This paper proposes a reflection on the tactical modes of production and consumption of spatial structures from the study of urban situations located in the center and the periphery. The argument is based on the critique of political economy applied to the social production of space, as discussed by Michel de Certeau, David Harvey, and Neil Brenner. The Marxist concept of estrangement (Entfremdung) is the basis for the presentation of Tactical Urbanism as an alternative to Neoliberal Urbanism, as it reveals the dialectics between production and consumption. Suppose the human condition depends on work, production, and consumption. In that case, the critique must be about the modes of producing and consuming and about the processes of objectification, subjectification, and material appropriation. I recognize the everyday life importance of tactical practices, and I identify the contradictions inherent in the approach by presenting four examples. They were selected according to their position concerning the center on a global and a local scale: the "Central Line Party" in London (United Kingdom), located in the center of a city in the Global North; the "Station Beach" in Belo Horizonte (Brazil), in a central neighborhood in the South; the "Park (ing) Day" in San Francisco (United States), in a peripheral region in the North; and "Nego's Playground" in Esmeraldas (Brazil), on the outskirts of a peripheral city in the Global South. These cases reveal the different material conditions of neoliberal cooptation. The tactical practices of the periphery reveal other possibilities of disruption of the neoliberal strategic planning system.

This paper presents an up-to-date (until December 2014) review of parklets in the following West Coast cities: San Francisco, Oakland, Berkeley, Long Beach, Los Angeles, San Diego, Portland, Seattle, and Vancouver. It also includes the beginnings of a parklet inventory that could be expanded upon by city and through time [link]. Through examining case studies, this paper hopes to provide advice to people who aim to create parklets, and to cities to learn from each other in developing their parklet programs.

A presente pesquisa se insere em um conjunto de estudos acadêmicos e institucionais desenvolvidos acerca de áreas em situação de desuso ou de ambiência urbana hostil. Os estudos têm sido conduzidos no intuito de contribuir para o resgate do sentido de urbanidade nas cidades a partir de micro intervenções de caráter socializador, a exemplo dos pocketparks e parklets. Este trabalho focaliza especificamente, as condições de implantação de parklets sobre calçadas.
O objetivo do modelo é ampliar o espaço por pessoa na cidade, tornando ruas e bairros mais humanos e amigáveis, ativando a recreação, comércio local e restringindo o espaço dos automóveis nas cidades. Um parklet visa contribuir para o resgate do sentido de urbanidade nos cidadãos em pontos das cidades onde ela tende a desaparecer devido a condições ambientais inadequadas e desconfortáveis.

A singular and modest activist action, a temporary park created in San Francisco, grew into the global urban Park(ing) Day (PD) phenomenon. This tactical urbanism event not only expanded to be annually celebrated in thousands of parking lots all over the world but became an inspiration for urban planning and policy changes. The permanent rendition of Park(ing) Day, parklets, resulted from the movement but did not stop the spread of PD itself. This article presents case studies from New Zealand and Poland, two geographically and culturally distant locations where PD has further developed and evolved gaining local qualities. Through research methods such as research in design, secondary data analysis and expert interviews we study the trajectory of PD evolution and the role and interpretation of it in different parts of the globe. The results show a narrative of successive popularisation and institutionalisation as well as diversification. Departing from its grassroots, guerilla and assertive traits, PD has grown to become an artistic, creative and urban planning tool. As an established, recognised action and an 'attractive' idea, PD has great potential for designer education, allowing a venue for implementing methods such as design-build and live project.

Resumo Percebendo-se as necessidades atuais no campo da mobilidade e, deste modo, buscando soluções compatíveis com a realidade do público universitário, o artigo destaca o desenvolvimento de um produto-um Parklet com Paraciclo-que incentive o uso das bicicletas no trajeto casa/trabalho/universidade e, ao mesmo tempo, promova dentro do campus a consciência da integração social, da preservação do meio ambiente e da reutilização de bens outrora descartados. Com o auxílio de softwares de edição de imagens, de desenho bidimensional e de modelagem tridimensional, assim como com a confecção de um modelo em escala reduzida, visualizou-se um produto passível de ser implantado no Campus 2 da Universidade Regional de Blumenau (FURB), no município de Blumenau, em Santa Catarina. Esse produto contempla o reaproveitamento de pallets de madeira provenientes das indústrias da região e busca promover a utilização de bicicletas pelos fre-quentadores do campus, além da interação dos mesmos nos períodos entre aulas. Dentre outros aspectos, percebeu-se a importância dos métodos do design para a concepção de projetos de produtos sustentáveis; além da percepção de que a implantação de projetos similares a este poderá contribuir para a diminuição de veículos motorizados nas ruas blumenauenses e promover a saúde e o bem-estar dos usuários por meio do incentivo ao exercício diário. Adicionado aos fatores expostos, acredita-se que as relações interpessoais entre os usuários desse campus universitário podem ser melhoradas a partir de um ambiente agradável ao ar livre e favorável para os momentos de lazer entre os períodos entre aulas.

This paper presents a study about the Project Management application in temporary interventions, such as the denominated Parklets, for urban spaces that are forgotten or underutilized by society: residual spaces. These spaces, which undergo transformations, can become safer, more leisurely and convivial spaces; leading to improvements in the users' lives. This work considers, through the scenario analysis and the carioca legislation for Parklets (Paradas Cariocas: Rio Decree Nº39.983 of April 10, 2015), time, quality and stakeholders as the main variables belonging to this project. This paper presents a hypothetical case study of a Parklet, based on good practices according to the PMI (2013) and the Canvas method. This case study is located in Rio de Janeiro; a city that has undergone several modifications in its urban structure in recent years, due to the Rio 2016 Olympics and Paralympics Games.
