(ar) Das global harmonisierte System zur Einstufung und Kennzeichnung von Chemikalien (GHS, englisch Globally Harmonized System of Classification, Labelling and Packaging of Chemicals) der Vereinten Nationen ist ein weltweit einheitliches System zur Einstufung von Chemikalien sowie deren Kennzeichnung auf Verpackungen und in Sicherheitsdatenblättern. Es wird regelmäßig aktualisiert, so dass bei jedem Bezug auf das GHS der aktuelle Stand zu Rate gezogen werden muss. Auf der Basis dieses Kennzeichnungssystems wurde nach intensiver Vorbereitung für Europa eine eigene, leicht abgeänderte Umsetzung der UN-Modellvorschriften erarbeitet: Die Verordnung (EG) Nr. 1272/2008, auch CLP-Verordnung genannt, trat am 20. Januar 2009 in Kraft und übernahm die Stofflisten zur Einstufung und Kennzeichnung nach der Richtlinie 67/548/EWG. Seit dem 1. Dezember 2010 konnten Stoffe nach CLP-Verordnung eingestuft und gekennzeichnet werden. Seit dem 1. Dezember 2012 ist dies für Stoffe obligatorisch. (eo) The Globally Harmonized System of Classification and Labelling of Chemicals (GHS) is an internationally agreed-upon standard managed by the United Nations that was set up to replace the assortment of hazardous material classification and labelling schemes previously used around the world. Core elements of the GHS include standardized hazard testing criteria, universal warning pictograms, and harmonized safety data sheets which provide users of dangerous goods with a host of information. The system acts as a complement to the UN Numbered system of regulated hazardous material transport. Implementation is managed through the UN Secretariat. Although adoption has taken time, as of 2017, the system has been enacted to significant extents in most major countries of the world. This includes the European Union, which has implemented the United Nations' GHS into EU law as the CLP Regulation, and United States Occupational Safety and Health Administration standards. Estos criterios se utilizan en las etiquetas y las fichas de datos de seguridad para informar de los peligros. Dado que el utiliza las declaraciones de peligro del GHS para identificar la franja de peligro como primer paso en el uso del Toolkit en el lugar de trabajo, permite materializar las declaraciones de las etiquetas en medidas prácticas de control. La decisión de crear el GHS se originó a partir del Capítulo 19 de la Agenda 21, aprobada en la Conferencia de las Naciones Unidas sobre el Medio Ambiente y el Desarrollo (CNUMAD, 1992). Tras una labor técnica intensiva para acordar los criterios armonizados, se adoptó el GHS en 2002. Este trabajo técnico se coordinó y gestionó bajo los auspicios del Grupo de Coordinación de la Armonización de los Sistemas de Clasificación de Productos Químicos (CG/HCCS) del Programa Interinstitucional de Gestión Racional de los Productos Químicos (IOMC). Los responsables de las cuestiones técnicas necesarias para completar el trabajo fueron: la Organización Internacional del Trabajo (OIT) para la comunicación de peligros; la Organización para la Cooperación y el Desarrollo Económico (OCDE) para la clasificación de los peligros para la salud y ambientales; y el Subcomité de Expertos en Transporte de Mercaderías Peligrosas de las Naciones Unidas (UNSCETDG) y la OIT para los peligros físicos. Diversos países, representados por seus órgãos e agências reguladoras, já utilizam sistemas semelhantes aos critérios e objetivos definidos pelo GHS. Infelizmente, muitos desses sistemas não são compatíveis, o que obriga as empresas e instituições a executar distintos processos para atender as exigências de normativas técnicas de diferentes agências reguladoras dos países para os quais exportam. Vale lembrar que o Sistema GHS não é uma regulamentação. Cada país deve adotá-lo em sua própria legislação de modo a torná-lo como tal. As instruções apresentadas fornecem um mecanismo para atender as exigências básicas de qualquer sistema de comunicação de perigos. Como foco principal, o GHS facilita tecnicamente a decisão se o produto químico fabricado ou fornecido é perigoso ou não e, além disso, expõem regras para preparar um rótulo e/ou uma FISPQ apropriada. O documento do GHS, também conhecido como “Purple Book”, é composto por requisitos técnicos de classificação e de comunicação de perigos, com informações explicativas sobre como aplicar o sistema. Segundo os químicos especialistas em armazenagem de cargas perigosas Elber Tinta e Vladmir Magalhães, o uso incorreto de informações em rótulos, FISPQ´s ou MSDS´s prejudica, de forma significativa, decisões de posicionamento de cargas, operações de recebimento e carregamento e dificulta a atuação dos técnicos de segurança do trabalho das empresas e instituições envolvidas. O documento GHS integra o trabalho técnico de três organizações: OIT, OECD e UNCETDG, com informações explicativas. Ele fornece blocos para construção ou módulos de implantação para os órgãos reguladores desenvolverem ou modificarem programas nacionais existentes que garantam o uso seguro de produtos químicos ao longo de todo seu ciclo de vida. No Brasil, com a publicação em 2009 da norma ABNT NBR 14725:2009 partes 1,2,3 e 4, a partir de fevereiro de 2011 os produtos constituídos de substâncias puras já devem ser obrigatoriamente classificados, rotulados, e providos de FISPQ (Folha de Informações de Segurança de Produtos Químicos), de acordo com o GHS. Os produtos constituídos por misturas (a grande maioria), podem voluntariamente adotar o GHS, que será obrigatório a partir de junho de 2015. Porém, a obrigatoriedade de se classificar e rotular todos os produtos químicos já existe desde 1998, pelo Decreto 2657/1998. Se não for usado o GHS, algum outro sistema existente atualmente deverá ser usado (OSHA dos Estados Unidos, sistema canadense etc.) A classificação do produto químico deve ser realizada pelo forncedor do produto químico (produtor, importador, distribuidor, empregador que o utiliza no local de trabalho) de acordo com os critérios estabelecidos pelo GHS. Para realizar essa tarefa, deve-se recorrer aos dados de propriedades físicas e de testes toxicológicos e ecotoxicológicos disponívies. Existem, porém, listas oficiais internacionais de produtos já classificados, como a da Europa (CLP - Classification, Labeling and Packaging of substances and mixtures), e do Japão. Como as regulações estão sendo implementadas em fases - primeiro substâncias puras, depois misturas, essas listas ainda contêm, na maior parte, somente substâncias puras. Na falta de uma lista nacional, essas listas internacionais são aceitas para uso no Brasil para uso no local de trabalho, como estabelece a NR 26 do Ministério do Trabalho e Emprego.
