In recent years, the EU has experienced different integration ‘crises’ in its policy domains. Some policy fields such as the environment have been driven by an integration process of consensus among the Member States while others, such as migration and asylum policy, have not reached a high level of integration because of differences between the states. Although some scholars have attempted to identify the dynamics of integration processes in the EU through political theories such as neofunctionalism and intergovernmentalism, these theories may not be helpful to explain the lack of integration seen in the last several years in migration and asylum policy. To identify some of the dynamics of EU collective action and its influence on the European integration process (or the reverse), this paper proposes to analyse EU environmental policy and EU refugee protection policy through the lens of public goods theory. Analysis of the production process of public goods, in this case, as refugee protection and climate stability, gives interesting insight into the different levels of integration in both policy domains.

Abstract: The European integration process has already played an important role in reducing the n... more Abstract: The European integration process has already played an important role in reducing the negative consequences of territorial, legal, and administrative discontinuities in border regions and in developing the socio-economic potential of cross-border areas in the EU. This is primarily within the scope of cohesion policy and is well reflected in financial tools such as INTERREG. The aim of this paper is to present the main areas of financial support under cross-border projects within the framework of INTERREG in the EU-15 Member States in 2000-2020. The paper consists of two main parts, the first of which introduces the issue of cross-border cooperation in Europe with a special focus on the INTERREG programme, followed by an analysis of INTERREG Cross-Border Cooperation projects implemented in the EU-15 in the analysed period.

The aim of this paper is to present and discuss the approaches of the European Union and the United States of America towards the phenomenon of irregular immigration after 2010. Our analysis is based on official documents and other works published by the EU and U.S. federal government as well as on the literature in this field. This study is a continuation of our comparative papers from 2016-2018 devoted to different aspects of complex migratory reality in the EU and U.S. as well as corresponding public policies. We conclude that the high concentration in recent years on securing the borders and strengthening the policy of their control is similar for both entities. However, the effectiveness of the U.S. in defining and implementing a single approach to irregular migration is possible to a greater degree than in the EU – an international organization grouping sovereign states having their own national interests.

The scope of this paper focuses on the issues of forced migration. We aim to present the approaches of the European Union and the United States of America towards defining who is a forced migrant. Our analysis is based on official documents and other works published by the EU and U.S. federal government. This study is a continuation of our papers from 2016-2017 devoted to different aspects of complex migratory reality in the EU and U.S. We conclude that understanding of forced migration by both entities as expressed in the language used (and changed in time) differs, therefore prudence is necessary when comparing their policies in this field.

In this paper we focus on adapting the concept of push – pull factors to forced migration by proposing a “push out – push back” approach that underlines two most crucial elements of forced migrants’ experience. On the one hand, it stresses the reasons for leaving countries of origin or of temporary refuge that are not dependant on the will of people who flew those places, thus the “push out” factors. On the other hand, it represents the refusal of the countries of the Global North to accept forced migrants and their use of various practices, amounting to “push back” factors, to prevent them from entering or leaving their territory if they manage to reach it. These factors can be divided into three groups: passive, active, and symbolic.

With 11 million illegal aliens living in the United States, according to the 2010 US Census Data, it seems justified that illegal immigration is considered one of the most important problems of US immigration policy reform debate. Similarly, irregular immigration should also be considered a key challenge in the immigration policy debate in the European Union in the midst of the migration and refugee crises. However, direct comparisons are rare and often misleading. In the present paper we are analysing legal approaches towards defining unauthorized/illegal/irregular immigration in both entities and seek for the consequences of using different definition for analysis, public understanding and policy debates, and designing and implementing government policies. Various research methods were used in the preparation of this interdisciplinary paper, including the analysis of statistical data and the content analysis of acts of law and documents published by governmental and international institutions and organizations as well as NGOs.

At least since 2014 the European Union (EU) has been facing the migrant and refugee crises, which have become an important test of solidarity of the Member States (MS). The effectiveness of the common migration and asylum policy has proven to be limited. The crises became a destabilizing factor leading to disagreements and divisions between MS. The position of the Visegrad Group (V4) states stood out in the debate on migration and refugee challenges. The objective of this article is to examine to what extent the migrant and refugee crises 2014+ in Europe, the limited effectiveness of the EU migration and asylum policy and the differences between the MS in their approaches infl uenced the situation, in which the Visegrad states attempted to fi nd a common voice, strengthen their position in the EU and formulate the basis for the future common policy on migration and asylum. The article presents the migration and asylum situation in the Visegrad Group countries in recent years, then it discusses the V4 response to the migrant and refugee crisis and the EU solutions with a special focus on relocation and resettlement schemes and fi nally it provides the content analysis of the V4 offi cial documents.

Centre ou périphérie ? En choisissant tel ou tel positionnement de la Pologne en Europe, les gouvernements successifs déterminaient – parfois inconsciemment – la forme de la politique extérieure, et souvent celle de la politique intérieure, y compris de la politique économique. La question de la perspective, qui détermine les agissements au plan international, connaît un nouvel essor pendant les périodes de réévaluations et de changements rapides. Nous traversons justement une telle période, au niveau du continent entier et des différents États à la fois, y compris la Pologne. C’est pourquoi il est utile de se pencher sur les problèmes concernant toute l’Europe, l’UE et la Pologne à partir d’une perspective moins évidente. Le but de cet article est de familiariser les lecteurs francophones avec la position de la Pologne à l’égard de l’Union et de certains problèmes fondamentaux qui se posent à elle (entre autres choses : les crises des migrants et des réfugiés en Europe).

Poland in Europe at the beginning of the 21st century: at the crossroads?

More than 25 years after the fall of communism, Poland, until recently considered Eastern European systematic transformation success story, seems to stand at the crossroads. The 2015 general elections gave power to the populist Law and Justice party (PiS), which immediately embarked on an ambitious project to completely transform Poland’s foreign policy. In less than a year the Visegrad Group was once again brought to a standstill, Poland backed out of European Union’s refugees’resettlement and relocation programs and decided to forego years of meticulous work aimed at building strong international position with other European Union member states. The aim of this paper, in addition to updating on the changes in Poland’s foreign relations, is to provide explanatory background to the present situation in the early 21st century.

In the east Poland borders Belarus and Ukraine. The length of Poland–Belarus border is 418.24 km and of Poland-Ukraine border – 535.18 km, which totals 953.42 km, and constitutes 27% of the
whole length of Polish borders. The aim of the article is to discuss briefly the place and importance of migration and border management issues within the cross-border
cooperation at Poland’s eastern border (and the EU’s eastern external border) under the European Neighbourhood Instrument Cross-border Cooperation Programme Poland–Belarus–Ukraine 2014–2020 to draw a cross-section picture of the current situation and
its circumstances. The programme for the years 2014–2020 identifies four priorities for cooperation in the geographic area concerned, among which the last one focuses on promotion of border management and border security, mobility and migration management.

Among them, the OECD is the organization
that stands out with its pragmatic policy-oriented approach rooted in its vast advisory experience, global outlook and socio-economic profile. A thorough examination of the OECD’s contribution to the debate on the crises leads to the conclusions that migrants coming to Europe in large numbers in recent years, most of whom are in need of international protection, create an opportunity for improvements in the areas of demographic and economic development in Europe. However, in order to make adequate use of their potential for their own and their host countries’ benefit, it is necessary that the European immigration and integration policies be revised and adapted to new political/legal conditions and economic circumstances.

Problem społecznych uwarunkowań mocarstwowej pozycji Francji w pierwszej dekadzie XXI w. nie został wyczerpująco ujęty w literaturze przedmiotu, podczas gdy jest to bardzo ciekawy przypadek państwa o wielowiekowej tradycji mocarstwowości. Od XVII do XX w. Francja ewoluowała od mocarstwowości uniwersalnej do regionalnej. Mając na uwadze kryterium zasięgu jej wpływów (w ujęciu geograficznym), współcześnie można ją postrzegać jako mocarstwo regionalne (na tle Europy lub Unii Europejskiej) o globalnych interesach [Pachocka, 2011, s. 197] . Jednocześnie, przy zastosowaniu kryterium rodzaju wpływów, wyróżnia się ona szczególnie w dziedzinie kultury, będąc sektorowym mocarstwem kulturowym [Włodkowska, 2004, s. 168]. Celem niniejszego artykułu jest określenie znaczenia czynnika społecznego dla międzynarodowej pozycji współczesnych mocarstw na przykładzie Francji. Ponieważ analizowany przypadek stanowi Hexagone , metoda studium przypadku jest wiodącą metodą badawczą. Stosuję również metody statystyczne w celu analizy danych, głównie demograficznych, metodę krytycznej analizy tekstu oraz metodę opisową. Pracę uzupełniają wykresy trendów i struktury omawianych zjawisk.

This paper discusses the demographic potential of France in the late 20th and early 21st century. The research question concerning its demographic situation is answered through the in-depth description, analysis and assessment of the country’s demographic resources in the period between 1991 and 2013, with respect to France excluding Mayotte or to metropolitan France. Due to the extensive and complex nature of the subject matter, the aspects of the demographic situation in France analysed in this paper have been chosen based on their relevance. Therefore, the paper consists of three main parts: population statistics and fluctuations in country’s demographic structure, vital statistics (natality, fertility and mortality, excluding the question of marriages and divorces), as well as international migrations with a strong focus on the immigration to France. To sum up, the demographic situation in France is relatively optimistic when compared to other European countries (as exemplified by the rising total population figure, being the second most populated state in the EU, having positive natural increase rate and migration rate, approaching the threshold of generation renewal). The ageing of the population is one of the major demographic challenges for France; yet it is progressing at a slower pace than in the rest of Europe. Given its demographic situation, France actively seeks to define Europe-wide policy, for instance with respect to regulating international migrations.

Abstract / Abstrait

The Problem of the international position of France under the Fifth Republic (until 2007)

During World War II and the postwar years, France’s international position has been weakened. The seizure of power by Charles de Gaulle in 1958 contributed to a stabilization of the political situation in the country and to a redefinition of French foreign policy. The article analyzes the international position of France from the end of World War II until 2007, when Nicolas Sarkozy won the presidential election. Thus, the article covers the period of the existence of two French republics: the Fourth Republic in the years 1946–1958 and the Fifth Republic, which remains Hexagone’s contemporary political system since 1958. The article consists of three parts. In the first part the external and internal conditions of the birth of the Fifth Republic are presented, with particular emphasis on the role of its creator – Ch. de Gaulle. The second part discusses the importance
of France in Europe a\ er 1945, emphasizing its contribution to the process of European integration and to the development of relations with the countries of
Central and Eastern Europe, the USSR/Russian Federation and the Mediterranean countries. Then, the third part of my article stresses the position of France in the system of international relations after World War II, analyzing it on the example of Franco-American and Franco-NATO relations, the French policy towards the Arab and African countries, and finally, on the example of the Republic’s multilateral diplomacy. I conclude that in the examined period 1945–2007 France is an example of the former global superpower, which builds and strengthens its international position as a regional power with global interests.

Le problème de la position internationale de la France sous la Ve République (jusqu’en 2007)

Au cours de la Seconde Guerre Mondiale et des années d’après-guerre, la position internationale de la France a été affaiblie. La prise du pouvoir par Charles de Gaulle en 1958 a contribué à une stabilisation de la situation politique de l’État
et à une redéfinition de la politique étrangère française. L’article analyse la position internationale de la France à partir de la fin de la Seconde Guerre Mondiale jusqu’en 2007, quand Nicolas Sarkozy a remporté l’élection présidentielle. Ainsi, l’article couvre la période de l’existence de deux républiques françaises: la IVe République dans les années 1946–1958 et la Ve République, qui reste le système
politique de l’Hexagone depuis 1958. L’article se compose de trois parties. Dans la première partie des conditions externes et internes de la naissance de la Ve République ont été présentées, avec un accent particulier mis sur le rôle de son créateur – Ch. de Gaulle. La deuxième partie traite de l’importance de la France en Europe après 1945, en soulignant sa contribution au processus d’intégration européenne et au développement des relations avec les pays d’Europe centrale et orientale, l’URSS/la Fédération de Russie
et les pays méditerranéens. Ensuite, la troisième partie de l’article attire l’attention sur la position de la France dans le système des relations internationales après la Seconde Guerre Mondiale, en l’analysant sur l’exemple des relations franco-américaines et franco-otaniennes, de la politique française envers les pays arabes et africains, et enfin, sur l’exemple de la diplomatie multilatérale de la République.
Je conclus que dans la période examinée (1945–2007) la France est un exemple de l’ancienne puissance mondiale, qui à l’heure actuelle construit et renforce sa position internationale en tant que puissance régionale ayant des intérêts globaux.

Abstract / Abstrait

France as a superpower in its historical context (until 1945)

In the early twenty-first century, France has the necessary geographic, geopolitical, demographic, economic, military (nuclear), political and cultural potential to be one of the most powerful states within the international system. Its position and capabilities are, however, questioned, while stressing only its desire to be a superpower. This article analyzes the international position of France in historical perspective (from the seventeenth century to 1945), assuming that this state is an example of the evolution from a global superpower to a regional power. In the first part of
the article, the theoretical framework for the further analysis has been included, the attempts to define the concepts of the great power and superpower have been taken, the classifications of great powers have been presented and the factors determining the power of states have been identified. In the second part, the author shows the evolution of a great power status of France on a few examples from its history, referring to the reign of Louis XIV, the times of Napoleon Bonaparte and the rule of Napoleon III. In the third part of the article, the international position of the third French Republic is discussed, with particular emphasis on its foreign
policy, including colonial one, since the 1870s to the German invasion in June 1940. The effects of World War II for its position in the international system are also described. The author concludes that France was a global superpower in two
historical moments (the absolute monarchy of Louis XIV and the French Empire of Napoleon I), and is now a regional power with global interests.

La puissance française jusqu’en 1945

Au début du XXIe siècle, la France dispose d’un potentiel géographique, géopolitique, démographique, économique, militaire (nucléaire), politique et culturel nécessaire pour être l’un des États les plus puissants au sein du système
international. Sa position et ses capacités sont toutefois remises en question, tout en soulignant sa volonté d’être une superpuissance. Cet article analyse la position internationale de la France dans une perspective historique (du XVIIe siècle à 1945), en supposant que cet État est un exemple de
l’évolution d’une superpuissance mondiale en une puissance régionale. La première partie présente le cadre théorique de l’analyse, les différentes definitions de la «puissance», les classements des puissances mondiales et les facteurs qui
déterminent leur position internationale. Dans la deuxième partie, l’auteur montre l’évolution de la puissance française sur quelques exemples marquants, à travers son histoire (le règne de Louis XIV, l’époque de Napoléon Bonaparte, le règne de Napoléon III). La troisième partie aborde le problème de la position internationale de la Troisième République française, tout en mettant un accent particulier sur la politique étrangère de la France, y compris celle coloniale, depuis les années 1870 à l’invasion allemande en juin 1940. Les conséquences de la Seconde Guerre mondiale pour la position française dans le système international sont également décrites. L’auteur conclut que la France était une puissance universelle dans les deux moments historiques (la monarchie absolue de Louis XIV et l’Empire français de Napoléon I), et que cet État est maintenant une puissance régionale avec les intérêts mondiaux.

Frequently their arguments would reduce the challenge of migration to moral and legal obligation of the host countries. In
contrast, the OECD, drawing on its vast advisory experience, global outlook and socioeconomic profile, offered a more pragmatic policy-oriented approach to both crises and their corollaries. Specifically, the OECD pointed to the demographic and economic opportunities arising from the influx of the large number of migrants to Europe. This notwithstanding, even if the stakes are high, it remains an open-ended question if the OECD member-states will be able to turn these opportunities into sustainable socio-economic benefits.

Ich uwaga często koncentrowała się na moralnych i prawnych aspektach kryzysu z perspektywy państw europejskich. Na tym tle wyróżnia się Organizacja Współpracy Gospodarczej i Rozwoju (OECD), która proponuje zdecydowanie bardziej pragmatyczne, skoncentrowane na politykach szczegółowych – migracyjnej i integracyjnej, podejście do kryzysu i jego następstw. Jest to możliwe dzięki jej wieloletniemu doświadczeniu jako organizacji międzynarodowej o charakterze doradczym, eksperckim i pomocowym w zakresie zagadnień społeczno-ekonomicznych i rozwojowych. Podkreśla ona demograficzne i gospodarcze możliwości rozwoju, jakie może przynieść Europie napływ dużej liczby migrantów na jej terytorium. Oczywiście pozostaje pytanie, czy państwa członkowskie OECD (i nie tylko) będą potrafiły przekuć nowe możliwości w trwałe korzyści społeczno-ekonomiczne.

Recent years have seen numerous challenges to the European Union and
its functioning. These have concerned both the situation in some Member
States but also the relationship between national governments and EU
institutions. Much attention has been paid to the issues of border control,
migration, and asylum because of the migration situation within the EU and
its neighbourhood, as well as to the rule of law, human rights, and the judicial
system in member countries.
In dynamic national, regional, and global conditions, it is necessary to
discuss the foundations of the European Union and its basic values such as
freedom, solidarity, and democracy. Such analysis should be multidimensional,
covering both legal and institutional matters at different levels of governance,
as well as the implementation of specifi c practices and policies.
The success of integration processes in Europe is dependent upon the mutual
trust built into axiological foundations that allow the EU Member States and
their societies to cooperate and the EU to act as a united, although diversifi ed
actor. In this context, special attention should be paid to the contribution
that academia can make to policymaking to support and protect the shared
European values of human dignity, freedom, democracy, equality, the rule of
law, and respect for human rights—values that represent the foundations of
any free and democratic society.
The complexity of the European Union is refl ected in the variety of topics
addressed in the presented book from an interdisciplinary perspective.
Among the contributing Authors are researchers from Poland and abroad who
approach the subject matter from their backgrounds in law, political science,
international relations, and others. The issues they explore were discussed
at the PECSA International Conference “Connecting the European Union of
shared aims, freedoms, values and responsibilities” on 5 December 2019 at
SGH Warsaw School of Economics (Poland). Both the conference and this
book were prepared with the support of the Erasmus+ Programme of the
European Union within the scope of the EUSHARE project “Connecting the
European Union of shared aims, freedoms, values and responsibilities”, which
was implemented by the Polish European Community Studies Association
(PECSA). This was only possible thanks to fruitful cooperation between many
institutions and exceptional people. Therefore, we would like to express our
very great appreciation to all of them, believing that this book is an important
voice in the discussion on the EU today and in the near future.

In recent years, the EU has experienced different integration ‘crises’ in its policy domains. Some policy fields such as the environment have been driven by an integration process of consensus among the Member States while others, such as migration and asylum policy, have not reached a high level of integration because of differences between the states. Although some scholars have attempted to identify the dynamics of integration processes in the EU through political theories such as neofunctionalism and intergovernmentalism, these theories may not be helpful to explain the lack of integration seen in the last several years in migration and asylum policy. To identify some of the dynamics of EU collective action and its influence on the European integration process (or the reverse), this paper proposes to analyse EU environmental policy and EU refugee protection policy through the lens of public goods theory. Analysis of the production process of public goods, in this case, as refugee protection and climate stability, gives interesting insight into the different levels of integration in both policy domains.

Abstract: The European integration process has already played an important role in reducing the n... more Abstract: The European integration process has already played an important role in reducing the negative consequences of territorial, legal, and administrative discontinuities in border regions and in developing the socio-economic potential of cross-border areas in the EU. This is primarily within the scope of cohesion policy and is well reflected in financial tools such as INTERREG. The aim of this paper is to present the main areas of financial support under cross-border projects within the framework of INTERREG in the EU-15 Member States in 2000-2020. The paper consists of two main parts, the first of which introduces the issue of cross-border cooperation in Europe with a special focus on the INTERREG programme, followed by an analysis of INTERREG Cross-Border Cooperation projects implemented in the EU-15 in the analysed period.

The aim of this paper is to present and discuss the approaches of the European Union and the United States of America towards the phenomenon of irregular immigration after 2010. Our analysis is based on official documents and other works published by the EU and U.S. federal government as well as on the literature in this field. This study is a continuation of our comparative papers from 2016-2018 devoted to different aspects of complex migratory reality in the EU and U.S. as well as corresponding public policies. We conclude that the high concentration in recent years on securing the borders and strengthening the policy of their control is similar for both entities. However, the effectiveness of the U.S. in defining and implementing a single approach to irregular migration is possible to a greater degree than in the EU – an international organization grouping sovereign states having their own national interests.

The scope of this paper focuses on the issues of forced migration. We aim to present the approaches of the European Union and the United States of America towards defining who is a forced migrant. Our analysis is based on official documents and other works published by the EU and U.S. federal government. This study is a continuation of our papers from 2016-2017 devoted to different aspects of complex migratory reality in the EU and U.S. We conclude that understanding of forced migration by both entities as expressed in the language used (and changed in time) differs, therefore prudence is necessary when comparing their policies in this field.

In this paper we focus on adapting the concept of push – pull factors to forced migration by proposing a “push out – push back” approach that underlines two most crucial elements of forced migrants’ experience. On the one hand, it stresses the reasons for leaving countries of origin or of temporary refuge that are not dependant on the will of people who flew those places, thus the “push out” factors. On the other hand, it represents the refusal of the countries of the Global North to accept forced migrants and their use of various practices, amounting to “push back” factors, to prevent them from entering or leaving their territory if they manage to reach it. These factors can be divided into three groups: passive, active, and symbolic.

With 11 million illegal aliens living in the United States, according to the 2010 US Census Data, it seems justified that illegal immigration is considered one of the most important problems of US immigration policy reform debate. Similarly, irregular immigration should also be considered a key challenge in the immigration policy debate in the European Union in the midst of the migration and refugee crises. However, direct comparisons are rare and often misleading. In the present paper we are analysing legal approaches towards defining unauthorized/illegal/irregular immigration in both entities and seek for the consequences of using different definition for analysis, public understanding and policy debates, and designing and implementing government policies. Various research methods were used in the preparation of this interdisciplinary paper, including the analysis of statistical data and the content analysis of acts of law and documents published by governmental and international institutions and organizations as well as NGOs.

At least since 2014 the European Union (EU) has been facing the migrant and refugee crises, which have become an important test of solidarity of the Member States (MS). The effectiveness of the common migration and asylum policy has proven to be limited. The crises became a destabilizing factor leading to disagreements and divisions between MS. The position of the Visegrad Group (V4) states stood out in the debate on migration and refugee challenges. The objective of this article is to examine to what extent the migrant and refugee crises 2014+ in Europe, the limited effectiveness of the EU migration and asylum policy and the differences between the MS in their approaches infl uenced the situation, in which the Visegrad states attempted to fi nd a common voice, strengthen their position in the EU and formulate the basis for the future common policy on migration and asylum. The article presents the migration and asylum situation in the Visegrad Group countries in recent years, then it discusses the V4 response to the migrant and refugee crisis and the EU solutions with a special focus on relocation and resettlement schemes and fi nally it provides the content analysis of the V4 offi cial documents.

Centre ou périphérie ? En choisissant tel ou tel positionnement de la Pologne en Europe, les gouvernements successifs déterminaient – parfois inconsciemment – la forme de la politique extérieure, et souvent celle de la politique intérieure, y compris de la politique économique. La question de la perspective, qui détermine les agissements au plan international, connaît un nouvel essor pendant les périodes de réévaluations et de changements rapides. Nous traversons justement une telle période, au niveau du continent entier et des différents États à la fois, y compris la Pologne. C’est pourquoi il est utile de se pencher sur les problèmes concernant toute l’Europe, l’UE et la Pologne à partir d’une perspective moins évidente. Le but de cet article est de familiariser les lecteurs francophones avec la position de la Pologne à l’égard de l’Union et de certains problèmes fondamentaux qui se posent à elle (entre autres choses : les crises des migrants et des réfugiés en Europe).

Poland in Europe at the beginning of the 21st century: at the crossroads?

More than 25 years after the fall of communism, Poland, until recently considered Eastern European systematic transformation success story, seems to stand at the crossroads. The 2015 general elections gave power to the populist Law and Justice party (PiS), which immediately embarked on an ambitious project to completely transform Poland’s foreign policy. In less than a year the Visegrad Group was once again brought to a standstill, Poland backed out of European Union’s refugees’resettlement and relocation programs and decided to forego years of meticulous work aimed at building strong international position with other European Union member states. The aim of this paper, in addition to updating on the changes in Poland’s foreign relations, is to provide explanatory background to the present situation in the early 21st century.

whole length of Polish borders. The aim of the article is to discuss briefly the place and importance of migration and border management issues within the cross-border
cooperation at Poland’s eastern border (and the EU’s eastern external border) under the European Neighbourhood Instrument Cross-border Cooperation Programme Poland–Belarus–Ukraine 2014–2020 to draw a cross-section picture of the current situation and
its circumstances. The programme for the years 2014–2020 identifies four priorities for cooperation in the geographic area concerned, among which the last one focuses on promotion of border management and border security, mobility and migration management.

that stands out with its pragmatic policy-oriented approach rooted in its vast advisory experience, global outlook and socio-economic profile. A thorough examination of the OECD’s contribution to the debate on the crises leads to the conclusions that migrants coming to Europe in large numbers in recent years, most of whom are in need of international protection, create an opportunity for improvements in the areas of demographic and economic development in Europe. However, in order to make adequate use of their potential for their own and their host countries’ benefit, it is necessary that the European immigration and integration policies be revised and adapted to new political/legal conditions and economic circumstances.

Problem społecznych uwarunkowań mocarstwowej pozycji Francji w pierwszej dekadzie XXI w. nie został wyczerpująco ujęty w literaturze przedmiotu, podczas gdy jest to bardzo ciekawy przypadek państwa o wielowiekowej tradycji mocarstwowości. Od XVII do XX w. Francja ewoluowała od mocarstwowości uniwersalnej do regionalnej. Mając na uwadze kryterium zasięgu jej wpływów (w ujęciu geograficznym), współcześnie można ją postrzegać jako mocarstwo regionalne (na tle Europy lub Unii Europejskiej) o globalnych interesach [Pachocka, 2011, s. 197] . Jednocześnie, przy zastosowaniu kryterium rodzaju wpływów, wyróżnia się ona szczególnie w dziedzinie kultury, będąc sektorowym mocarstwem kulturowym [Włodkowska, 2004, s. 168]. Celem niniejszego artykułu jest określenie znaczenia czynnika społecznego dla międzynarodowej pozycji współczesnych mocarstw na przykładzie Francji. Ponieważ analizowany przypadek stanowi Hexagone , metoda studium przypadku jest wiodącą metodą badawczą. Stosuję również metody statystyczne w celu analizy danych, głównie demograficznych, metodę krytycznej analizy tekstu oraz metodę opisową. Pracę uzupełniają wykresy trendów i struktury omawianych zjawisk.

This paper discusses the demographic potential of France in the late 20th and early 21st century. The research question concerning its demographic situation is answered through the in-depth description, analysis and assessment of the country’s demographic resources in the period between 1991 and 2013, with respect to France excluding Mayotte or to metropolitan France. Due to the extensive and complex nature of the subject matter, the aspects of the demographic situation in France analysed in this paper have been chosen based on their relevance. Therefore, the paper consists of three main parts: population statistics and fluctuations in country’s demographic structure, vital statistics (natality, fertility and mortality, excluding the question of marriages and divorces), as well as international migrations with a strong focus on the immigration to France. To sum up, the demographic situation in France is relatively optimistic when compared to other European countries (as exemplified by the rising total population figure, being the second most populated state in the EU, having positive natural increase rate and migration rate, approaching the threshold of generation renewal). The ageing of the population is one of the major demographic challenges for France; yet it is progressing at a slower pace than in the rest of Europe. Given its demographic situation, France actively seeks to define Europe-wide policy, for instance with respect to regulating international migrations.

Abstract / Abstrait

The Problem of the international position of France under the Fifth Republic (until 2007)

During World War II and the postwar years, France’s international position has been weakened. The seizure of power by Charles de Gaulle in 1958 contributed to a stabilization of the political situation in the country and to a redefinition of French foreign policy. The article analyzes the international position of France from the end of World War II until 2007, when Nicolas Sarkozy won the presidential election. Thus, the article covers the period of the existence of two French republics: the Fourth Republic in the years 1946–1958 and the Fifth Republic, which remains Hexagone’s contemporary political system since 1958. The article consists of three parts. In the first part the external and internal conditions of the birth of the Fifth Republic are presented, with particular emphasis on the role of its creator – Ch. de Gaulle. The second part discusses the importance
of France in Europe a\ er 1945, emphasizing its contribution to the process of European integration and to the development of relations with the countries of
Central and Eastern Europe, the USSR/Russian Federation and the Mediterranean countries. Then, the third part of my article stresses the position of France in the system of international relations after World War II, analyzing it on the example of Franco-American and Franco-NATO relations, the French policy towards the Arab and African countries, and finally, on the example of the Republic’s multilateral diplomacy. I conclude that in the examined period 1945–2007 France is an example of the former global superpower, which builds and strengthens its international position as a regional power with global interests.

Le problème de la position internationale de la France sous la Ve République (jusqu’en 2007)

Au cours de la Seconde Guerre Mondiale et des années d’après-guerre, la position internationale de la France a été affaiblie. La prise du pouvoir par Charles de Gaulle en 1958 a contribué à une stabilisation de la situation politique de l’État
et à une redéfinition de la politique étrangère française. L’article analyse la position internationale de la France à partir de la fin de la Seconde Guerre Mondiale jusqu’en 2007, quand Nicolas Sarkozy a remporté l’élection présidentielle. Ainsi, l’article couvre la période de l’existence de deux républiques françaises: la IVe République dans les années 1946–1958 et la Ve République, qui reste le système
politique de l’Hexagone depuis 1958. L’article se compose de trois parties. Dans la première partie des conditions externes et internes de la naissance de la Ve République ont été présentées, avec un accent particulier mis sur le rôle de son créateur – Ch. de Gaulle. La deuxième partie traite de l’importance de la France en Europe après 1945, en soulignant sa contribution au processus d’intégration européenne et au développement des relations avec les pays d’Europe centrale et orientale, l’URSS/la Fédération de Russie
et les pays méditerranéens. Ensuite, la troisième partie de l’article attire l’attention sur la position de la France dans le système des relations internationales après la Seconde Guerre Mondiale, en l’analysant sur l’exemple des relations franco-américaines et franco-otaniennes, de la politique française envers les pays arabes et africains, et enfin, sur l’exemple de la diplomatie multilatérale de la République.
Je conclus que dans la période examinée (1945–2007) la France est un exemple de l’ancienne puissance mondiale, qui à l’heure actuelle construit et renforce sa position internationale en tant que puissance régionale ayant des intérêts globaux.

Abstract / Abstrait

France as a superpower in its historical context (until 1945)

In the early twenty-first century, France has the necessary geographic, geopolitical, demographic, economic, military (nuclear), political and cultural potential to be one of the most powerful states within the international system. Its position and capabilities are, however, questioned, while stressing only its desire to be a superpower. This article analyzes the international position of France in historical perspective (from the seventeenth century to 1945), assuming that this state is an example of the evolution from a global superpower to a regional power. In the first part of
the article, the theoretical framework for the further analysis has been included, the attempts to define the concepts of the great power and superpower have been taken, the classifications of great powers have been presented and the factors determining the power of states have been identified. In the second part, the author shows the evolution of a great power status of France on a few examples from its history, referring to the reign of Louis XIV, the times of Napoleon Bonaparte and the rule of Napoleon III. In the third part of the article, the international position of the third French Republic is discussed, with particular emphasis on its foreign
policy, including colonial one, since the 1870s to the German invasion in June 1940. The effects of World War II for its position in the international system are also described. The author concludes that France was a global superpower in two
historical moments (the absolute monarchy of Louis XIV and the French Empire of Napoleon I), and is now a regional power with global interests.

La puissance française jusqu’en 1945

Au début du XXIe siècle, la France dispose d’un potentiel géographique, géopolitique, démographique, économique, militaire (nucléaire), politique et culturel nécessaire pour être l’un des États les plus puissants au sein du système
international. Sa position et ses capacités sont toutefois remises en question, tout en soulignant sa volonté d’être une superpuissance. Cet article analyse la position internationale de la France dans une perspective historique (du XVIIe siècle à 1945), en supposant que cet État est un exemple de
l’évolution d’une superpuissance mondiale en une puissance régionale. La première partie présente le cadre théorique de l’analyse, les différentes definitions de la «puissance», les classements des puissances mondiales et les facteurs qui
déterminent leur position internationale. Dans la deuxième partie, l’auteur montre l’évolution de la puissance française sur quelques exemples marquants, à travers son histoire (le règne de Louis XIV, l’époque de Napoléon Bonaparte, le règne de Napoléon III). La troisième partie aborde le problème de la position internationale de la Troisième République française, tout en mettant un accent particulier sur la politique étrangère de la France, y compris celle coloniale, depuis les années 1870 à l’invasion allemande en juin 1940. Les conséquences de la Seconde Guerre mondiale pour la position française dans le système international sont également décrites. L’auteur conclut que la France était une puissance universelle dans les deux moments historiques (la monarchie absolue de Louis XIV et l’Empire français de Napoléon I), et que cet État est maintenant une puissance régionale avec les intérêts mondiaux.

Frequently their arguments would reduce the challenge of migration to moral and legal obligation of the host countries. In
contrast, the OECD, drawing on its vast advisory experience, global outlook and socioeconomic profile, offered a more pragmatic policy-oriented approach to both crises and their corollaries. Specifically, the OECD pointed to the demographic and economic opportunities arising from the influx of the large number of migrants to Europe. This notwithstanding, even if the stakes are high, it remains an open-ended question if the OECD member-states will be able to turn these opportunities into sustainable socio-economic benefits.

Ich uwaga często koncentrowała się na moralnych i prawnych aspektach kryzysu z perspektywy państw europejskich. Na tym tle wyróżnia się Organizacja Współpracy Gospodarczej i Rozwoju (OECD), która proponuje zdecydowanie bardziej pragmatyczne, skoncentrowane na politykach szczegółowych – migracyjnej i integracyjnej, podejście do kryzysu i jego następstw. Jest to możliwe dzięki jej wieloletniemu doświadczeniu jako organizacji międzynarodowej o charakterze doradczym, eksperckim i pomocowym w zakresie zagadnień społeczno-ekonomicznych i rozwojowych. Podkreśla ona demograficzne i gospodarcze możliwości rozwoju, jakie może przynieść Europie napływ dużej liczby migrantów na jej terytorium. Oczywiście pozostaje pytanie, czy państwa członkowskie OECD (i nie tylko) będą potrafiły przekuć nowe możliwości w trwałe korzyści społeczno-ekonomiczne.

Recent years have seen numerous challenges to the European Union and
its functioning. These have concerned both the situation in some Member
States but also the relationship between national governments and EU
institutions. Much attention has been paid to the issues of border control,
migration, and asylum because of the migration situation within the EU and
its neighbourhood, as well as to the rule of law, human rights, and the judicial
system in member countries.
In dynamic national, regional, and global conditions, it is necessary to
discuss the foundations of the European Union and its basic values such as
freedom, solidarity, and democracy. Such analysis should be multidimensional,
covering both legal and institutional matters at different levels of governance,
as well as the implementation of specifi c practices and policies.
The success of integration processes in Europe is dependent upon the mutual
trust built into axiological foundations that allow the EU Member States and
their societies to cooperate and the EU to act as a united, although diversifi ed
actor. In this context, special attention should be paid to the contribution
that academia can make to policymaking to support and protect the shared
European values of human dignity, freedom, democracy, equality, the rule of
law, and respect for human rights—values that represent the foundations of
any free and democratic society.
The complexity of the European Union is refl ected in the variety of topics
addressed in the presented book from an interdisciplinary perspective.
Among the contributing Authors are researchers from Poland and abroad who
approach the subject matter from their backgrounds in law, political science,
international relations, and others. The issues they explore were discussed
at the PECSA International Conference “Connecting the European Union of
shared aims, freedoms, values and responsibilities” on 5 December 2019 at
SGH Warsaw School of Economics (Poland). Both the conference and this
book were prepared with the support of the Erasmus+ Programme of the
European Union within the scope of the EUSHARE project “Connecting the
European Union of shared aims, freedoms, values and responsibilities”, which
was implemented by the Polish European Community Studies Association
(PECSA). This was only possible thanks to fruitful cooperation between many
institutions and exceptional people. Therefore, we would like to express our
very great appreciation to all of them, believing that this book is an important
voice in the discussion on the EU today and in the near future.

Written from a pan-European perspective, this book examines the decision-making processes in immi... more Written from a pan-European perspective, this book examines the decision-making processes in immigration and integration policies in Europe across decades, focusing on several key moments of Europe’s postwar history. The analysis of factors taken into consideration by states in key moments of immigration policy (re)formulation shows that Europe is moving away from rational, economic arguments towards more political ones. This book contributes to the theoretical and practical debate regarding immigration and integration policies by arguing that – contrary to assumptions – immigration policy should not be treated as having precedence before integration policy. It also reflects on the growing anti-immigration sentiments as well as the securitisation and criminalisation of migration issues that are fuelled by right-wing politics. The aim of this study is the presentation of the transformation of selected countries of Central and Eastern Europe (Czechia, Poland, Hungary, Slovakia, Lithuania, and Romania) from typical areas sending migrants to countries with a positive net migration. Current data, estimates, and migration forecasts are presented and the impact of migration on the GDP growth of selected countries is estimated. The study also fills in the gap in the discussion about the migration policy of Poland and the countries of the CEE region by presenting different models of migration policies, assessing the current state, and presenting recommendations for the future.

Recent decades have seen the emergence of social and public policy problems and challenges characterised by a high degree of complexity and interdisciplinarity, difficulty in finding solutions, and limitations in the objective assessment of the solutions adopted. Several of these challenges can be classified as so-called wicked problems, which are difficult to define in an unambiguous way, do not have a single solution, and require the involvement of many stakeholders. To solve such problems, a constructivist approach closely related to the application of theoretical knowledge in practice may be used, as it recommends dealing with issues related to everyday life, treated holistically, taking into account the initial pool of knowledge and experience of the actors involved. In this regard, constructivism can be practised using the design thinking (DT) method, which is human- and user-oriented throughout the entire design process. DT can serve as a useful framework to identify, address, and attempt to solve a variety of problems, in particular the already mentioned wicked kind. Contemporary migration and refugee challenges, such as those related to the integration of immigrants, can be included in this group. The aim of this chapter is to examine DT as a useful framework to identify, study, and address selected challenges related to migration, considered wicked problems, by involving diverse stakeholders such as intergovernmental organisations (IGOs), non-governmental organisations (NGOs), local authorities and decision-makers, as well as students and academics from various disciplines (and countries). This paper is composed of three main sections. First, we briefly explore the concept of DT; second, we elaborate on wicked problems; third, we provide and discuss the application of DT in identifying, analysing, and addressing wicked problems in the field of migration and refugee studies using selected examples. In this regard, we show the importance of the art-/design-based research and collaborative work in studying important social challenges, including those related to migration.

Zaprezentowano bieżące dane, szacunki oraz prognozy migracji, a także oszacowano wpływ migracji na wzrost PKB wybranych krajów. Opracowanie uzupełnia także lukę w dyskusji o polityce migracyjnej Polski i krajów regionu EŚW poprzez przedstawienie różnych modeli tej polityki, ocenę stanu obecnego oraz sformułowanie zaleceń na przyszłość.

This chapter serves as a starting point and conceptual background for the book as a whole. It critically discusses the core issue of the historical and contemporary dependencies between immigration and integration policies in postwar Europe, beginning with a reconstruction of the development of the two policies in selected European states. Special attention is paid to the time periodisation of each policy in order to present the dynamics of change in their relations since 1945. The chapter also examines more precisely the development of integration measures in Europe. Several examples are presented to show that integration practices in given European states are shaped not only by different historical, structural or institutional settings but also by dissimilar ideological and political conceptualisations and categorisations of national belonging and social order. Since the growing engagement of supranational entities in the management of the immigration and (recently) integration of migrants is clear to see, we also present the changes in the European Union’s approach to migrants and their integration, together with the respective legal regulations in these domains.

The contribution of this paper is twofold. First, we analyse the failure of the Prisoner’s Dilemma and Suasion Game in explaining refugee protection burden-sharing cooperation through a literature review of both game-theory models. Second, the paper also supports an alternative to these theoretical models: the Issue Linkage. This paper is set out in three main parts: first, we provide the background to the 2015 Emergency Relocation Scheme as part of the EU’s immediate response to the migration and refugee crisis; second, we review the existing Prisoner’s Dilemma and Suasion Game literature on international cooperation in general, and on refugee protection in particular, followed by an Issue Linkage literature review to get some insight into overcoming collective action failure in EU asylum cooperation; third, we apply these theoretical models to explain EU refugee protection burden-sharing through an analysis of Germany’s and Poland’s approaches to the implementation of the 2015 Emergency Relocation Scheme.

Abstract: The aim of this paper is to discuss how the Muslim Other has been invented and still is in contemporary Poland. We argue that it is framed into a different narrative and ‘logic’ than in the case of many Western European countries. While Poles also need their Muslim ‘enemy’, they use him or her not only to strengthen their national identity, but also to oppose the very idea of Europe from within.

Abstract: The purpose of this review paper is to briefly examine why and to what extent the demographic factor is important for the process of the reunification of a divided country, and what the current state of the art in the subject literature with respect to this field is available in English. The analysis is carried out on the example of the German case in the early 1990 s, and it serves as a reference point for deliberations about Korea, which still remains divided.

Abstrakt (Wprowadzenie)/Abstract (Introduction): Migracje przymusowe nie są jedynie fenomenem współczesnym. Ich historia to pasmo upadków imperiów, wojen, podbojów, prześladowań politycznych i religijnych, zmiany granic państwowych, czystek etnicznych, wypędzeń czy deportacji, ale także łamania praw człowieka, dyskryminacji z uwagi na orientację seksualną, wdrażania wielkich planów rozwojowych i modernizacyjnych, katastrof naturalnych i tych zawinionych przez człowieka. Mimo występowania różnych form migracji przymusowych w ciągu wieków, dopiero nasilenie się skali tych przemieszczeń w XX w. doprowadziło do stopniowej instytucjonalizacji zarządzania migracjami przymusowymi w stosunkach międzynarodowych.
W ten sposób wraz z ogromnym wzrostem liczby uchodźców i innych ofiar dwóch wojen światowych powoływano do życia kolejne podmioty międzynarodowe, które miały realizować różne działania do nich skierowane, m.in. Międzynarodowe Nansenowskie Biuro (Urząd) ds. Uchodźców (Nansen International Office for Refugees, NIOR) w 1931 r., Administrację (Biuro) Narodów Zjednoczonych ds. Pomocy i Odbudowy (United Nations Relief and Rehabilitation Administration, UNRRA) w 1944 r. koncentrującą się na tzw. displaced persons oraz Międzynarodową Organizację ds. Uchodźców (International Refugee Organization, IRO) w 1946 r. Pod koniec lat czterdziestych XX w. powstały dwa kluczowe podmioty międzynarodowe związane z zarządzaniem różnymi wycinkami migracji przymusowych, tj. Agencja (Biuro) Organizacji Narodów Zjednoczonych ds. Pomocy Uchodźcom Palestyńskim na Bliskim Wschodzie (United Nations Relief and Works Agency for Palestine Refugees in the Near East, UNRWA) w 1949 r. i Biuro (Urząd) Wysokiego Komisarza Narodów Zjednoczonych ds. Uchodźców (Office of the United Nations High Commissioner for Refugees, UNHCR) w 1950 r. Choć oba miały działać tymczasowo tylko do chwili zrealizowania swoich zadań, funkcjonują do dziś (zob. wykłady 18 i 22). Niniejszy wykład składa się z dwóch części. W pierwszej omówiono kwestie terminologiczne dotyczące migracji przymusowych oraz przedstawiono globalne tendencje w tym zakresie. W drugiej skoncentrowano się na zagadnieniu migracji środowiskowych (przyrodniczych) jako szczególnej kategorii migracji przymusowych, która zyskuje na znaczeniu zarówno w środowisku naukowym, jak i w szeroko pojętej dyskusji publicznej. Przewiduje się, że skala migracji środowiskowych będzie wzrastać, co przy jednoczesnym braku regulacji prawnych dla tego typu migracji czyni je wartymi uwypuklenia w ramach tego wykładu.

politykami. Migracje i integracja są tu traktowane jako dwa oddzielne zagadnienia,
jednak blisko ze sobą powiązane i wzajemnie się warunkujące. Przyjętemu
podejściu odpowiada struktura rozdziału, w którym najpierw zajęto się kwestiami
migracji a następnie integracji, mając na uwadze perspektywę UE. Problematyka
podnoszona w opracowaniu zyskuje na znaczeniu w ostatnich latach w związku z nasilającymi się ruchami migracyjnymi w regionie Morza Śródziemnego w kierunku
Europy, a także z powodu dużego zainteresowania kwestią integracji (imigrantów)
w państwach członkowskich Unii Europejskiej.

Abstract. This paper queries the EU’s response to the 2015-2016 waves of large-scale migration through the lens of safety and security. By applying this conceptual framework, it is argued that the concepts of safety and security in the EU-level discourse on migration have been largely conflated, thus fueling a biased debate on migration in which the latter was treated as synonymous with terrorism and, overall, as a threat to security. It is also argued that across the EU the debate on migration has largely ignored the distinction between primary and secondary implications of migration. As a result, an overall confusion as to what the ramifications of migration really are prevails across the EU. This translated into ad hoc and frequently inadequate responses to migration that individual EU Member States garnered in initial stages of the migration and refugee crises. The European Agenda on Security and the EU Global Strategy highlighted the intrinsic correlation that exists between domestic and external sources of threat the European Agenda on Migration reiterated this point. This very welcome tone and focus of discussion notwithstanding, the concept of safety is absent from the debate, thus implying that the
nuanced differences between safety and security have not been factored in the discussion. This has some very serious implications for the set of tools that can be used to address the plethora of migration-inflicted concerns, risks, and challenges, including the possibility of drawing from diverse policy domains and policy fields in which the EU Member States collaborate.

The objective of this article is twofold, i.e. to discuss the migrant and refugee crisis in Europe/the EU as a key frame of reference for further considerations and to analyse what are, so far, the consequences of this crisis for the Eastern Partnership (EaP) and the EU cooperation with the EaP countries. Thus, the paper consists of two main parts. It starts with a brief overview of the migration and asylum landscape in Europe/the EU in times of the so-called ‘crisis’ of 2014+, some discussions about what kind of crisis we are talking about and what the crisis means in different contexts. This is followed by a general picture of the EU response to the migrant and refugee crisis in order to show where we are in mid-2017. The second part of the paper deals with the issue of the Eastern Partnership – the current state of play is presented and factors influencing this EU political initiative are highlighted in particular in the context of the migrant and refugee crisis in Europe.

Wstęp
Od 2014 r. Unia Europejska naznaczona jest gwałtownie rosnącą liczbą ludności migrującej zwłaszcza z Afryki Północnej jak i Bliskiego Wschodu, a jednocześnie liczbą przyjezdnych do UE formalnie wnioskujących o różne formy ochrony międzynarodowej lub nieformalnie określających siebie mianem uchodźców i azylantów. W przekazach medialnych, debatach politycznych i opinii publicznej mówi się najczęściej w tym kontekście o kryzysie. Stosowanie tego pojęcia wkracza stopniowo do dyskursu naukowego. Problematyka stosowanej terminologii w kontekście sytuacji migracyjnej i uchodźczej w Europie jest coraz częściej podnoszona w opracowaniach naukowych i publikacjach. Z perspektywy początku 2016 r. należy odróżnić co najmniej dwa kryzysy – (i)migracyjny i uchodźczy. Ten pierwszy dotyczy wymiaru demograficznego – wzmożonego napływu migrantów międzynarodowych do Europy w bardzo krótkim czasie i jego konsekwencji dla państw tranzytu i przyjmujących. Ten drugi odnosi się do kwestii deklarowanego i faktycznego statusu prawnego napływającej ludności i przyczyn tego napływu. W efekcie sprzyja to formułowaniu pytań badawczych takich jak m.in:
• jakie są relacje między pojęciami migracji, azylu i uchodźctwa,
• kim są osoby migrujące i jak je kategoryzować (o ile w ogóle),
• jakie zastosować podejście badawcze i z perspektywy, której dyscypliny naukowej.
Kryzysy migracyjny i uchodźczy w nierównym stopniu dotykają państw Unii Europejskiej, których doświadczenia migracyjne również są zróżnicowane. Ma to duży wpływ na oficjalne stanowisko przyjmowane przez rządy poszczególnych członków UE wobec sytuacji kryzysowej i nieustannie podejmowanych od ponad roku prób wypracowania rozwiązania na szczeblu UE. Dotychczasowa skuteczność wspólnej polityki UE w zakresie migracji i azylu jest ograniczona, ponieważ podejście krajowe do bieżących problemów i wyzwań przeważa nad tym unijnym. Ogłoszona w maju 2015 r. kompleksowa odpowiedź Komisji Europejskiej na nasilające się kryzysy w postaci Europejskiej Agendy Migracyjnej została zmarginalizowana, mimo że zawarto w niej zarówno konkretny plan działań natychmiastowych w związku z trudną sytuacją na Morzu Śródziemnym, jak i propozycje kroków średnio- i długookresowych. Oznacza to kryzys wspólnej polityki migracji i azylu UE, ale również dalej idący kryzys polityczny i instytucjonalny ugrupowania, potęgowany przez możliwe wyjście Wielkiej Brytanii ze struktur UE (tzw. Brexit) czy zagrożenie integralności strefy Schengen.
Nasilone ruchy migracyjne w ostatnich latach w Europie i ich konsekwencje nie omijają również Francji, która odegrała znaczącą rolę w dotychczasowym procesie integracji europejskiej i wciąż pozostaje jednym z najważniejszych państw członkowskich Unii Europejskiej . Wraz z Niemcami była ona określana mianem „motoru integracji”, który jednak w ostatnich latach wyhamował. Z uwagi na swoje położenie geograficzne w Europie Zachodniej, między Morzami Śródziemnym a Północnym, Francja ma strategiczne znaczenie w dobie obu kryzysów – migracyjnego i uchodźczego – jako państwo tranzytu do Wielkiej Brytanii. W końcu ma ona długą tradycję kraju przyjmującego imigrantów i azylantów, a także stosowania określonych rozwiązań politycznych, prawnych i instytucjonalnych w tym zakresie.
Celem niniejszego artykułu jest wprowadzenie do zagadnienia dobrych praktyk w polityce imigracyjnej i integracyjnej Francji na przykładzie wybranych badań Europejskiej Sieci Migracyjnej. W kolejnych częściach opracowania podjęto rozważania nad pojęciem dobrych praktyk i zaprezentowano Europejską Sieć Migracyjną, a także omówiono kwestię dobrych praktyk w polityce migracyjnej i integracyjnej Heksagonu, odwołując się do dwóch projektów badawczych wspomnianej sieci.

Migracje międzynarodowe uznaje się za jeden z najważniejszych trendów współczesnego świata. Ich skala i natężenie wykazują tendencję wzrostową, a także odznaczają się coraz większą dywersyfi kacją pod względem głównych kierunków i korytarzy migracji. Przyczyny migracji są wielorakie – mają zarówno charakter społeczno-ekonomiczny, polityczno-humanitarny, kulturowo-religijny, jak i klimatyczny. Doświadczenia państw członkowskich Unii Europejskiej w zakresie migracji i azylu są zróżnicowane, co ma duże przełożenie na prowadzenie przedmiotowej polityki. Niniejszy rozdział koncentruje się na doświadczeniach Francji w dziedzinie azylu i francuskiej polityce publicznej w tym zakresie, zwłaszcza w warunkach kryzysów migracyjnego i uchodźczego w Europie, począwszy od 2014 r.

Abstract
The current migration and refugee crises in Europe and the Mediterranean region capture the interest of politicians, journalists, researchers and experts, and inspire many questions about the causes and consequences of these massive migratory movements for the European Union, and about the effectiveness of the EU policy on migration and asylum. Currently, from the EU perspective at least two issues seem to be crucial: 1. how to solve the crisis situation already found in the EU, taking into consideration priority level(s) to face it – global, EU and/or national, the tools to be designed and implemented, the stakeholders to be involved in the problem-solving process; 2. what steps to take in order to prevent the deepening of the crisis and to halt the influx of new migrants to the EU, having in mind the interests of the Member States, the integrity of the EU, the overall political climate in the EU and respect for international law in the area of human rights and refugees.
The effectiveness of the EU migration and asylum policy has proven to be limited, because a national approach to the current problems and challenges prevails over the EU one. It is evident that, the European Agenda on Migration so far has been slow to be implemented, some strategic commitments have not yet been met and some others have been marginalized by different Member States. All that despite the fact that the EAM covered an immediate action plan to solve the difficulties in the Mediterranean, as well as medium and long term measures. This means that we also face a crisis of a common policy on migration and asylum in the EU – and even raises doubts whether such a policy exists, but also we are heading towards a much deeper political and institutional crisis of the EU, amplified by the potential exit of the UK from the EU (called ‘Brexit’) and a fundamental risk of lessened integrity and functioning of the Schengen area. The elaboration of a truly comprehensive and common migration and asylum policy at the EU level requires much more time, a revision of the legal framework (but more legal acts does not mean better); developing and sharing best (good) practices; adequate funding, but also solidarity and will to cooperate of all EU Member States. Additionally, a greater understanding and awareness of European societies in the field of migration processes, issues of human rights and mechanisms of integration of foreigners and migrants are necessary to design and effectively implement any policy.

The paper presents two important crises – migrant and refugee ones – having been experienced by the EU and its member states at least since 2014. They are different in nature but they coexist and affect each other. The aim of the article is to briefly describe the current migrant and refugee situation in Europe, identify the main problems and challenges in this area as well as discuss the solutions proposed at the EU level and their implementation. A particular attention is paid to the European Agenda on Migration announced by the European Commission in May 2015 that was supposed to address the increasingly complex phenomenon of migration in a comprehensive way, incorporating both internal and external dimensions of policy in that field.

The EU is one of chief immigration destinations in the 21st century, accompanied by significant migration movements within the Union. International migrations of people and its
consequences are the source of serious challenges for the EU and its Member States’ public policy. Migrations, together with other demographic changes experienced by Europe, such as
population aging, lead to, among others, increasing multidimensional diversity of the European societies which in turn influences economic, social and political processes within
the EU. Therefore understanding the causes, effects and changes themselves is necessary before effective migration, integration and demographic policies can be devised and
implemented. While devising long-term public policy, other states’ and regions’ public policy may be source of inspiration or warning. The United States with its economic and demographic
potential and position as immigration receiving country, as well as its history of being established and shaped by immigrants, and therefore experience in designing immigration and
integration policies, are natural point of reference for the European Union. In this context we need to ask whether it is possible for the European Union to use experience of the United States in solving its own problems with influx of migrants, particularly from third states? International migration flows are a complex phenomenon that is best addressed from
many approaches. Therefore, the present paper is interdisciplinary in character and aims at comparing migration situation of the European Union and the United States and its
consequences in the effort to establish whether both entities face the same challenges and if so, if the European Union can use the U.S. experiences to inspire solutions to its problems
with immigration. The leading research methods used during preparation of this paper include international comparisons and analysis of official documents and statistics.

Celem artykułu jest opis i analiza wybranych aspektów dotyczących funkcjonowania rynku pracy we Francji na przełomie XX i XXI w. W pierwszej części opracowania przedstawiono krótką charakterystykę francuskiego rynku
pracy w latach 1991–2011, uwzględniając podział ludności na aktywną i bierną zawodowo oraz pracującą i bezrobotną. W
drugiej części omówiono sytuację absolwentów na rynku pracy, biorąc pod uwagę w szczególności ich poziom wykształcenia. Pracę kończą wnioski. Wiodącą metodą badawczą jest metoda analizy francuskich dokumentów urzędowych i danych statystycznych. Materiał badawczy został uzupełniony w oparciu o literaturę przedmiotu.

Summary
The objective of this article is to describe and analyse certain aspects of the French labour market at the turn of the 20th and 21st century. The first part of the paper contains a brief description of the labour market in France during 1991–2011, focusing on the division of the population into economically active and inactive as well as into the employed and the unemployed. In the second part of the study the situation of graduates (young people) on the labour market was discussed, taking into account their level of education. The article ends with some conclusions. The main research method is an analysis of French official documents and statistics. The research material is also based on the study of literature.

International migration is a real challenge facing the European Union and its Member States today and in the near future. The EU has been one of the main destinations of increasing immigration on the regional and global scales since the beginning of the 21st century, while at the same time experiencing important migratory movements within its borders. Therefore, it has been looking for effective solutions to approach the multidimensional consequences of the growing influx of migrants into its territory. However, the events in international relations – especially in the Mediterranean Region after 2010 – raise more questions than provide answers. The aim of this paper is to present the recent immigration trends to the EU Member States, highlighting, in particular the importance of their consequences, as well as to discuss the challenges they introduce together with possible solutions at the EU level.

The effectiveness of the EU migration and asylum policy has proven to be limited, because a national approach to the current problems and challenges prevails over the EU one. It is evident that, the European Agenda on Migration so far has been slow to be implemented, some strategic commitments have not yet been met and some others have been marginalized by different Member States. All that despite the fact that the EAM covered an immediate action plan to solve the difficulties in the Mediterranean, as well as medium and long term measures. This means that we also face a crisis of a common policy on migration and asylum in the EU – and even raises doubts whether such a policy exists, but also we are heading towards a much deeper political and institutional crisis of the EU, amplified by the potential exit of the UK from the EU (called " Brexit ") and a fundamental risk of lessened integrity and functioning of the Schengen area. The elaboration of a truly comprehensive and common migration and asylum policy at the EU level requires much more time, a revision of the legal framework (but more legal acts does not mean better); developing and sharing best (good) practices; adequate funding, but also solidarity and will to cooperate of all EU Member States. Additionally, a greater understanding and awareness of European societies in the field of migration processes, issues of human rights and mechanisms of integration of foreigners and migrants are necessary to design and effectively implement any policy.

Immigration and integration policy in France under the presidency of Nicolas Sarkozy – the outline of the problem One of the most important contemporary demographic challenges for Western Europe is the phenomenon of growing immigration and the associated need for the integration of immigrants who settle in host countries. This problem also occurs in France, which is a country with a long tradition of migration. This article aims to highlight the key issues concerning immigration and integration policy in France under the presidency of Nicolas Sarkozy (2007-2012). In this paper I discuss the state of research on the issue of immigration and integration in France on the basis of Polish publications of recent years. Then I pay attention to the importance of the methodology and definitions used in the research. I show it in the example of definitions of a foreigner, an immigrant and a descendant of an immigrant. In the next part of my article I refer to the concept of integration and its different dimensions. The paper shows the current structure of the immigrant population in France, with an emphasis put on the situation of Maghrebians and presents a calendar of major events in French immigration policy in 2006–2012. In the last part of the study I try to answer the question of whether immigration policy and the French model of integration are effective. This assessment is inconclusive, although more and more critical voices are heard. The problem seems to stem from the fact that public authorities are much more focused on the legal and political dimension of integration rather than on socio-economic one. The events of 2005–2006 resulted in an unexpected wakening, which led to a change in public policies. At this point I present the view of some Polish and foreign researchers and the position of High Council for Integration on the immigration and integration policy in France. In conclusion, I mention some research problems whose importance will grow in the near future and that may be a real challenge for France.

In the light of the intensifying migration and refugee crises in Europe, various international st... more In the light of the intensifying migration and refugee crises in Europe, various international stakeholders such as the UNHCR, the IOM and the EU have taken a stance in the debate. Among them, the OECD is the organization that stands out with its pragmatic policy-oriented approach rooted in its vast advisory experience, global outlook and socio-economic profile. A thorough examination of the OECD’s contribution to the debate on the crises leads to the conclusions that migrants coming to Europe in large numbers in recent years, most of whom are in need of international protection, create an opportunity for improvements in the areas of demographic and economic development in Europe. However, in order to make adequate use of their potential for their own and their host countries’ benefit, it is necessary that the European immigration and integration policies be revised and adapted to new political/legal conditions and economic circumstances.

Sytuacja demograficzna Francji na przełomie XX i XXI wieku-analiza wybranych zagadnień Streszczen... more Sytuacja demograficzna Francji na przełomie XX i XXI wieku-analiza wybranych zagadnień Streszczenie Przedmiotem rozważań w artykule jest potencjał demograficzny Francji na przełomie wieków XX i XXI. Odpowiedź na pytanie badawcze o sytuację demograficzną tego państwa zawiera się w pogłębionym opisie, analizie i ocenie jego zasobów demograficznych w latach 1991-2013, głównie w odniesieniu do części metropolitarnej. Z uwagi na szeroki i złożony zakres przedmiotowej problematyki, w artykule ograniczono się do analizy wybranych aspektów sytuacji demograficznej Francji, uznanych za szczególnie ważne i interesujące. W konsekwencji opracowanie składa się z trzech zasadniczych części, w których kolejno omówiono: bilans ludności i zmiany w strukturze demograficznej mieszkańców państwa, ruch naturalny ludności (urodzenia i płodność oraz umieralność, z wyłączeniem kwestii małżeństw i rozwodów) oraz migracje zagraniczne, z naciskiem na imigrację do Francji. Podsumowując, sytuacja demograficzna Francji jest relatywnie korzystna w porównaniu do innych państw europejskich (m.in. rosnąca ogólna liczba ludności, drugie miejsce w UE pod względem zaludnienia, dodatnie saldo naturalne i saldo migracji, zbliżanie się do granicy prostej zastępowalności pokoleń). Proces starzenia się społeczeństwa jest głównym wyzwaniem demograficznym, we Francji postępuje jednak relatywnie wolniej niż w innych państwach Europy. Z uwagi na swoją sytuację demograficzną Francja realnie wpływa na kształt polityki europejskiej, m.in. w zakresie migracji zagranicznych.

Jej terytorium obejmuje nie tylko część metropolitarną, lecz także posiadłości zamorskie, a strefy wpływów i interesów wykraczają poza Europę, czego przykład stanowi Afryka i świat arabsko-muzułmański. W okresie zimnej wojny uzyskała ona niezależną siłę odstraszania nuklearnego, co uczyniło z niej jedną z pierwszych potęg atomowych. Jest także członkiem wielu organizacji międzynarodowych, w tym jako jedno z pięciu państw ma zapewnione stałe miejsce w Radzie Bezpieczeństwa (RB) Organizacji Narodów Zjednoczonych (ONZ). Ponadto angażuje się w proces integracji regionalnej w ramach Unii Europejskiej, a także uczestniczy w strukturach Sojuszu Północnoatlantyckiego i na forum G-8, będąc jedną z najlepiej rozwiniętych i uprzemysłowionych gospodarek w skali globu. Only in this way, it will be possible to have a solid and healthy discussion on the prospect of an efficient global governance regime. This Special Section addresses this imperative by exploring the prospect of turning away from ad hoc migration management towards holistic global migration governance. Migration defies any moral judgment and imposes moral obligations on those more fortunate. Tools and, so, policies are needed to follow this moral imperative of serving without harming. Transaction costs and red tape are nevertheless central in the debate. This Special Section sheds some light on it.

The objective of this article is to examine to what extent the migrant and refugee crises 2014+ in Europe, the limited effectiveness of the EU migration and asylum policy and the differences between the MS in their approaches infl uenced the situation, in which the Visegrad states attempted to fi nd a common voice, strengthen their position in the EU and formulate the basis for the future common policy

With 11 million illegal aliens living in the United States, according to the 2010 US Census Data,... more With 11 million illegal aliens living in the United States, according to the 2010 US Census Data, it seems justified that illegal immigration is considered one of the most important problems of US immigration policy reform debate. Similarly, irregular immigration should also be considered a key challenge in the immigration policy debate in the European Union in the midst of the migration and refugee crises. However, direct comparisons are rare and often misleading. In the present paper we are analysing legal approaches towards defining unauthorized/illegal/irregular immigration in both entities and seek for the consequences of using different definition for analysis, public understanding and policy debates, and designing and implementing government policies. Various research methods were used in the preparation of this interdisciplinary paper, including the analysis of statistical data and the content analysis of acts of law and documents published by governmental and international institutions and organizations as well as NGOs.

Ich uwaga często koncentrowała się na moralnych i prawnych aspektach kryzysu z perspektywy państw europejskich. Na tym tle wyróżnia się Organizacja Współpracy Gospodarczej i Rozwoju (OECD), która proponuje zdecydowanie bardziej pragmatyczne, skoncentrowane na politykach szczegółowych – migracyjnej i integracyjnej, podejście do kryzysu i jego następstw. Jest to możliwe dzięki jej wieloletniemu doświadczeniu jako organizacji międzynarodowej o charakterze doradczym, eksperckim i pomocowym w zakresie zagadnień społeczno-ekonomicznych i rozwojowych. Podkreśla ona demograficzne i gospodarcze możliwości rozwoju, jakie może przynieść Europie napływ dużej liczby migrantów na jej terytorium. Oczywiście pozostaje pytanie, czy państwa członkowskie OECD (i nie tylko) będą potrafiły przekuć nowe możliwości w trwałe korzyści społeczno-ekonomiczne.

Problem społecznych uwarunkowań mocarstwowej pozycji Francji w pierwszej dekadzie XXI w. nie został wyczerpująco ujęty w literaturze przedmiotu, podczas gdy jest to bardzo ciekawy przypadek państwa o wielowiekowej tradycji mocarstwowości. Od XVII do XX w. Francja ewoluowała od mocarstwowości uniwersalnej do regionalnej. Mając na uwadze kryterium zasięgu jej wpływów (w ujęciu geograficznym), współcześnie można ją postrzegać jako mocarstwo regionalne (na tle Europy lub Unii Europejskiej) o globalnych interesach [Pachocka, 2011, s. 197] . Jednocześnie, przy zastosowaniu kryterium rodzaju wpływów, wyróżnia się ona szczególnie w dziedzinie kultury, będąc sektorowym mocarstwem kulturowym [Włodkowska, 2004, s. 168]. Celem niniejszego artykułu jest określenie znaczenia czynnika społecznego dla międzynarodowej pozycji współczesnych mocarstw na przykładzie Francji. Ponieważ analizowany przypadek stanowi Hexagone , metoda studium przypadku jest wiodącą metodą badawczą. Stosuję również metody statystyczne w celu analizy danych, głównie demograficznych, metodę krytycznej analizy tekstu oraz metodę opisową. Pracę uzupełniają wykresy trendów i struktury omawianych zjawisk.

The global financial crisis of 2008 and the accompanying economic crisis led to a greater interes... more The global financial crisis of 2008 and the accompanying economic crisis led to a greater interest of the European Union and its Member States in the condition of the European economy and public finances. Issues such as the demographic situation in the EU were of secondary nature and were invoked primarily as a context for socioeconomic and financial problems. However, in recent years, due to systematic publications, both by international organizations (e.g. United Nations, Eurostat) and national institutions of long-term population projections and its revisions for countries, regions, continents and the world, the awareness of the importance of demographic issues has been increasing. The EU began to recognise the importance of demographic trends in the early 2000s. In its Communication on The demographic future of Europe-From challenge to opportunity, the European Commission identified five core directions to be taken into account while adjusting EU and national policies to the changing demography of the Union. They were as follows: "promoting demographic renewal in Europe; promoting employment in Europe: more jobs and longer working lives of better quality; a more productive and dynamic Europe; receiving and integrating migrants in Europe; sustainable public finances in Europe: guaranteeing adequate social security and equity between the generations" (European Commission, 2006). In the Europe 2020 strategy aiming at smart, sustainable and inclusive growth in the EU, population issues arose mostly in the context of an ageing population and its consequences for the labour market and the social security system (European Commission, 2010).
