In this paper, we argue that there is a gap to be bridged between the development and maintenance of services and the various internal and external policies that emerge and evolve outside of these systems. To bridge this gap, we propose a semantic model, i.e. ontology, for representing Data Flows and linking them with structured representations of the data that is processed (datasets, databases, queries, etc.). Data Flow Dia-gramming is a technique for capturing the various data and information flows between an information system and external stakeholders as well as within such a system. This technique is used in the analysis phase of information systems development and captures the inputs and outputs of various processes. Our model allows these data flows to be presented and linked with structured representations of the data that is to be used, consulted , processed, etc. We demonstrate that this model can facilitate compliance verification processes of (intelligent) systems by allowing these flows to be analyzed. Next to the ontology, which has been made available according to best practices in the field, we furthermore posit our contributions within the state of the art.

Today, cross-border data flows are an important component of international trade and an element of digital service models. However, they are impeded by restrictions on cross-border personal data transfers and data localization legislation. This Article focuses primarily on these complexities and on the impact of the new European Union ("EU") legislation on personal data protection-the GDPR. First, this Article introduces its discussion of these flows by placing them in their economic and geopolitical setting, including a discussion of the results of a lack of international harmonization of law in the area. In this framework, rule overlap and rival standards are relevant. Once this situation is established, this Article turns to an analysis of the legal measures that have filled the gap left by the lack of international regulation and the failure to harmonize law: extraterritorial laws in the European Union (regional legislation) and the United States (state legislation);

Tax administration data has been utilised in South Africa for over a decade in determining the sample frame for surveys of businesses used in the production of economic statistics and ultimately for the compilation of National Accounts. Formal agreements govern data flows between the South African Revenue Service (SARS) and South Africa’s agency for official statistics, Statistics South Africa (Stats SA), enabled by changes in legislation. SARS and Stats SA discuss data requirements regularly. The modernisation of SARS’s systems over the past seven years has led to significant improvements in the quality of tax administration data, as measured in terms of accuracy, completeness and the timeliness of its availability in structured, digital form, suitable for analysis. This has underpinned the annual publication of a re-established Tax Statistics Bulletin since 2008, which is being used increasingly by researchers and policymakers. This chapter presents findings from research on the flow of data in the United Republic of Tanzania, and specifically on the flow of data to and from the hyperlocal level in the health system of that country. The research was undertaken to provide open data initiatives wishing to stimulate the evolution of a data system with empirically-based evidence on the blockages, breaks and connectors in the flow of data in such systems, as well as the possible role of open data in creating new flows to communities at the hyperlocal level.
