- 1400 in 8 Early in 2024, Mayor Keith A. James announced an ambitious plan to create 1400 affordable, workforce homes by the send of his second term as Mayor. This was the third time he set the bar. In 2021, he set it at 300-in-3 years. In 2023, he challenged developers to create 600-units in 3 years. After exceeding 600 units. he raised the bar to 1400-in-8 years.
