Walter errichtete mehrere klassizistische Gebäude in Philadelphia und in Washington, D.C. Von 1851 bis 1865 war er Architekt des Kapitols. Sein Großvater, Frederick Jacob Walter, war 1749 als Waise aus Deutschland mittellos in die USA eingereist, nachdem beide Eltern während der Überfahrt gestorben waren. Mit Hilfe von Vertragsknechtschaft sicherte er sich sein Überleben in Philadelphia zunächst als Dienstbote, nach Ablauf der Vertragsarbeit wurde er Maurer und schließlich Maurermeister. Der Vater, Joseph Saunders Walter (* 1782), war ebenfalls Maurer und verheiratet mit Deborah Wood Walter. Richardson in the 1870s. He was the fourth Architect of the Capitol and responsible for adding the north (Senate) and south (House) wings and the central dome that is predominantly the current appearance of the U.S. Capitol building. Walter was one of the founders and second president of the American Institute of Architects. In 1839, he was elected as a member to the American Philosophical Society. Lavorò anche al Campidoglio di Columbus, però la sua fama si deve ad alcuni importanti lavori per il Campidoglio di Washinghton, dove aggiunse la grande cupola dalla struttura portante in ghisa che fu completata nel 1863.
