This article focuses on appraising the root causes of violence against women and children in Addi... more This article focuses on appraising the root causes of violence against women and children in Addis Ababa city administration. Hence, descriptive and explanatory research types, 517 sample size and both primary and secondary data were used. The article conclude that, even though different conventions and declaration, homegrown policies, rules and regulations were in place, the practice against women and children violence in Addis Ababa is poor. The involvement of government bodies, civil society, professional and humanitarian association, and NGO was recapped inadequate. Regardless of the types and causes of violence, violence against women and children has become an urban epidemic that has taken a toll on women and children's physical, psychological, sexual, and economic lives. Lawlessness and implementation gap; negligence and lack of sense of belongingness; economic problem/poverty; increase of migrants to Addis Ababa; harmful customs and disobedience; proliferation of sex films and the problem of using social media; proliferation of hookah and alcohol shops, proliferation of drug users, lack of coordinated civil society organizations and political instability were cited. Of which, urban poverty, unemployment, slum habitation, lawlessness, social structure, political turmoil, emigration, acculturation, wrong perception, youth addiction, psycho-problems, negative discrimination, poor infrastructure, poor media platforms and leadership failure were identified as root causes of violence against women and children. Therefore, the city administration should work on building a multi-sectoral and multi-level policy climate; building urban leadership and policy execution capacity; building women and child-sensitive social protection; creating comprehensive legislation landscape and developing victim compensation platform.

Hence, to analyze the mediating effect of organizational learning on intellectual capital and public servant performance, data from 517 samples was collected and analyzed using descriptive and explanatory research designs. The finding revealed that intellectual capital has a direct effect on public servant performance, but organizational learning is indirect. According to the SEM model, it is also suggested that organizational learning mediates the relationship between intellectual capital and public servant performance. Intellectual capital promotes organizational learning, which enhances public servant performance. This shows human, relational, and structural capital promotes and encourages knowledge acquisition, information interpretation and distribution, and organizational memory among public servants in Addis Ababa city administration. This confirmed the theoretical frame of the study. Hence, it is endorsed Ethiopian public sectors to apply intellectual capital and organizational learning to improve public servant performance.

Finally, the factors that impede the implementation of Professionalism and Professional Ethics were identified and the discussion was concluded that regardless of the institutional framework in-place and the establishment of anticorruption institutions, the application of professionalism and professional ethics was highly inhibited by lack of civil service neutrality, lack of district level decentralized anti-corruption institutions at Zones, Woredas and Sub Cities and poor accountability system.

The state of employee commitment is a multi-dimensional individual's psychological attachment to ... more The state of employee commitment is a multi-dimensional individual's psychological attachment to an organization. The genuine aspect of public sector organizations also depends to a large extent on the human resources they possess. Human resources are considered the main element that makes an organization tick, and without them, nothing in the organization would get done. Attracting and retaining the best-committed employees is the goal of every organization, but this is easier said than done. The state of employee commitment to organizational goals will also be incomplete without measuring the role of leadership. Hence, using a mixed method approach, the study tried to examine the state of employee commitment to organizational goals using the components of the Tri-Dia-Model of Employee Commitment and the Quartile-Model of Transformational Leadership. Employee engagement and job satisfaction were also used as common denominators to check the interface between employee commitment and organizational effectiveness. Descriptive and explanatory research types were employed to describe and explain the significant predictors of employee commitment. The sample size was 400 determined using methodological formulas from public sectors of the Addis Ababa City Administration. After gathering the relevant primary and secondary data, descriptive statistics, correlation, regression, factor and content analysis were used to analyze data. The study discussed the details and affirmed that, employee disengagement, unnecessary political interference, poor leadership support, discriminatory employee treatment, unfair incentives and remuneration, employee dissatisfaction, and poor employee commitment are some of the major factors affecting public servants' ability to execute organizational goals. Therefore, the city administration should have to take remedial action to control unnecessary political interference and the dyadic leadership style to promote employee commitment. A clear-cut separation of power between party politics and government bureaucracy must urgently be established. If not corrected, the status quo practices may, in addition to employee disengagement, dissatisfaction and poor commitment, jeopardize the organizational democracy and organizational effectiveness of the city and that of the country.

Accordingly, the purpose of the study is to analyze the industrial policy formulation practices in Adisabeba city administration: challenges and prospects. Under this applied research, a mixed research method has been employed to investigate the practices, challenge, and prospects of industrial policy formulation. The researcher has employed questionnaires, observations, and document review to collect data from key informants. A thematic content analysis has employed to systematically describe and categorize the meaning and content of qualitative data. Furthermore a descriptive method of analysis has been utilized for the quantitative aspect of the data. Employing such designs, the study shows that the city administration has good experience in adopting and industrial policies, and development strategies, pursuing a top-down policy-making approach under the ideological and policy direction of the central government. It has developed long experience of designing and executing development plans, master plans, and structural plans in general development policies and programmes. In addition, the city administration has experience of introducing economic and administrative reforms and development programs. Recently, the city administration has developed a lot of legal and intuitional procedures, regulations, and standards that help policy designing and enforcing concerning the city's development. The city administration has recorded rapid economic and intuitional development after the dawn fall of the Derg regime. Public institutions and bureaucratic apparatus that public policies can be developed have been instituted and expanded. All these recent intuitional and bureaucratic developments are the prospects for a better policy making process. However, lack of a comprehensive industrial strategy, corrupt practices and a rent-seeking conscience, poor oversight and accountability mechanisms, and weak institutional setup to monitor and evaluate the policy process are some of the barriers still existed. Finally, the researcher advised the city administration to introduce institutional reform, an institutional framework that prevents the misconduct and rent-seeking behaviour, expansion of private financial institutions and highly professionalized bureaucratic system, a legal framework that prevents party political intervention in policy making process, mechanisms for good coordination and communication, strong policy control, and evaluation system, institutional capacity building, an institutional mechanism and to accommodate multiple values and interests in policy process.

The Ethiopian government has introduced the change army scenario as a new modality to modernize the civil service. However, some empirical evidence indicates that though the new scenario is introduced, the civil service effectiveness is inhibited by many administrative bureaucracies. Therefore, the objective of this research is to examine the practice of the change army scenario in Addis Ababa. The relevant data was collected both from primary and secondary sources. The factors that impede the practice of change army were identified and concluded that regardless of the institutional framework in-place and some positive changes that can be cited, the application of the change army scenario is highly inhibited by misunderstanding and poorly leading the way; the application of change army is not uniform across the civil service institutions and the new scenario is not internalized; better performers are not rewarded and there is also lack of appraisal uniformity. Celebration of success is almost not practiced. Hence, the reality of the change army concepts and goals needs to be well communicated. Follow-up should be in place to make uniform the application of the new practice. Civil service leaders and process coordinators have to internalize and play their active role in leading changes.

In Ethiopia, civil service leaders are required to contribute towards the development of public sectors. To this regard, the district level decentralization in Ethiopia let civil service leaders to provide high quality public services and to ensure freedom of choice and customer participation since early 1991.The 1990s was the period of change in government from Central Planning to Federal system. It was during this time that the government has tried to restructure the civil service system as a structural adjustment with federal outlook. Not only theoretically but also in practical discipline, civil service leaders have the responsibility to implement effectively government policies and strategies. It was with this intention that, the autonomous Ethiopia civil service institutions in general and that of Tigray region's in particular were established and the civil service leaders were begun to operate independently the civil service organizations. It is believed that, a successful leadership is the cornerstone of government institutions to implement public policy which intern can have a direct impact on the development performance of a nation. However, some empirical evidence indicates that, the civil service leadership approach is inhibited by many administrative bureaucracies. Therefore, the objective of this journal article was to examine leadership role in implementing civil service reform in Ethiopia: the case of Tigray regional state. The May 1991 change of government (Socialist to Federal) was therefore a turning point for the civil service. It was during the early days of the EPRDF that the government tried to restructure the civil service system as a structural adjustment with federal sentiment (multi-party democracy and market driven economy). It was with this intention that, the autonomous civil service institutions were established and the civil servant was begun to serve with merit principles. It is believed that, a successful merit based human resource management is the cornerstone government institutions to implement public policies and strategies. This in turn also can have a direct impact on the development performance of the nation. However, some empirical evidence indicates that, the merit based human resource management is inhibited by many administrative bureaucracies. Therefore, the objective of this article was to examine the practice of merit based human resource management during the implementation of civil service reforms in Tigray regional state. To examine the merit based human resource management, the relevant data was collected both from primary and secondary data sources. Finally, the factors that impede the merit based human resource management were identified and the discussion was concluded that regardless of the institutional framework in-place, the application of merit disciplines as a guiding principles were highly inhibited by unnecessary political interference, poor separation of power, poor accountability system.

It rests on the principle that investing in human and social capital enables public servants to develop the capacities needed to thrive and to play an autonomous role in developing and renewing their communities. Both concepts and practices have evolved in the development communities, ranging from the institution-building to human resource development and then to capacity development/knowledge networks via reforming government Bureaucracies. It was with this intention that, the Ethiopian government reformed its civil service. It is also believed that, a successful civil service capacity building program is the keystone of government institutions to implement public policies and strategies. This in turn have a direct impact on the development performance of the nation. However, some empirical evidence indicates that, the civil service capacity building program in Ethiopia is inhibited by many administrative procedures. Therefore, the objective of this journal article was to examine the challenges of civil service capacity building programs. For this reason, the relevant data was collected both from primary and secondary data sources. Finally, the factors that impede the implementation of civil service capacity building were identified and the discussion was concluded that regardless of the institutional framework in-place and continual human resource development, the application of relevant training was highly inhibited by lack of skill gap analysis before training was provided for the civil servants of the study area.

However, establishing an effective UIL for a better economic development is still a challenging endeavor in Ethiopia, particularly in Tigray region. This study is aimed at assessing the status of UIL and in order to achieve such aim it analyzed the determinants of firms' intensity of interaction with the Mekelle University (MU) and the effect of the intensity of interaction on the relevant firms' innovation performance. The findings of the study showed that the status of UIL between the firms and the university in Tigray region was at an infant stage. The study also found that firm size, firm age (startups) and government supports have had a significant effect on firms' intensity of interaction with the MU. However, the firms' intensity of interaction with the MU did not have any significant effect on the firms' innovation performance. In contrast, cooperation with customers, other groups and suppliers, firm size, firm age, and in-house R&D activities were found to have a significant effect on the firms' innovation performance. In conclusion, the acquisition of knowledge and technology from university does not have an important role in firms' innovation performance in the studied region. Consequently, the government should design effective strategies and assign responsible bodies to implement the strategies, create awareness, and organize both firms and university to meet and work together in order to enhance firms' innovation performance.

Of which, urban poverty, unemployment, slum habitation, lawlessness, social structure, political turmoil, emigration, acculturation, wrong perception, youth addiction, psycho-problems, negative discrimination, poor infrastructure, poor media platforms and leadership failure were identified as root causes of violence against women and children. Therefore, the city administration should work on building a multi-sectoral and multi-level policy climate; building urban leadership and policy execution capacity; building women and child-sensitive social protection; creating comprehensive legislation landscape and developing victim compensation platform.

Hence, to analyze the mediating effect of organizational learning on intellectual capital and public servant performance, data from 517 samples was collected and analyzed using descriptive and explanatory research designs. The finding revealed that intellectual capital has a direct effect on public servant performance, but organizational learning is indirect. According to the SEM model, it is also suggested that organizational learning mediates the relationship between intellectual capital and public servant performance. Intellectual capital promotes organizational learning, which enhances public servant performance. This shows human, relational, and structural capital promotes and encourages knowledge acquisition, information interpretation and distribution, and organizational memory among public servants in Addis Ababa city administration. The genuine aspect of public sector organizations also depends to a large extent on the human resources they possess. Human resources are considered the main element that makes an organization tick, and without them, nothing in the organization would get done. Attracting and retaining the best-committed employees is the goal of every organization, but this is easier said than done. The state of employee commitment to organizational goals will also be incomplete without measuring the role of leadership. Hence, using a mixed method approach, the study tried to examine the state of employee commitment to organizational goals using the components of the Tri-Dia-Model of Employee Commitment and the Quartile-Model of Transformational Leadership. Employee engagement and job satisfaction were also used as common denominators to check the interface between employee commitment and organizational effectiveness. Descriptive and explanatory research types were employed to describe and explain the significant predictors of employee commitment. The sample size was 400 determined using methodological formulas from public sectors of the Addis Ababa City Administration. After gathering the relevant primary and secondary data, descriptive statistics, correlation, regression, factor and content analysis were used to analyze data. The study discussed the details and affirmed that, employee disengagement, unnecessary political interference, poor leadership support, discriminatory employee treatment, unfair incentives and remuneration, employee dissatisfaction, and poor employee commitment are some of the major factors affecting public servants' ability to execute organizational goals. Therefore, the city administration should have to take remedial action to control unnecessary political interference and the dyadic leadership style to promote employee commitment. A clear-cut separation of power between party politics and government bureaucracy must urgently be established. If not corrected, the status quo practices may, in addition to employee disengagement, dissatisfaction and poor commitment, jeopardize the organizational democracy and organizational effectiveness of the city and that of the country.

Accordingly, the purpose of the study is to analyze the industrial policy formulation practices in Adisabeba city administration: challenges and prospects. Under this applied research, a mixed research method has been employed to investigate the practices, challenge, and prospects of industrial policy formulation. The researcher has employed questionnaires, observations, and document review to collect data from key informants. A thematic content analysis has employed to systematically describe and categorize the meaning and content of qualitative data. Furthermore a descriptive method of analysis has been utilized for the quantitative aspect of the data. Employing such designs, the study shows that the city administration has good experience in adopting and industrial policies, and development strategies, pursuing a top-down policy-making approach under the ideological and policy direction of the central government. It has developed long experience of designing and executing development plans, master plans, and structural plans in general development policies and programmes. In addition, the city administration has experience of introducing economic and administrative reforms and development programs. Recently, the city administration has developed a lot of legal and intuitional procedures, regulations, and standards that help policy designing and enforcing concerning the city's development. The city administration has recorded rapid economic and intuitional development after the dawn fall of the Derg regime. Public institutions and bureaucratic apparatus that public policies can be developed have been instituted and expanded. All these recent intuitional and bureaucratic developments are the prospects for a better policy making process. However, lack of a comprehensive industrial strategy, corrupt practices and a rent-seeking conscience, poor oversight and accountability mechanisms, and weak institutional setup to monitor and evaluate the policy process are some of the barriers still existed. Finally, the researcher advised the city administration to introduce institutional reform, an institutional framework that prevents the misconduct and rent-seeking behaviour, expansion of private financial institutions and highly professionalized bureaucratic system, a legal framework that prevents party political intervention in policy making process, mechanisms for good coordination and communication, strong policy control, and evaluation system, institutional capacity building, an institutional mechanism and to accommodate multiple values and interests in policy process.

The factors that impede the practice of change army were identified and concluded that regardless of the institutional framework in-place and some positive changes that can be cited, the application of the change army scenario is highly inhibited by misunderstanding and poorly leading the way; the application of change army is not uniform across the civil service institutions and the new scenario is not internalized; better performers are not rewarded and there is also lack of appraisal uniformity. Celebration of success is almost not practiced. Hence, the reality of the change army concepts and goals needs to be well communicated. Follow-up should be in place to make uniform the application of the new practice. Civil service leaders and process coordinators have to internalize and play their active role in leading changes.

It was with this intention that, the autonomous civil service institutions were established and the civil servant was begun to serve with merit principles. It is believed that, a successful merit based human resource management is the cornerstone government institutions to implement public policies and strategies. This in turn also can have a direct impact on the development performance of the nation. However, some empirical evidence indicates that, the merit based human resource management is inhibited by many administrative bureaucracies. This study is aimed at assessing the status of UIL and in order to achieve such aim it analyzed the determinants of firms' intensity of interaction with the Mekelle University (MU) and the effect of the intensity of interaction on the relevant firms' innovation performance. The findings of the study showed that the status of UIL between the firms and the university in Tigray region was at an infant stage. The study also found that firm size, firm age (startups) and government supports have had a significant effect on firms' intensity of interaction with the MU. However, the firms' intensity of interaction with the MU did not have any significant effect on the firms' innovation performance. In contrast, cooperation with customers, other groups and suppliers, firm size, firm age, and in-house R&D activities were found to have a significant effect on the firms' innovation performance. In conclusion, the acquisition of knowledge and technology from university does not have an important role in firms' innovation performance in the studied region. Consequently, the government should design effective strategies and assign responsible bodies to implement the strategies, create awareness, and organize both firms and university to meet and work together in order to enhance firms' innovation performance.

Public institutions and bureaucratic apparatus that public policies can be developed have been instituted and expanded. All these recent intuitional and bureaucratic developments are the prospects for a better policy making process. However, lack of a comprehensive industrial strategy, corrupt practices and a rent-seeking conscience, poor oversight and accountability mechanisms, and weak institutional setup to monitor and evaluate the policy process are some of the barriers still existed. Finally, the researcher advised the city administration to introduce institutional reform, an institutional framework that prevents the misconduct and rent-seeking behaviour, expansion of private financial institutions and highly professionalized bureaucratic system, a legal framework that prevents party political intervention in policy making process, mechanisms for good coordination and communication, strong policy control, and evaluation system, institutional capacity building, an institutional mechanism and to accommodate multiple values and interests in policy process.

As a result, service quality plays a pivotal role in creating loyal customers. Satisfaction, on the other hand, plays a mediating role between quality and loyalty. This article is aimed at examining the "mediating effect of customer satisfaction on quality service and customer loyalty" in Addis Ababa city administration from a municipal service perspective. As a result, to analyze this projected municipal concern, data from 384 samples was collected and analyzed using descriptive and explanatory research designs. The finding revealed the direct effect of quality service on customer loyalty, but customer satisfaction is indirect. According to the SEM model, it is also suggested that customer satisfaction mediates the association between quality service and customer loyalty. Service quality promotes customer satisfaction, which enhances customer loyalty. This shows that the that the service quality model in terms of the five SERVIQUAL dimensions promotes and encourages service usage, service attitude, and service cognition, aligning with service price, service quality, and service repeatability, which helps to ensure customer loyalty in Addis Ababa city administration. This confirmed the theoretical frame of the study.
