Unidentified flag in Gasp�sie

Here is a most interesting flag and may I add very beautiful flag. It was spotted by Donald Gauthier and we think it's from the Gasp�sie/Iles-de-la-Madeleine administrative region of Quebec. Anyway, Donald is pursuing his researches, meanwhile if any of you has a clue about this Unidentified Flag or Ensign (UFE), we will appreciate any contribution.
