This study aims to analyze the implementation of public policy on the accessibility of persons with disabilities to get a job in Yogyakarta. It focuses on the actors implementing the policy in the Indonesian region, namely the provincial government of Yogyakarta as the implementer and policymaker, private companies, and Non-Government Organization (NGOs), which should be the stakeholders of the policy, program, and activities in distributing labors with disabilities. To approach this problem, the researchers use the theory of Van Meter and Horn as a reference. Data have been collected through interviews and documentation that later on analyzed qualitatively with the software of NVivo 12 plus. Social Inclusion For Persons With Disabilities Through Access To Employment In Indonesia

The aim of this article is to identify the forms of legal protection provided by the government to fulfil the right to work for persons with disabilities in Indonesia, and to know the path to produce a special working condition for persons with disabilities in Indonesia. This article is a normative study following legislative and a comparative approach. The results showed that the form of legal protection provided by the Indonesian government to persons with disabilities in fulfilling the right to work is set forth in Law Number 8 of 2016 as stipulated in article 45article 60. This form of legal protection covers the procedure of recruitment, acceptance, work preparing, work position, sustainability of work, and the development of a fair career consideration without discrimination. It is possible to realize an inclusive work environment for persons with disabilities in the workplace by fulfilling the principle of inclusion, which mandates awareness, accessibility, involvement, and support for persons with disabilities.

The case portrays a macro-view of human resource management (HRM) at the national policy level. The case is imbued with concepts to promote responsible HRM, social and workplace inclusion of marginal groups. Set against a canvas of general rights and challenges of persons with disabilities (PWDs), the case showcases the Malaysian government’s initiatives spearheaded by the Social Welfare Department (JKM) to boost PWD employment in its public service. The case revolves around the case protagonist, Aleeya Tan, the head of assistant director of the division of PWD career development in JKM. This study aims to analyze the implementation of state responsibilities in fulfilling the rights of persons with disabilities in the field of employment in Indonesia and the supporting and inhibiting factors of the state in fulfilling the rights of persons with disabilities in the field of employment. The method used in this research is normative legal research, with legal studies using legal systematics, research that will synchronize regulations, and make comparisons with applicable laws and use legal history. The study results found that the state fulfills the rights of persons with disabilities in the field of employment by providing protection and fulfillment of the rights of persons with disabilities. Supporting factors for social movements in voicing the fulfillment of the rights of persons with disabilities, which are accommodated by the Indonesian Association of Persons with Disabilities, are supporting factors for the fulfillment of facilities for persons with disabilities in public spaces. The inhibiting factor is that the fulfillment of the rights of people with other disabilities is still lacking; it is proven that facilities for people with disabilities often make the facilities that have been built at several points ineffective and ineffective. ORIGINAL RESEARCH Challenges Faced by Malaysians with Disabilities in the World of Employment

Purpose: This paper aims to explore and understand the challenges that are encountered by Malaysians with disabilities in the world of employment. Method: A survey was undertaken in four Northern Malaysian states (Perlis, Kedah, Penang and Perak) to obtain the primary data. Two sets of questionnaires were formulated. The first questionnaire was addressed towards Malaysian people with disabilities, while the second one was for the employers. Descriptive statistics were used to explore, summarise and describe the data collected. Results: This paper argues that integrating people with disabilities into the mainstream workforce should be the way forward, given that they are a pool of untapped human resources. Crucially, this study also highlights some of the key challenges faced by Malaysian people with disabilities, such as discrimination and exploitation at work. Conclusions: This paper concludes that equal employment and training opportunities should be extended to Malaysian people with disabilities, in an effort to integrate them into the mainstream workforce. The existing Disability Act 2008 should be revised to address the challenges and issues highlighted in this paper.
Mapping Persons with Disabilities (PWDs) in Indonesia Labor Market

The empowerment of Persons with Disabilities (PWD) has recently attracted the attention of the Indonesian government. Several initiatives have been made to empower their life, especially the establishment of Act No. 8/2016 which enhances their right to inclusive economic activities. This study aims to map PWD in Indonesian labor market. Specifically, it analyzes the characteristics of employed and unemployed PWD. It explored Labor Force Survey (Sakernas), which began to concern on disability issue in 2016. The results show that PWD prevalence varies highly among provinces led by West Sumatera, East Nusa Tenggara, and South Sulawesi and that PWD has lower labor participation rate than that of PWOD. It may indicate the significant presence of discouraged workers among PWD.
Fulfillment of Labor Rights for Persons with Disabilities in Indonesia

The purpose of this research is to fulfill the rights of persons with disabilities to obtain jobs following their fields without reducing their rights. The research method used is normative juridical with literature study. Decent work is a right for every human being without exception. Various racial, ethnic, and religious backgrounds that are part of a human's identity do not become a barrier for him to get his right. Likewise with the physical or non-physical conditions that underlie a human being. Every human being who has a certain physical or non-physical background also has the same rights to get decent work, including persons with disabilities. The State of Indonesia ratified the Convention on the Rights of Persons with Disabilities into Law Number 19 of 2011. In the preamble of the law, it was explained that the countries that signed the convention had the obligation to promote and protect the rights and dignity of persons with disabilities and promote their participation in the civil, political, economic, social, and cultural spheres is based on equal opportunities, meaning that the Indonesian Government is obliged by law to fulfill the rights of persons with disabilities, especially about the right to work in Indonesia.

Job participation among the disabled in Malaysia remains a complex issue. Despite the initiative and efforts being undertaken by various parties, this widely debated topic yet to be solved amicably. With the emergence of information and communication technology, the field of employment for persons with disabilities should have changed and created a new horizon for the disabled where they can work from home. But, the number of disabled employed by public or private organizations remained small. Therefore, the main objective of this study is to explore employment issues among Persons with Disabilities (PWDs) in Malaysia. To uncover these issues, input from 225 employed PWDs themselves were solicited through an on-site semi-structured interview. The results showed that among the crucial issues surrounding employability of PWDs in the workforce were due to negative perceptions from employers and peers, accessibility issues, lack of training, lack of support from family and personal attributes of PWDs themselves. Based on the findings of the study, several suggestions and recommendations were put forward to increase participation of PWDs in the workforce.

Employment among persons with disabilities remains controversial and debatable. This paper briefly explores employers' perspectives on managing employees with disabilities in their organisations. In particular, this paper discusses experiences shared by organisations when hiring persons with disabilities. A qualitative study was utilised and semi-structured interviews were adopted as the main data collection instruments. Six employers from the private sector in service industries in Malaysia with a breadth experience in hiring PWDs were selected as participants. The discussion of the results centred on the profiles of the employers and reasons for hiring employees with disabilities in organisations. The implications of the findings for organisations, service providers, and the government are further discussed.
