Indeed. HAVEDOCSTRINGS was introduced to skip tests for the C docstrings. Python docstrings tests are skipped if sys.flags.optimize >= 2.

That's extraordinarily confusing, especially when Serhiy suggested I use the flag when testing a pure Python module.
