Liao entstammte einer reichen Familie aus der südchinesischen Provinz Guangdong. Er wurde in Japan geboren und wuchs zweisprachig auf. Sein Vater Liao Zhongkai war einer der führenden Kuomintang-Politiker und wurde ermordet, als Liao Chengzhi 17 Jahre alt war. Drei Jahre später schloss Liao sich den Kommunisten an und war Teilnehmer am Langen Marsch. Er überlebte die politischen Säuberungen in der Kommunistischen Partei hauptsächlich aufgrund seiner familiären Abstammung. Diese Rolle füllte er auch aus, als Mao Zedong mit der Hundert-Blumen-Bewegung die Intellektuellen herausforderte, in der Zeit des Großen Sprungs nach vorn konnte Liao größere Schritte in Richtung Normalisierung mit Japan setzen. Während der Kulturrevolution wurde Liao hingegen aus dem Zentralkomitee ausgeschlossen und kam unter Hausarrest. Nach dem Fall von Lin Biao wurde Liao rehabilitiert. Nach Maos Tod trieb er die Normalisierungsverhandlungen voran, die in Deng Xiaopings vielbeachtetem Besuch des Jahres 1978 und dem Abschluss des Friedensvertrages gipfelten.
