are regulated and implemented directly by the village government, the involvement of village institutions in the management of village funds into an institutional relationship that is able to Village Fund Management. This research is a qualitative study aimed to describe the relationship of village government with village institutions in the planning and implementation of development based on the allocation of village funds obtained. The research site is focused on Namlea subdistrict with the consideration of density and heterogeneity of society. The number of informant that will be interviewed as many as 40 people taken in purposive. The analytical techniques used follow the concept given Miles and Huberman. The results showed that the relationship that awakened has a positive impact on the planning, implementation and supervision of the use of the village funds with the presence of the engagement, the sense of having and responsibility to the management Village funds are not merely the responsibility of the villagers but rather to be a responsibility with the parties involved.
