Pierre André

Pierre André est professeur retraitê du Département de géographie de l’Université de Montréal. Durant ses plus de 25 ans comme professeur, il a enseigné des cours et conduit des recherches touchant aux questions d’environnement et de développement durable. Environmental impact assessment (EIA) is a knowledge intensive activity that benefits from a high... more Environmental impact assessment (EIA) is a knowledge intensive activity that benefits from a highly structured approach to knowledge management (KM). In a survey of KM initiatives in twoQuébec government agencies, the Environmental Assessment Department and the Environment Public Hearings Bureau, knowledge repositories were mapped and officers were invited to reply to a questionnaire enquiring about the repositories' usefulness.Their perception about knowledge creation within each agency was assessed. Three drivers were identified that have steered the implementation of KM initiatives: (i) successive managers' understandings that EIA does create knowledge; (ii) a concern with consistency and reproducibility of recommendations; (iii) improving agencies' efficiency, alongside one additional incentive: curbing the deleterious effects of staff turnover. So far an unmet challenge is making sense of a great deal of data and information obtained in the follow-up phase of the EIA process and transforming it into knowledge used to improve both efficiency and effectiveness of an agency's work.

The agricultural sector forms an important part of the economy of Qu6bec. The risk of global incr... more The agricultural sector forms an important part of the economy of Qu6bec. The risk of global increase of atmospheric CO z concentration and associated climatic change and their influence on agriculture need to be assessed. Although many studies have been conducted on the effect of climate change on agriculture in various parts of the world, fewer studies have focused on the combined effects of climatic change and CO 2 fertilisation on agriculture. This study, using the outputs of the Canadian Climate Centre (CCC) general circulation model coupled with the Food and Agricultural Organization (FAO) crop model, attempts to assess the response of agricultural productivity to both direct (or fertilisation) and indirect (or climatic) effects of increased atmospheric CO 2 concentration, for a variety of crops including C 3 and C 4 cereals, legumes, vegetables and special crops grown in Quebec. It appears that C 4 cereal (corn and sorghum) crops would benefit by climate change but would be least favoured by CO 2 fertilisation effect. © 1997 Published by Elsevier Science B.V.

The Quebec Ministry of Transport (QMT) undertook major work on one of Montreal's urban highwa... more The Quebec Ministry of Transport (QMT) undertook major work on one of Montreal's urban highway (A-15). During this work, highway A-15 was closed to traffic at night. As a result, the background noise in the neighbourhood was reduced from about 75 to 55 dBA (L Aeq). As a consequence of this strategy, the construction noise was more noticeable and it was deemed annoying to many residents who lived nearby. In an attempt to reduce the level of annoyance, an ambient masking noise was introduced in the neighbourhood. Specifically, two different masking noises were used and they were presented at different signal-to-noise-ratio. The investigation revealed that the presence of masking noise helps to reduce the annoyance expressed by the inhabitants.

In recent years, with a new awareness that almost every development topic relates in some way to ... more In recent years, with a new awareness that almost every development topic relates in some way to sustainability, transportation is likely to be on the top of the list. Discerning strategies to reduce automobile usage to promote walking, public transit use and reduce the amount of daily travel that we all need to do are a key challenge for more liveable and sustainable communities. This paper examines the environmental impact reports and the public reaction to three transportation infrastructures in the region of Montreal. The debate surrounding these projects questioned the interdependency between transportation and land-use, the need for new expressways versus transit supportive systems. Efforts to manage urban growth and transportation in a sustainable way will require well structured public debates and a real regional operating structure shared by the stakeholders.
