Influence of Electronic Administration on Public Service Delivery among State Agencies in Kenya

E-Administration remains a key E-Government strategy that seeks to ensure the management of the government institutions and organizations if effectively done to enhance effectiveness and proper service delivery. The purpose of this study was to examine the influence of E-Administration on the public service delivery among state agencies in Kenya. The study adopted a descriptive research design to collect data from the target population comprising of 4230 employees within the management cadre at 132 specific government state agencies. Convenient sampling technique was used by the study to sample the respondents within the 132 specific government state agencies. A sampling formula was applied to calculate the sample size of 365 employees and self-developed questionnaires were used to collect data from the sample. Utilisation Of Information And Communication Technologies (Icts) Tools In Government Administration: A Study Of Kaduna State Governmnet, Nigeria

In line with the current trends in the use of Information and Communication Technologies tools for various administrative purposes both in government establishments and private sectors in different countries of the world; this study investigates correlation that exists between deployment and utilization of ICTs facilities in government's ministries, by extension departments, units and sections for administration efficiency in Kaduna state and sampled employees' ICTs skills influence on the government productivity. Results showed that there is strong relationship between the deployment of various ICTs facilities in the state government ministries of education, economic planning, finance, information and orientation, and science and technology and employees' usage for varied administrative duties assigned to them. This was established through Pearson Moment of Correlation Coefficient and test of statistical significance. The study also found that Information and Communication Technologies skills of the employees influence the use of ICTs for government productivity at the Chi-Square value of 300.000 at 6 degrees of freedom which was significant at 0.000. Based on the findings, the researcher recommends among others that other state and local governments in Nigeria should emulate Kaduna state government by deploying necessary ICTs tools to various ministries, departments and agencies so as to ensure adequate performance and enhanced productivity on the part of employees in all ramifications. There is also a need for any government that wants to be relevant in terms of G2C ICTs application to equip her staff with necessary movable ICTs facilities not only office-stationed tools.

The Impact of E-Administration on Service Delivery in Adekunle Ajasin University Akungba-Akoko, (AAUA) Ondo State, Nigeria

Information Communication Technology (ICT) has become a vital tool to drive socio-Economic development in all areas of human endeavor. In response to this global trend, tertiary institutions in Nigeria have adopted electronic administration (E-administration) in the management of their affairs. This study therefore examines electronic administration in Adekunle Ajasin University. Al case study research was adopted with sampling size of three hundred and fifty (350) respondents, Frequency and simple percentage method was used to analyze and interpret the data while statistical package for the social science (SPSS) was used to test the hypotheses. The finding reveals that the adoption of e- administration has improved not only effectively, efficiency and accuracy in service delivery, but has saved cost and time despite the challenges of inadequate fund, epileptic power supply and internet hiccups. The Role of Electronic Management in Improving Administrative Performance

Electronic management is one of the modern trends in leadership, due to its use of advanced electronic technologies that have a significant impact on people's lives, and it represents one of the concepts of the digital revolution that allows all knowledge and administrative services in the least possible time and at the lowest possible cost. Also The study aimed to investigate the role of electronic management in improving administrative performance by applying to the Ministry of Education. To achieve the aims of the study, a descriptive approach was used that relies on studies of the phenomenon as it is in reality. The researcher used a questionnaire as a tool to collect data and used the statistical packages program (S.P.S.S.The study concluded with a set of results, the most important of which is that electronic management has contributed to improving administrative performance. However The study made many recommendations, perhaps the most important of which is that the Ministry of Education should train workers on electronic management systems, and provide the financial support required to operate and implement electronic management systems in all departments of the Ministry and that the ministry work should activate the external communication process between the Ministry's office and the various offices in the governorates through the networking of electronic systems.

E- Administration and Public Sector Reforms in Nigeria: From the Socio-Technical Doctrine

Information and Communication Technology (ICT) has become an integral part of our lives and society. Its value is limited only to individual’s imagination, and cuts across every sphere of human existence. This paper examines the role of ICT in the transformation of public administration and public sector reforms in Nigeria. It relied heavily on literature review. It has been discovered that irrespective of several policies and strategies by the government to install e-governance structures, the activities of e-governance remains low in the country and falls below the US benchmark measure of development which stood at 1.62 as at 2002. On the other hand, the Nigerian public service continues to struggling with management problems, inertia, inefficiency, incompetence, ineffectiveness and low productivity. Going forward, the paper recommends that ICT should be fully adopted to reform the Nigerian public sector and to foster efficiency, effectiveness and high performance in the public sector. This can be achieved if the government carefully address all the challenges of ICT application in the Nigerian public sector, as listed in this paper.

Factors determining the efficiency and effectiveness of public e-administration

In recent years, the role of public administration has been constantly changing. The requirements concerning the improvement of the business successive to the administration are increasing. The transformation of the economic system forces the processes of institutional, functional and instrumental improvement of public administration. The reason for this state of affairs is the growing expectations of citizens about the quality of public services and their simultaneous opposition to raising taxes. As indicated in the article, the administration's action is to support effective and effective e-government. It has been specified that the basis of the development of effective e-administration lies in the human factor, which should contribute to increasing demand (through education) and supply (by building content) to the e-services it provides. It follows that successful implementation of the desired e-services depends on the level of e-skills of all entities involved in the planned project. It was concluded that in order to be able to achieve a higher level of e-administration development, we need an efficient, effective, transparent and open model of its development, which will contribute to the increase of accessibility and the level of advancement of public services over the Internet. Effect of Application of E-Government on the Staff Performance in the Greater Amman Municipality A Field Study

This study aims to identify effect of application of e-government with its dimensions (cost reduction, HR efficiency, transparency, and service quality) on the job performance with its dimensions (task completion, job loyalty and staff compliance) in the Greater Amman Municipality. The study uses the descriptive analytical method (theoretical and field), and (245) questionnaires were distributed to all administrative staff in the Municipality. The study shows a number of results; the most important of which are that there is an evident effect of application of e-government on the staff performance, compliance of employees with regulations and instructions, and the transactions are characterized by accuracy and quality unlike the situation in the past. The study recommends that it is necessary to increase incentives so that staff's loyalty gets greater, and that it is important to make ongoing improvement to maintain the present distinct performance level.

Role of ICT in Improving Efficiency of Public Administration: A Case Study of Herat Province of Afghanistan

This study examines the role of information and communication technology and its impact on improving the efficiency of public administration in the financial Department of Herat Province of Afghanistan. Methodology: This research in terms of its purpose is a descriptive-correlative method, therefore, the applicability of information and communication technology by appropriate metrics will improve the performance of the organization, and in terms of type, it is correlating which shows the relationship between this two variables, and also the data has collected through 3 ICT questionnaires and organizational efficiency of Pin Priyang and Singh sai. Main finding: The result of this study indicate that fortunately, the use of new technology in Herat Finance Department improves performance, customer satisfaction, transparency, better accountability, and has reduced administrative corruption in this department.. thus according to the result of this study, for better service providing, attention and investment in ICT and capacity building is so necessary for all governmental departments in Afghanistan. Implications: Since most governmental departments in Afghanistan do not have access to ICT, fortunately, Herat Finance Department has recently acquired new technologies for its daily work. Thus in this study, the researcher examined the role of ICT on employee performance in this department to find out how the use of technology has made positive changes in employee performance. Novelty/ originality of the study: Since there has been no research on this subject in Afghanistan so far, this research is a novel and new research in this regard that can provide the reader with new material from the position of technology in Afghanistan departments, especially in Herat province. The paper attempts to provide an understanding of the concept of e-Government as the use of Information and Communication Technologies (ICTs) to enhance access to and delivery of government information and services to benefit citizenry, businesses and employees. It examines motives and objectives of e-Government application as services integration in order to be more citizen-centric, increases government Internal Effecctiveness and Efficiency (IEE). Survey research design and purposive sampling technique was adopted to conduct the study. Questionnaire with ten questions and interviews were used to collect data from the twenty two (22) sampled population. The research reveals that systematic approach, long-term view and flexible planning with modest objectives and scope are major attribute to e-Government success. Moreover, all Adamawa State Ministries are lacking adequate ICT infrastructure such as website for effective implementation of e-Government initiatives. Based on the current circumstances, recommendations were given such that the ministries should improve their ICT infrastructure, computer literacy training, and organize awareness programmes on the objectives, approach and motive of e-Government application.

This desk study attempts to provide an understanding of e-Government as the employment of Information and Communication Technologies to access and process data and augment government services. e-Government has the potential to improve the quality of services and therefore attracts public participation; being citizen centered is one of its key features. The paper explore the development and functions of e-Government in the administration of government agencies in Nigeria.
