Riau Islands is one of the provinces in Indonesia that has exotic and potential tourist attractions. Batam and Bintan are one of the tourist magnetism in Riau Islands. This study aims to examine the participation of local people in tourism growth. Researchers collected primer data through interviews with representative of local government, stakeholders in tourism industry and communities. The result show that local government has programs for tourism expansion such as empowerment of local communities, conduct cultural activities, build facilities and infrastructures. Even though local government has created tourism establishment programs but local community participation is also an important factor for sustainability of tourism development.
Insights into Regional Development
This study aims to describe the community participation in regional tourism development from the perspective of Arnstein's theory through ladder of participation in Pitu Beach as the top Tourist Destination of North Halmahera Regency, Indonesia. The primary data used in this study were obtained from the representatives of local government (district-subdistrict-village), youth organization, local entrepreneur community and stakeholders who involved in regional tourism development of North Halmahera. While the secondary data were obtained from the Public Works Office of North Halmahera Regency. The results show that community participation in regional tourism development showed the existence of the control society in tourism planning, implementing and evaluating the development program. Thus it could be proofed that community-based tourism approach had been successfully implemented in the context of North Halmahera, Indonesia.
Community Involvement in Tourism Entrepreneurship: A Case Study in Tioman Island, Malaysia

The tourism sector is one of the major economic contributors to most countries. Island tourism is one of the important tourism products of a country and is able to catalyse socioeconomic development for the local communities. In Malaysia, studies on local entrepreneurship development in Tioman Island has not been given much attention by researchers. To fill this gap, this study aims to provide information on the field of entrepreneurial tourism in Tioman Island. The main objective of this study is to identify the characteristics of the island community as a tourism entrepreneur and to analyse the problems and challenges faced by the island's tourism entrepreneurs. The findings show that the majority of entrepreneurs are male, aged between 25 to 44, receive education until secondary school and married. Most of the local tourism entrepreneurs run the food and beverage business and manage their businesses for 11 to 15 years and earn a monthly income of RM2001 to RM4000. The local tourism operators also face a few problems such as capital and finance, marketing, business management and infrastructure. At the same time, the entrepreneurs also expect collaboration from the government to play an important role in advancing the island's tourism industry. At the same time, local tourism entrepreneurs also expect cooperation from the government and other authorities to play a role in developing the island's tourism industry.
Local Community Participation in Tourism in Siau Island, Sitaro District, North Sulawesi, Indonesia

This research aims to determine the role played by local communities in developing tourism on the island of Siau and also to find out how the government moves local people in the tourism sector. The research method used is qualitative research with descriptive methods. The data collection technique used interviews with several informants to the local community, members of the Sitaro Nature Lovers Community (KOMPAS), the Chairperson of the DPC Sitaro Indonesian Tourism Association and to the government, namely the Head of the Tourism and Culture Office of Siau Regency, Tagulandang Biaro (Sitaro). From the results of the research, there is participation by local communities in tourism on Siau Island in the form of selling food near tourist objects, maintaining tourist objects and maintaining cleanliness. The local community is also involved in the development of tourism on Siau Island. The government's role in mobilizing local communities to help in the tourism sector is still not optimal because there are still tourist objects that have not been optimally managed.

Sri Lanka tourism has been growing with significance annual growth rate for past five years period starting from 2010 and it has ensured that tourism will be the most impressive industry in future Sri Lankan economy. The government also has given priority tourism through their economic agenda. The government has initiated several tourism projects by targeting the prosperity of local community, but most of these projects haven't reached the said objective due to some exiting barriers from community perspective. This study has been conducted to identify these existing barriers in rural community in Arugambay destination. It was revealed that there are operational, structural and cultural barriers to community participation in the tourism businesses in many developing countries although they do not equally exist in every tourist destination. Further, while these limits tend to exhibit higher intensity and greater persistence in the developing world than in the developed world, they appear to be a reflection of prevailing socio-political, economic and cultural structure in many developing countries.The study used mix method to explore the existing limitations of local community to take part in tourism businesses. Data was collected from the local community of Arugam-Bay and conducted personal interviews and distributed questionnaires to gather required information. Results of this study depict that barriers to community participation exists at the destination and the most significance barriers were cultural barriers while some of the operational barriers also existing.
Community-Based Tourism Development Strategy in Bintan Regency, Indonesia

Local communities are an inseparable part of tourism destinations. The integration of local communities in the planning and development of tourism destinations is intended to ensure that local communities have the space and opportunity to participate in the tourism planning process. The integration framework starts with a basic understanding of tourism destinations. Community-based tourism is tourism development with a high level of local community involvement and can be accounted for from social and environmental aspects. Usually, the community's main source of income remains as before, for example from agriculture, plantations, or fishing. It is hoped that the income from the tourism sector can be an added value in gaining the economy amid the uncertainty of the COVID-19 pandemic in Indonesia. The main objective of this research is to examine and identify the potential for developing community-based creative tourism in Bintan. The process of data analysis includes understanding and compiling primary and secondary data that have been obtained methodically. The findings of the analysis and interpretation of this research data are used to develop the concept of community-based creative tourism in Bintan based on the city's potential to create creative zones centered on seven creative industries. in Bintan with the idea of sustainability and community empowerment to attract visitors, especially tourists from Singapore, due to Bintan's proximity and strategic position to Singapore. Of course, this is an opportunity that must be exploited in terms of attracting international visitors to Singapore as well as domestic tourists. At the same time, it is projected to increase tourist visits to Indonesia, especially to Bintan.

Parangtritis tourist area is a famous tourist destination in the south of Yogyakarta. The tourist area which consists of a variety of tourist objects such as beaches, sanddune, culinary, religious and cultural tourism has a positive impact on the growth of tourist visits in ??Parangtritis tourist area. Community-Based Analysis of Tourism Development in Bali
The case study of the Pelangi Bali Hotel (Pelangi hotel) development was focusing on the involvement of project stakeholders, including district governments, the private sector, village staff, and local people, specifically from the village of Seminyak, in the district of Badung, in Bali. This section also explores the role of the Seminyak Village inhabitants (including people and youth representatives, members of village councils, village staff and local community) and their part in the Pelangi hotel development process, particularly in decision making during the project proposal, designing and building construction, and other pre-operational management stages. Transforming tourism into a tool to conserve nature and improve community wellbeing requires increased community involvement in the development process. This paper focuses on the role of tourism social enterprises (TSEs), which are expected to engage more comprehensively with local communities than traditional commercial companies. Recognizing that few previous studies have examined how TSEs can engage with local communities, this paper explores the case of a small enterprise, Entra Indonesia, which has endeavored to empower the local community by providing them with education, giving them an opportunity to guide tourists, showing them how to treat tourists, disseminating the value of sustainability, and putting aside 20% of its total revenue for local community development and revitalization. Employing a qualitative research methodology in a single in-depth case study presents rich insights into the ways a tourism social enterprise (TSE) can foster community empowerment. The cultivation of an authentic research relationship with the founder of Entra Indonesia made this study's observations and in-depth interviews possible. The findings provide practical insights into the ways that small and medium-sized enterprises in Indonesian tourism sectors of rural areas might improve their operations by implementing tourism social entrepreneurship elements to empower local communities.

This research was conducted to utilize a model of community participation in the development Cupak Village as a Tourist Destination in Jombang, East Java, Indonesia. The approach used in this research is a qualitative approach, which describes the participation of the community in the development of a tourist village. The informants in this study were village officials, pokdarwis administrators, local youth organizations, community representatives and visitors. Information was taken through structured interviews. The study results show that developing a tourism village requires participation from various parties, including the community as the major actor, the local government, and stakeholders in charge of providing guidance.
