It is against this backdrop that this work explores the integration of Voice, Web and SMS technologies, in Nigeria's democratic process. The proposed system takes advantage of the ubiquitous nature of mobile devices to explore the plausibility of increasing the level of citizens' participation in democratic practices, particularly, those in rural areas with no Internet access and the physically challenged electorates. The server module for the e-democracy system was developed in PHP. Ozeki SMS server and Voxeo Voice server were used for SMS transaction code and VoiceXML code respectively. The prototype e-democracy system shows that developing nations can take advantage of their present level of technological development to give voice to the voiceless and improve their democratic system.

Furthermore, it has been argued by some scholars that government agencies are more likely to achieve their goals of enhanced performance for the improvement in the living standard of the people, particularly in the provision of adequate social amenities such as clean water, electricity supply, good roads, well equipped hospitals and adequate security protection of lives and properties, where transparency on the part of public officials in the use of public resources, and trust about government agencies on the part of the people are the norms in such a society. In an era of public disenchantment on democratic institutions, modern democratic parliaments utilize Information Communication Technologies (ICTs) to enhance their accessibility and interaction with citizens for inclusive decision making process. In spite of the unprecedented diffusion, acceptance and usage of ICTs in Africa, legislative assemblies of most African countries are inaccessible and lack adequate meeting facilities to regularly interact meaningfully with the public. This research paper therefore employs a combination of descriptive statistics of website survey and updated literature search to evaluate the extents of the capacity of African parliamentary websites to engage citizens in legislative decision-making process. While representation involves informing and listening to those represented and making decisions and exercising influence on their behalf, legislative institutions of many African countries lack the effectiveness to inform and interact with their constituents, thus resulting to serious citizens-representatives disengagement. This pervasive contemporary estrangement is manifested in public cynicism towards political institutions and a collapse in once-strong loyalties and attachment between citizens and government. This research paper draws from case analysis and literature search to examine the potentials and challenges of e-parliament for re-engaging the electorate in the democratic states of Africa. Findings reveal that by leveraging on the exponential growth of ICTs particularly, in the continent, e-parliament provides new strategies for increasing and strengthening deliberative a...

Survey instrument was designed based on these theories and was administered to a convenient and randomly selected sample in Nigeria. The variance-based Structural Equation Modeling (SEM) approach was used to evaluate the measurement and structural models. Partial Least Square Algorithm (PLS-Algorithm) and bootstrapping were executed to estimate the significance and test the validity of the SEM components. Findings reveal the imperative of democratic political culture orientation of ordinary citizens in developing positive attitude towards the acceptance and use of e-democracy system while political awareness, political efficacy, and recruitment networks are found to be significant predictors of intention to use e-democracy. These predictors can be stimulated through dedicated massive political orientation programs and enlightenment campaigns by the government in partnership with civil society organizations, religious associations, academic institutions, interest groups, the media and traditional institutions on the benefits of e-democracy to a country's political system.

To investigate users' acceptance of e-democracy from developing nation's perspective, this study employed an extended technology acceptance model (TAM) which integrates trust, perceived risk and task-technology fit. The results supported the hypothesized positive relationship between perceived usefulness and intention to use e-democracy. E-democracy has been identified to have the potentials to reduce the contemporary estrangement between the democratic actors by creating new forms of engagement, deliberation, and collaboration in polity to make the democratic processes more inclusive and transparent. However, edemocracy initiatives in many countries have had mixed success as most e-democracy implementations have been unable to justify the essence of huge investments made into it. This research paper reviews existing edemocracy development processes and agenda of nations among the top twenty countries in e-participation implementation as rated in the UN Global E-Government Evaluation, 2010. The sample composed of secondary data sourced from information system centric academic journals, book chapters, conference proceedings, database of international development organisations (OECD, UN, EU) on e-democracy implementation reports and database of research institutions and centres that focus on e-government and e-democracy implementation. Findings revealed that most countries do not have well established framework and agenda setting for e-democracy implementation, but only based their e-democracy implementation on one of the objectives of their e-government implementation. As a result, policy content is largely missing in most edemocracy strategies at both conceptual and implementation stage. This paper therefore, presents a guideline for e-democracy agenda setting and discusses issues germane to establishing e-democracy agenda. It submits that for a successful e-democracy implementation, the agenda-setting phase should capture the legal and political processes of the country. In addition, e-democracy strategic vision, strategic aim and objectives, strategic policy, mode of implementation and overseeing body should be well articulated in the agenda setting phase of e-democracy implementation plan. The discussion will benefit both researchers, government and practitioners on successful e-democracy implementation as basis for societal development.

The deployment of Information Communication Technology (ICT) and Information Technology (IT) devices for democratic governance has been successful in technologically advanced countries, and has inspired countries from the developing South, such as Nigeria to contemplate or commence e‐elections for democratic sustainability. The elections regulatory body, the Independent National Electoral Commission (INEC) had contemplated exploring e‐elections in the country but later dropped the idea on grounds of unpreparedness. Electoral process or election however, has its several components: voter registration, registration review/update, electioneering campaigns, actual voting, and release of election results. These naturally come with their challenges and have informed a school of thought that based on Nigeria’s economic instability, corruption, resources mismanagement, and technologically backward climate, including unstable power supply, e‐elections would be far‐fetched. The other school of thought however, exhibits hope and optimism. This paper, with data scooped through questionnaire administration and from literature, examines the challenges and prospects as well as the peculiarity of Nigerian electoralsystem and the e‐election system, which will be marooned in the general Nigerian politicandl economic climate. Findings show that the prospects are and will always be good for the country, but that the stakes are far too high at a moment of huge infrastructural laybacks of the country. Moreover, not too many people have confidence in the electoral regime, let alone going ahead with such a venture as e‐elections. It therefore recommends, among other things, that the nation should develop the sub‐sectors of the economy that can sustain e‐elections before INEC goes ahead with the capital‐intensive enterprise for democratic sustainability in Nigeria.

Business Intelligence provides the platform with which Information and knowledge is used to improve business operation. This exploratory study examines customer satisfaction as the basis of competitive advantage enjoyed by information network service providers and those responsible for decision making in related organizations. The aim is to statistically analyse data and complement this with Text mining, in order to have an holistic way of drawing inferences from both structured and unstructured data for the purpose of decision making. Two method of analysis were used to find the level of customer satisfaction. They include, descriptive method, which involves the use of SPSS15.0 and K-means clustering algorithm used to mine the unstructured part of the data gathering instrument (questionnaire). Questionnaire is used as the primary means of data gathering. The finding of this study reveal that competitive intelligence related inferences bring about a better customer service relationship between the network service providers and their customers and therefore improve the profits of the organizations involved.
