This paper describes a customer-to-carrier trouble administration service based on the Network Management Forum (NMF) service management concept. Implementing a trouble administration gateway for direct on-line submission and interaction of trouble tickets is being realized through a standard interface known in industry as “Electronic Bonding”. This interface supports connectivity between an ISO/ITU-T Common Management Information Protocol (CMIP) manager and multiple agents. A Defense Information Systems Agency (DISA) project, described herein, enables a customer, acting in a manager role, to track trouble reports across public carrier networks.

Supplementary Cluster Activities constitute an important organisational part within the structure of the German Cluster of Excellence “Tailor-Made Fuels from Biomass” at RWTH Aachen University, because they focus on the entire clusters efficient networking process and successful strategic cluster development. As research teams from different scientific fields collaborate, the strategic management of interdisciplinary processes becomes necessary to enhance scientific cooperation. Therefore, amongst other measures of cluster development, a Balanced-Scorecard-Approach is implemented to measure the performance of the entire Cluster of Excellence. With the annual implementation of the Balanced-Scorecard-Approach, crucial key performance indicators have been collected, compared and analysed for the strategic management of the Cluster of Excellence, to facilitate innovation activities through adequate measures.

Wireless Community Networks (WCNs) are bottom-up broadband networks empowering people with their on-line communication means. Too often, however, services tailored for their characteristics are missing, with the consequence that they have worse performance than what they could. We present here an adaptation of an Open Source P2P live streaming platform that works efficiently, and with good application-level quality, over WCNs. WCNs links are usually symmetric, or at least asymmetry is not by design as it is in ADSL, and a WCN topology is local and normally flat (contrary to the the global Internet), so that the P2P overlay used for video distribution can be adapted to the underlaying network characteristics. We exploit this observation to derive over- lay building strategies that make use of cross-layer information to reduce the impact of the P2P streaming on the WCN while maintaining good application performance. We experiment with a real application in real WCN nodes, both in the Community-Lab provided by the CONFINE EU Project and within an emulation framework based on Mininet, where we can build larger topologies and interact more efficiently with the mesh underlay, which is unfortunately not accessible in Community-Lab. The results show that, with the overlay building strategies proposed, the P2P streaming applications can reduce the load on the WCN to about one half, also equalizing the load on links. At the same time the delivery rate and delay of video chunks are practically unaffected.

The integration of IMS networks will enable telecom operators to evolve in a manner transparent to the incessant demand for the multimedia services. However the QoS management mechanisms defined for IMS networks are considered poor in oversight and monitoring real-time services. Moreover the eTOM Framework includes the scenarios of monitoring service delivery that enable real-time tracking services being supplies. These specifications are standard and contain no specification for IMS networks. We propose in this paper a new approach to monitoring of IMS networks, and eTOM process based, the monitoring architecture is deploying by the WSOA concept.

Este relatório sintetiza os resultados do Seminário “Grandes Desafios de Pesquisa em Redes de Computadores e Sistemas Distribuídos – GranD-ReSD”, realizado em Brasília no dia 5 de maio de 2013. O seminário, promovido pela Comissão Especial de Redes de Computadores e Sistemas Distribuídos (CE-RESD) da Sociedade Brasileira de Computação (SBC) e pelo Laboratório Nacional de Redes de Computadores (LARC), reuniu 28 pesquisadores brasileiros e teve como objetivos discutir e identificar
os principais desafios de pesquisa para os próximos 10 anos, nas áreas de Redes de Computadores e Sistemas Distribuídos. O processo de identificação dos desafios foi realizado em três etapas: uma chamada pública de propostas de temas de desafios de pesquisa para toda a comunidade; um seminário presencial durante o Simpósio Brasileiro de Redes de Computadores e Sistemas Distribuídos (SBRC 2013); e uma reunião da Comissão Organizadora para a edição deste documento. O programa do seminário presencial, por sua vez, foi dividido em quatro etapas. Inicialmente, os trabalhos selecionados foram apresentados oralmente. A seguir, houve uma discussão, conduzida pelos Coordenadores do seminário, para consolidação das propostas apresentadas e inclusão de temas ainda não cobertos. Após ampla discussão, chegou-se a cinco desafios consensuais presentados neste documento. Em seguida, os participantes foram divididos em quatro grupos de trabalho, que resumiram as ideias principais e listaram tópicos de
pesquisa em cada um desses desafios. Os participantes dos grupos de consolidação e os autores das propostas submetidas são os autores listados neste documento. Para finalizar, os desafios e seus tópicos foram apresentados para todos os participantes presentes.

The growing demand for electricity makes the power grid ever expanding day by day and more and more complex. There is a potential requirement to continuously monitor the power grid and thus making it smarter and reliable. Traditional measurement systems are getting replaced by PMUs, which enables the online monitoring of the power system. With the aid of GPS, PMUs can measure the phasor values of voltages at the bus, where it is placed and the current through the branches connected to that bus. The Current measurement enables us to estimate the voltages at the neighbouring buses. Because of this, placing PMUs at all buses for the complete monitoring of the power system is redundant. Finding the optimal locations of PMUs to make the power system completely observable is of great research interest. This paper proposes the optimal locations of PMU in Tamil Nadu state of Indian power grid using ILP. PMU placement problem has been formulated and optimization has been carried out. Results showing the various optimal locations are tabulated.

As the complexity of commercial cellular networks grows, there is an increasing need for automated methods detecting and diagnosing cells not only in complete outage but with degraded performance as well. Root cause analysis of the detected anomalies can be tedious and currently carried out mostly manually if at all; in most practical cases, operators simply reset problematic cells. In this paper, a novel integrated detection and diagnosis framework is presented that can identify anomalies and find the most probable root cause of not only severe problems but even smaller degradations as well. Detecting an anomaly is based on monitoring radio measurements and other performance indicators and comparing them to their usual behavior captured by profiles, which are also automatically built without the need for thresholding or manual calibration. Diagnosis is based on reports of previous fault cases by identifying and learning their characteristic impact on different performance indicators. The designed framework has been evaluated with proof-of-concept simulations including artificial faults in an LTE system. Results show the feasibility of the framework for providing the correct root cause of anomalies and possibly ranking the problems by their severity.

The concept of assessing quality of service (QoS) provision is often represented in many different ways by various specialists groups including, computer scientists, network engineers, network administrators, Internet services providers, and university business managers. Users’ perception of telecommunications network infrastructure QoS provision is critical to successful business management operation of any organization. This thesis establishes the relationship between the user’s perception of QoS and the network QoS parameters. It identifies the causal relationship between these entities such as a user’s network usage behaviour and network parameters. By identifying what is causing what (i.e., is it a peak hour that degrades the network, is it a network setting that causes QoS degradation, etc) it contributes towards the improvement of Information Technology (IT) network management and monitoring policies.
This thesis adopts the subjective research paradigm presenting an enhanced disconfirmation model in Chapter Six that merges a business viewpoint of QoS
provision by conducting the IT survey questionnaire discussed in Chapter Five and a
series of network measurements discussed in Chapter Four.
This thesis utilizes Staffordshire University’s network communications infrastructure (SUNCI), as a testing platform to assess QoS provision in the light of the users’ perception, and compares it with the network management monitoring reports. Since the first implementation of SUNCI, the network management team have practised reactive network monitoring policies and did not have any guidelines on how to assess and manage QoS provision.
This thesis offers a cost effective methodology to assess QoS provision with a minimum effect on SUNCI performance and functionality, as well as providing a literature review and theoretical background on QoS. The thesis assesses SUNCI performance, by examining its current network management and monitoring practices, and conducting real-time network measurements. In order to assess the users’ perception of QoS, this thesis presents the formulation of the IT survey questionnaire, data collection and critical evaluation of its results.
The results suggest the level of users’ satisfaction of SUNCI QoS provision, guidelines and strategies for its future assessments and continuous improvements. The thesis lays ground for further research in promoting developments of engineering techniques in conjunction with a merger between the engineering and business perspectives on the QoS provision. The thesis methodology may be easily adapted to any telecommunications network infrastructure in the world.

Network management is arguably one of the most important challenges faced by the owners and operators of advanced networks and services. Lucent Technologies, as a major equipment vendor, and Bell Labs, as its R&D arm, have had extensive historical experience with designing network management systems for AT&T telecommunication networks and other associated data networks. This experience enables Lucent to provide unique differentiation to its products and also places it in an excellent position to address the network management needs and challenges of the emerging networks and services. This issue of the Bell Labs Technical Journal provides a sample of some of the many the activities, tools, technology trends, and designs currently under way in network management in various wings of Lucent. This paper, an introduction to the issue, discusses the evolution of network management, placing it in the context of underlying networking trends. In addition, it provides a brief introduction to the papers presented in this issue, which together provide a snapshot of Lucent's network management activities in support of an efficient, reliable, and flexible networking vision.

The Quality of Experience (QoE) management procedures for multimedia services benefit from an effective collaboration between the Mobile Network Operators (MNOs) and the Over-The-Top (OTT) service providers as the former can allocate the appropriate network resources to the users and the latter has access to key influence factors for having a proper view of the provided QoE. One successful collaboration model is the zero-rated data rate approach, according to which the MNO limits the data rate of the users towards the collaborating OTT applications with the benefit for the user that the generated traffic is not counted in her monthly contract data limit. Accordingly, the MNO may reduce the network congestion, and the users are encouraged to select the collaborating OTT applications. Though, this approach does not consider the resulting QoE, which may vary significantly from one user to another even if the same throughput is given. Based on this consideration, in this paper, we proposed the zero-rated QoE approach, according to which the limit is introduced in terms of QoE rather than throughput. This clearly requires a stronger collaboration between the OTT and the MNO, as the first has to give access to the second to quality influence factors and the latter to allocate resources according to the predicted QoE. The contributions of this paper are: the introduction of the novel zero-rated QoE approach with particular reference to video streaming services; the definition of novel components in the 3GPP architecture so that this approach can be introduced; the definition of the algorithm for the allocation of the appropriate radio resources to each user; a simulation analysis where the proposed approach is compared with respect to the former zero-rated approach, which shows significant improvements in terms of average provided quality and quality fairness at the same overall throughput.
