In the first half of the nineteenth century, after the Napoleonic wars, the theoretical effort turned mainly to understand war as political or organizitive fact: however Carl von Clau-sewitz (1780-1831) and Antoine-Henry de Jomini (1779-1869) faced the topic, but the Austrian Franz Kuhn von Kuhnenfeld (1817-1896) dealt with it autonomously, exerting considerable influence on subsequent military thought and above all on the Italian one from 1870 onwards. However, no theorist had considered the possibility that extended wars could be fought in the mountains, but only secondary or subsi-diary operations, that is, connected to the course of the war on the plains. In other words, the mountain was not considered a possible operational factor.

in military history, but not always from the point of view of intelligence, which has played an important role. In particular Jean Landrieux (1756-1830), leaving historiographical traces especially in Italy, attracted interest for a long time more for the singular and controversial personality than in relation to the operational performance; In fact, Landrieux was not head of the services, but this branch began to be conducted with a modern approach (making use of informants such as Rusca, Pico or Toli), function of the general staff activity and unconventional warfare. However, the Armée d’Italie was not the only one to use an intelligence network, but the Piedmontese or the Venetians and above all the English did too, although their warfare was ‘peninsular’ and naval. However, the events demonstrated the temporary French superiority, thanks to the centralization of the command and the organization of the general staff.

In the mid-1930s, Italy exercised a sort of protectorate over the Austrian First Republic to avoid annexation to Germany. For this reason there was an articulated presence of the Servizio Informazioni Militari (SIM) which produced numerous reports on the situation which however revealed the complexity of the action and its unrealistic character.
