La Declaración de Indulgencia (o la Declaración por la libertad de conciencia) fue una declaración promovida por el rey Jacobo II de Inglaterra, el 4 de abril de 1687. Constituyó un primer paso para establecer libertad de culto en Inglaterra. El texto de la declaración fue revisado, el 27 de abril de 1688, por el propio Jacobo, para incluir una ampliación al texto original. La declaración fue anulada el propio 1688, cuando Jacobo fue depuesto durante la Revolución Gloriosa.

The Indulgence was first issued for Scotland on 12 February and then for England on 4 April 1687. An early step towards establishing freedom of religion in the British Isles, it was cut short by the Glorious Revolution. The Declaration granted broad religious freedom in England by suspending penal laws enforcing conformity to the Church of England and allowing people to worship in their homes or chapels as they saw fit, and it ended the requirement of affirming religious oaths before gaining employment in government office. By use of the royal suspending power, the king lifted the religious penal laws and granted toleration to the various Christian denominations, Catholic and Protestant, within his kingdoms. The Declaration of Indulgence was supported by William Penn, who was widely perceived to be its instigator. The declaration was greatly opposed by Anglicans in England on both religious and constitutional grounds. Some Anglicans objected to the fact that the Declaration had no specified limits and thus, at least in theory, licensed the practice of any religion, including Islam, Judaism or paganism. Il Parlamento inglese, però, sospettando che il Re, con questo decreto, volesse in realtà favorire il Cattolicesimo, lo indusse a ritirarlo, sostituendolo con il Test Act del 1673 che, per verificare la fedeltà degli impiegati pubblici alla Corona ed alla Chiesa d'Inghilterra impose loro di accostarsi all'eucaristia anglicana. La "Dichiarazione di indulgenza" del 4 aprile 1687 (in inglese Declaration for the Liberty of Conscience, 'Dichiarazione per la libertà di coscienza'), fu il decreto di Giacomo II inteso ad essere il primo passo per introdurre in Inghilterra la libertà di religione.
