International Journal of Energy Economics and Policy Security of the Energy Supply in Turkey: Prospects, Challenges and Opportunities

In today's world, energy is one of the most important inputs for a multitude of industries and production branches. Access to uninterrupted, adequate, reliable, cheap, stable and sustainable energy has become essential to the basic functioning of modern societies. Ensuring energy security is of critical importance in terms of economic stability and sustainable growth. Interruptions in the energy supply can cause serious economic and social losses. Lack of energy security discourages investors by threatening production and increasing costs. The aim of this study is to identify the primary risks concerning the security of the energy supply in Turkey and to propose solutions. The study discusses the current state of energy security in Turkey, which is substantially dependent on foreign supply to meet its energy needs. The study also examines the importance of the advantages and opportunities offered to Turkey by both domestic and renewable resources, which are not being fully utilized, despite their high potential, and Turkey's potential to become an energy transit hub in terms of energy security.

How Does Energy Security Definition Vary Across Nations? A Review of Major Energy Consumers

The energy security issue has been paid close attention by many countries owing to the rising energy demand, the limited energy reserve, and the climate change problem. In spite of the broad concern, there is no globally accepted definition of energy security because, for any country, the impact of energy insecurity is highly correlated with its economic status, its resource endowment, its geopolitical partnership, as well as many other nation-specific features. Therefore, by using some of the world's largest energy consuming nations as examples, this article reviews the definitions of energy security and discusses the strategies to enhance it, in order to provide insight for policy makers from different countries. The results find that major energy consuming countries take measures to improve energy security status primarily by improving energy self-sufficiency and increasing energy diversification. Besides, this study also provides suggestion for different countries to take part in international energy cooperation in order to achieve a Pareto improvement of their energy security statuses.

Energy security is a fuzzy concept that has traditionally been used to justify state control over energy and a reluctance to deal with energy issues at global level. However, over time, the concept is acquiring different meanings that are applicable at different levels of governance. Many of the elements of the new definitions also imply a number of inherent contradictions. Concern about the security of energy supplies began with the oil crises of the 1970s. More recent events, namely the collapse of the Soviet Union, the Gulf Wars, and the attacks of September 11, 2001, have changed the shape of such fears. They have made energy security an important item on the national security agendas of many countries. Energy security has become synonymous with national and economic security.

Energy consumption in Turkish economy has been rising continuously and composition of energy mix will be substantially changed in forthcoming periods due to environmental concerns and economic sustainability. On the other hand, energy shortage expected to increase because of accelerating economic activities and increase in population. In addition, structure of energy markets and demand/supply balance in Turkey are closely related with financial stability (current account deficit). Therefore, there is need to balance between energy consumption-economic growth and environment duality in energy policy. Conversely, any disruptions in energy supply will lead to destabilize economy, interruption in output and suspend social life in the long term. Accordingly, rising and ennsuring energy security would be helpful for Turkish economy. In this frame we assesed energy security in line with Cabalu (2010) on the basis of energy intensity, import dependency, domestic production and geopolitical risk indicators. Lastly, we derived a composite security index from them. Results showed that Turkey is vulnerable in terms of fossil fuels due to insufficient domestic production and huge share in the national energy mix. On that note, policy makers can target possible sources of supply disruptions and mitigate their effects by taking measures against risks in energy security.
