Este informe fue comisionado para la 7a Reunion de la Red de Educacion, del Dialogo Regional de Politica, presentado en Washington, DC, en febrero de 2005. En este informe se incluyen estudios que representan una muestra muy acabada del estado de situacion de la Educacion para la ciudadania y la democracia en Europa y en America Latina y el Caribe en la actualidad. En este estudio, los debates e interes por la educacion ciudadana extrapolan limites convencionales para llegar a las escuelas, como proveedoras sistematicas de conocimientos civicos de los procesos fundamentales de la democracia y como vehiculos de informacion y de participacion para lograr un mayor impacto politico, social y economico sobre las acciones publicas.

Gracilaria cornea and G. crassissima are similar species that coexist at Bajo Pepito in the Mexican Caribbean. Differences in agar properties from both species were determined for two reproductive categories: carposporic and undetermined, the latter mainly composed of tetrasporophytes. Agar yield (AY), agar gel strength (GS), 3,6-anhydrogalactose content (AG) and sulfate content (S) of native and alkali-treated agar were determined for both reproductive categories. Significant differences in native and alkali-treated agar between the reproductive categories were recorded for AY, GS and S from G. cornea and G. crassissima, as well as for AG of native agar from the latter species. Our results, and previous studies, demonstrate that neither reproductive stage was predominant over the other(s) in terms of having greater or lower values of agar properties. "Surface scatters of archeological material in Northwest Alaska are usually perceived as palimpsests, hence given scant, if any, analysis. This thesis used spatial analysis, physiography, toolkit composition, ethnographical and archeological data to develop an inductive approach based on the level of artifact diversity (richness) for describing surface scatters of archeological materials, regardless of whether the archeological materials were collected or not. The physiography and archeological assemblages from nine loci of surface scatters from the T-Stemmed Hill complex, located in the Noatak basin, Northwest Alaska, are used to test this method. The spatial plot of artifact richness created for the T-Stemmed Hill complex strongly suggests that spatially segregated locales were used for activities associated with the hunting, butchering, processing and storing of caribou from multiple-kills events. The 1993 Nunavut Agreement was intended to help resolve disputes over resource extraction and facilitate responsible development in Nunavut. However, conflicts have persisted. In the Kivalliq region, debates over uranium mining and mining in caribou calving grounds have caused divisions between different representative organizations created by the Nunavut Agreement. Scholars have explained these conflicts with reference to the structures created by the Nunavut Agreement, especially the corporate structure of the territory’s Inuit organizations. While this is an important factor driving these conflicts, I argue that the system of land rights created by the Nunavut Agreement, especially the extinguishment of Aboriginal title, is also an important causal factor in these disputes. I begin with an overview of the concept of Aboriginal title and its extinguishment in British-Canadian law. Next, I discuss the Nunavut Agreement’s provisions for land rights, especially the exchange of Aboriginal title over a large territory for fee-simple ownership over relatively small parcels of land. This is followed by an examination of the conflicts over uranium mining and mining in calving grounds. I conclude that the provisions of the Nunavut agreement intended to provide ‘certainty’ for capital investment have in some cases had the opposite effect by fueling ongoing conflicts.

Using multiple knowledge sources to interpret patterns of biodiversity can generate the comprehensive species characterizations that are required for effective conservation strategies. Caribou (Rangifer tarandus) display substantial intraspecific variation across their distribution and in the Sahtú Region of the Northwest Territories, Canada, three caribou types, each with a different conservation status, co-occur. Caribou are essential to the economies, culture, and livelihoods of northern indigenous peoples. Indigenous communities across the north are insisting that caribou research be community-driven and collaborative. In response to questions that arose through dialogue with five Sahtú Dene and Métis communities, we jointly developed a research approach to understand caribou differentiation and population structure. Our goal was to examine caribou variation through analysis of population genetics and an exploration of the relationships Dene and Métis people establish with animals within bioculturally diverse systems. To cultivate a research environment that supported łeghágots'enetę " learning together " we collaborated with Ɂehdzo Got'ı̨ nę (Renewable Resources Councils), elders, and an advisory group. Dene knowledge and categorization systems include a comprehensive understanding of the origin, behaviors, dynamic interactions, and spatial structure of caribou. Dene people classify tǫ dzı " boreal woodland caribou " based on unique behaviors, habitat preferences, and morphology that differ from ɂekwę́" barren-ground " or shúhta ɂepę́" mountain " caribou. Similarly, genetic analysis of material (microsatellites and mitochondrial DNA) from caribou fecal pellets, collected in collaboration with community members during the winter, provided additional evidence for population differentiation that corresponded to the caribou types recognized by Dene people and produced insights into the evolutionary histories that contribute to the various forms. We developed culturally respectful and relevant descriptions of caribou variation through partnerships that respect the lives and experiences of people that depend on the land. By prioritizing mutual learning, researchers can broaden their understanding of biodiversity and establish a common language for collaboration.

Raw and heat-treated (boiled and grilled) pungent and non-pungent peppers (poblano, bell, chilaca, caribe, jalapeño, serrano, habanero and manzano) were evaluated for their content of some bioactive compounds and free radical-scavenging activity. Boiling and grilling were performed under household conditions. Ascorbic acid content in raw peppers varied from 306 to 3438 μg/g. This content was reduced 15–87% by heat treatments. Total carotenoids content in raw peppers ranged between 1 and 156 μg/g. β-Carotene represented 3–78% of total carotenoids in raw peppers. β-Carotene content was reduced (1–45%) by heat treatments. Free radical-scavenging activity varied widely (7–101 μmol TE/g) in raw peppers. Boiling and grilling reduced (6–93%) sequentially the antiradical activity of pungent peppers. In contrast, gradual increases of antiradical activity in non-pungent peppers were induced by boiling and grilling. Household heat treatment altered highly the content of bioactive/antioxidant compounds in tested peppers.
