It was a conventional single-bay biplane with staggered wings of equal span, and a fuselage that nearly filled the interplane gap. The pilot sat in an open cockpit, and the undercarriage was of fixed, tailskid type with divided main units. The sole example of the type was built after Ernst Heinkel found out, by chance, that B.Z. required such an aircraft and had ordered two machines from Albatros. Heinkel convinced publisher Ullstein-Verlag to purchase a third aircraft from his firm. The design was based on the HD 27 mail plane, and had a specially-designed payload bay to carry newspapers in 50 kg (110 lb) bundles. 10 separate compartments in the bay could be individually opened in flight in order to air-drop newspapers in places where the HD 39 could not land. The HD 39 entered service alongside two Albatros L 72s in April 1926 and remained in Service until 1931, when distribution of B.Z. by air was taken over by Deutsche Luft Hansa. Commissionato dal quotidiano berlinese , l'aereo era un convenzionale sequisplano con singolo montante interalare per ciascuna ala. Aveva apertura alare ad arco e ali di pari dimensioni, la fusoliera quasi riempiva l'altezza tra le due ali. Il pilota sedeva in un pozzetto aperto e il carrello era fisso con pattino di coda. L'unico esemplare venne costruito dopo che Ernst Heinkel ebbe scoperto per caso che la BZ aveva richiesto e ordinato due macchine alla Albatros. Heinkel convinse l'editore all'acquisto di un terzo aeromobile dalla sua ditta. La progettazione si basava sull'aereo postale e aveva un vano di carico appositamente progettato per portare fasci di giornali da 50 kg. I 10 compartimenti separati nel vano di carico potevano essere aperti singolarmente in volo per lanciare i giornali in quei luoghi dove la HD 39 non poteva atterrare. L'HD 39 è entrato in servizio a fianco dei due Albatros L 72 nel mese di aprile 1926 e rimase in servizio fino al 1931 quando la distribuzione di BZ per via aerea venne rilevata da Deutsche Luft Hansa.
