An Investigation into the Risk of Construction Projects Delays in the UAE

The growing rate of delays in project delivery is considered a major criticism of the construction companies in the United Arab Emirates (UAE). This paper aims to investigate the causes and effects behind the delays pertaining to delivery of construction projects in the UAE. The study is exploratory in nature, and incorporates a pilot questionnaire survey and interviews. An extensive literature review indicates potential factors that have possible effects on construction completion delay. The questionnaire forms were sent to 50 construction companies. Thirty-five (70%) completed responses were received. Analysis of the survey data has revealed that about 42 potential causes and effects of delay relate to various groups of stakeholders. The results show the top fifteen factors relate to clients, project managers and finance aspects. It was found that cost and time overruns are the most significant effects. The timely delivery of projects is one of the most important needs of clients in the construction industry and yet it still remains a highly challenging undertaking the world over. From the reviewed literature, it has been suggested that such delays usually come with and lead to far reaching consequences in the form of adversarial relationships, mistrust, litigation, arbitration, cash-flow problems, and a general feeling of trepidation towards stakeholders within the construction industry. A voluminous amount of research has been conducted on this problem in the recent past however, the persistence of the problem demands that a relentless quest for solutions is upheld. It can be argued that the problem is likely to be more pronounced in areas where development pressure is the highest. One such area is the United Arab Emirates (UAE) where the construction industry is said to have reached an unparalleled position in the last decade. Moreover, the problems of construction delays may differ from one region to another due to numerous differentiating factors. This study sought to identify the most significant causes of delays in the UAE construction industry. A survey was conducted, targeting three key types of stakeholders, namely clients, contractors and consultants. From the analysis, the study unveiled a number of important causes of construction delays in the UAE, ranging from unrealistic contract durations to poor labour productivity, with consultants and clients seemingly shouldering the bulk of the 'blame game'.

A contractors’ survey has been conducted to investigate the causes of delay in construction projects in the Makkah region of Saudi Arabia. The aim is to determine the most significant delay factors from the contractors’ point of view. The study is part of a series designed to explore in-depth causes of delays from different stakeholders in the construction industry. A comprehensive survey of seventythree questions under eight groups has been used to explore a wide range of possible delay factors. Root Causes of Construction Project Delays in Dubai

Dubai presents a special set of circumstances where the construction industry operates. Factors such as rapid growth in construction, tight construction schedule, unique architectural features, the involvement of international contractors and consultants, multinational work forces, unique culture and religion, readily available investment, and mixed contracts and conditions generate particular impacts on construction project progress. With the impacts of these factors, delay is a common problem for construction projects in Dubai. This research aims to identify the most important causes of delays in Dubai construction projects. A serial of questionnaire survey and interviews were conducted to explore each project participant's contributions to the causes of delays. The results show that the major causes of delays vary from the unrealistic project duration, nominated subcontractors , and the culture impacts.

This thesis presents the findings of both personal experience illustrated by case studies, and questionnaire surveys aimed at identifying the most important causes of delays in civil engineering construction projects in Dubai from the viewpoint of construction contractors. Dubai presents a special set of circumstances in which the Project Manager has to operate e.g. rapid growth in construction, tight construction times, the unique architectural features of many project designs, international contractors and consultants, a multinational work force and readily available investment. Results of this study indicate that the Client, the Consultant and the Contractor contribute to the causes of delays due to the improper implementation of project management principles and misunderstanding of the design process and the design management and procurement contract processes. These accumulated factors are considered as the principle reason for the problem experienced at the project construction stage. This thesis investigates the major factors causing project delay by demonstrating, illustrating and evaluating the roles of the construction or project manager and in avoiding project delay. The results are based on the questionnaires survey combined with interviews carried out with project managers and case studies. Parties involved in the project must fulfil their contractual, technical, financial and legal roles. This starts with the Client (or his representative) in appointing a project management firm to prepare all advance studies and advise the Client on how relevant information about the project presented clearly to the Consultant and the Contractor. Proper guidelines should be established to help the Client choose the appropriate type of contract, and experienced consultant and contractor, to execute the project. Specific causes of delay are identified and recommendations are made as to how the Contractor's Project Manager can limit the occurrence of delays in projects, particularly in Dubai.
A Review on Significant Factors Causing Delays in Saudi Arabia Construction Projects

The Kingdom of Saudi Arabia (KSA) is suffering major delays in construction projects. Because the construction business in Saudi Arabia has changed dramatically over the last three decades, it is crucial to conduct a thorough study into the reasons for delays and to get industry experts on the same page. In this paper, an overview of the construction sector generally and the Saudi Arabian construction industry has been presented. Based on the literature review the major causes, as well as effects of the delays caused in the construction industry, have been identified. Some of the common causes identified are incorrect planning, administration problems, difficulties in financing, lack of experienced staff, and poor communication. It is advised that the major actors in the construction sector employ the proper tactics to implement preventative measures to lessen the consequences when carrying out construction projects.
Prioritizing Delay Causes in the Egyptian Building Construction Projects

Delay is considered one of the most common problems in construction projects. Therefore, this study investigates the main causes of delay in the Egyptian building construction projects from the perception of contractors, consultants, and owners. The delay causes are identified based on an extensive literature review. These factors are categorized into owner-related, consultant-related, contractor-related, material-related, labour and equipment-related, and external-related categories. Questionnaire surveys are conducted and distributed among twenty-two experts to determine the relative importance of each cause. The study reveals that the top five causes of delay in building projects are financial problems by contractors, fluctuation in prices, delay in preparing and approving shop drawings, shortage of labours, and errors in soil investigation. Finally, the possible ways of reducing project delays are recommended. Proper communication and coordination between project parties as well as clear identification of the roles and responsibilities of project stakeholders are listed as the key actions that could be undertaken to mitigate the delay causes. This study serves as an assistance tool for construction professionals and academicians to avoid causes of delay in building projects in Egypt.
Construction Delays Causing Risks on Time and Cost -a Critical Review
There is an increase in the number of construction projects experiencing extensive delays leading to exceeding the initial time and cost budget. This paper reviews 41 studies around the world which has surveyed the delay factors and classified them into Groups. The main purpose of this paper is to review research which has categorized the causes responsible for time delays and cost overruns in projects. The intention was to see whether these causes are valid for projects being executed in Sabah East Malaysia allowing a mitigation plan to be prepared. The collected list has 113 causes for delays which were categorized into 18 different groups. Most of the research has analysed the responses from Questionnaire surveys. The collected data are used to rank the problem factors. The data are further used to investigate and analyse the reported "Importance Index, Frequency Index, Severity Index, Relative Importance Index, Relative Importance Weight, Weighted Average, Mean, Standard Deviation and Variance". The collective comparison has revealed that the ranking given by all the researchers is not the same. Further each and every study has different rank ratings from different group. This review paper attempts to provide an updated compilation of the earlier studies on ranking of the delay causers, which are never similar and constant for universal projects. The construction industry is considered an essential element to stabilize countries economically. In the UAE, this sector has received a lot of attention and development since the discovery of oil. This has enhanced the continuous expansion in construction activities. Recently, the construction projects in the UAE and KSA together reached 60% of the whole projects in the Middle East region, and the majority of it was in Dubai, which in 2018 enhanced its Gross Domestic Product (GDP) to reach 14.5%. Controlling the Risk of Construction Delay in the Middle East: State-of-the-Art Review

The financial crisis in late 2008 arrested economic development in the construction sector in the Middle East, with the result that investors' confidence in the sector is severely depressed. Delays constitute one of the highest impediments to project success. In this respect, the traditional management is no longer sufficient for construction project success. The objective of this study is to conduct a literature review to identify additional effective measures for controlling the potential delays risks in construction projects in order to maximize the opportunities for success in those projects. Thirty-six scholarly articles published between 2000 and 2011 are reviewed to identify related MDRC (measures for delays risks control). This survey reveals that 60% of the studies are related to decision-making, performance, risk management variations and poor management knowledge of stakeholders and that 20% of these studies are undertaken in the Middle East. A further 25% of the studies are related to the lack of financial risk by stakeholders, and of these 14% are in the Middle East. A knowledge gap is identified in terms of project performance, stakeholder management and risk management, which are seen as significant measures of success in controlling project delay.
