Volker Rühe, né le 25 septembre 1942 à Hambourg, est un homme politique allemand membre de l'Union chrétienne-démocrate d'Allemagne (CDU). Il est désigné secrétaire général de la CDU en 1989 par Helmut Kohl afin de remplacer Heiner Geißler, jugé trop à gauche, mais doit renoncer à ce poste en 1992 pour devenir ministre fédéral de la Défense dans la coalition noire-jaune conduite par Kohl. Spécialiste des questions de politique étrangère, il assure notamment la création effective de l'Eurocorps en 1995, mais est contraint à la démission trois ans plus tard, à la suite de la victoire de la coalition rouge-verte. Volker Rühe (born 25 September 1942) is a German politician of the Christian Democratic Union (CDU). He served as German Defence minister from 1 April 1992, succeeding Gerhard Stoltenberg during the first government of a reunified Germany in the fourth cabinet of Chancellor Kohl, to the end of the fifth Kohl Cabinet on 27 October 1998. During his time at the Defence Ministry Rühe played a central role in placing NATO enlargement on the German political agenda. He unsuccessfully ran for the office of minister-president of the German state Schleswig-Holstein in the year 2000, eventually losing against incumbent Heide Simonis. (en)

È stato nominato segretario generale della CDU nel 1989 di Helmut Kohl in sostituzione di Heiner Geißler, giudicato troppo a sinistra, ma deve rinunciare a questo incarico nel 1992 per diventare ministro federale della difesa nella coalizione giallo-nera guidata da Kohl.
