Although the Road Safety Audit (RSA) process is gaining widespread application throughout North America, little is understood about the net benefits being derived for design-build projects. A better understanding of collision reduction and mitigation is necessary to allow an objective economic evaluation of the RSA process. This study attempted to quantify the benefits of RSAs through a retrospective case study of the first major design-build RSA that was conducted in Canada – the Fredericton-Moncton Highway project. The Fredericton-Moncton Highway’s safety performance since it has opened was contrasted against other collision rates considered to be representative of those expected for this type of facility. Any difference between observed and expected rates can, in part, be attributed to the RSA process. This paper presents a method for assessing the financial viability of a new Freight village financed by private and public investments. The financial evaluation model constitutes four distinct phases, namely (a) site selection and traffic forecasts, (b) definition of services offered and corresponding dimensions, (c) estimation of investment and operation costs and (d) evaluation of investments. Furthermore, the model produces financing scenarios, based on combinations of public and private funds.

This paper conducts a preliminary analysis of detailed user data of bike share programs in three US cities: New York, Boston and Chicago. Usage shares by gender and location are mapped and discussed. Possible reasons for usage differences are presented and planning and policy implications are offered. Many more men than women use bike share in all three cities. The difference is generally by close to an order of magnitude. Thus the gender split in regular bike usage is mirrored in bike share in Boston, Chicago and New York. 2

As system investment and energy costs continue to increase, electric utilities are increasingly interested in installing energy-efficient transformers at their distribution networks. The cost evaluation of transformers is based on total owning cost (TOC) method that includes transformer purchasing price and cost of transformer losses. Similar to energy cost, greenhouse gas (GHG) emissions are also assigned a price by energy markets. That is why this study proposes an innovative distribution transformer cost evaluation methodology (DTCEM) by introducing the environmental cost (EC) into the conventional TOC method. This EC is due to GHG emissions associated with supplying transformer losses. The proposed method is applied for economic evaluation of distribution transformers for the Hellenic power system and the results are compared to the conventional TOC, indicating the importance of incorporating EC into transformer economic evaluation. A sensitivity analysis is carried out, investigating the impact of various parameters involved in the proposed DTCEM.
