This paper aims to study the evaluation of library services for persons with disabilities in the Sleman Regency Library and Archives Office. There are three standard service components issued by IFLA (International Federation of Library and Information) namely physical access, media format, services, and computers. Based on these three components, the Sleman Regency Library and Archives Service has a Braille Corner for users with visual impairments. However, the presence of braille in the library has not been maximally utilized by the user. The findings of this study are that the management of the braille corner service in Sleman Library and Archives Service is not optimal, the library manager needs to conduct socialization activities so that the braille corner can be utilized optimally in accordance with the information needs of the visually impaired people. This research is a qualitative research. Data collection methods are interviews and observation.

This paper presents the changing role of librarians in the digital environment. In the digital era, librarians are mainly focused on digital library services and 24/7 faster delivery of information using mobile technologies based tools/apps (Library Wiki, Whats App, Library App and Digital Library Apps etc) to fulfil user expectations on their mobile devices anywhere and anytime. Currently, library professionals are also known as key evolving specialities in modern librarianship: digital librarians, system librarians, repository managers, digital curators, information managers and knowledge managers. The digital librarian plays a new dynamic role to easily accessing of ICT infrastructures and ICT enable services which held digital information including abstracts, indexes, full-text databases, sound and video recording in the digital formats. Digital librarianship mainly focuses on the concept of library professionals who are working in the digital library. The digital information management systems have changed the way the librarian acquires, processes, stores and delivers information to users in the 21 st century. The various role and responsibilities of a digital librarian have also been discussed in support of high quality academic and research facilities in the digital environment.

The purpose of the present paper has been undertaken with a view to evaluate the ICT skills of students amongst the College Library Users of Federal Polytechnic, Offa, Kwara State. So far, economic research has failed to provide a clear consensus on the level of ICT literacy skills of student’s in Polytechnics and how it affects their academic achievement. Our paper aims to summarize the main findings of the literature and to give complementary explanations. The first explanation focuses on the concept and revolution of ICT in the 21st century on standard explanatory factors. The emergence of polytechnics in Nigeria was discussed in relation to the establishment of Federal Polytechnic Offa, Kwara State. The second phase of the review advocates on the importance of ICT literacy skills as well as the purpose of use, frequency and the effect of the skills on academic activities of polytechnic students. The challenges facing the ICT skills of polytechnic students were evaluated in which several recommendations were made.

Library services across India were severely impacted after the closure of all
educational institutions across the country as a precautionary measure to contain the
spread of the novel coronavirus from 16th March followed by complete lockdown of
the country from 22nd March by the Government of India. Since the last ten months,
libraries supporting education and research institutions have migrated to blended ways
of working, given the extrinsic challenges posed by a public health emergency like
COVID-19. Factors such as lack of ICT infrastructure, internet connectivity,
economic disparity, population density have created a vast digital divide across the
breadth and width of the country. These factors have become barriers in providing
access to educational related services. Libraries from premier educational institutes
like IITs, IIMs and NITs have kept their services floating through online mode and are
providing remote access to its subscribed contents. The National Library of India
reopened after eight months of closure in December 2020 under many guidelines and
regulations to ensure safety of readers. The National Digital Library of India has
developed a dedicated COVID-19 research repository where research articles,
datasets, documents and videos related to this virus and other related content are
accessible to all. Significant initiatives have been taken by the university libraries to
set up remote access servers, INFED-Shibboleth with the help of INFLIBNET for
providing access to study material listed in the syllabi of different courses.
Educational activities such as teaching and examinations have been carried out
through virtual modes from lockdown 2.0, even universities conducted terminal
examinations online for final year students attending from their homes. India with its
28 states and 9 UT’s has differing COVID-19 situations in different states. Public
libraries have started reopening at 60% capacity in states with lower COVID numbers.
As India has started to unlock itself gradually from Unlock 1.0 to Unlock 4.0, libraries
are opening for users with limited seating capacity following the standard operating
procedure mandated by the Government and the Medical Council of India.

The study is an investigation of doctor awareness and perception of the information resources and services in the Delta State University Teaching Hospital (DELSUTH), Oghara. The descriptive survey method has been employed for the study. Also, with the aid of a questionnaire, data has been collected from doctors (academic staff) at DELSUTH, and analysed using a simple percentage. Findings reveal that the doctors are mostly aware of the availability of textbooks and reprographic services in the Medical Library. However, there is a perception of inadequacy of the information resources and services. The study also observes that although the doctors perceive information to be of clinical value and provide new knowledge, the information is not always relevant, accurate and current.

Bibliographical services are services related to the library collection and access to those collections, whether print or online. In modern libraries, these services are provided online through website. Many studies have been carried out to study application of web 2.0 tools and web-based services offered by the libraries. There is need to study the basic fundamental library services offered via the web or websites in modern libraries. In this paper author studied tops world and Indian libraries and prepared inventory of web-based bibliographic services offered by these libraries and analyzed the data in a quantitative way.

Digital Archaeoludology (DAL) is a new field of study involving the analysis and reconstruction of ancient games from incomplete descriptions and archaeological evidence using modern computational techniques. The aim is to provide digital tools and methods to help game historians and other researchers better understand traditional games, their development throughout recorded human history, and their relationship to the development of human culture and mathematical knowledge. This work is being explored in the ERC-funded Digital Ludeme Project. The aim of this inaugural international research meeting on DAL is to gather together leading experts in relevant disciplines-computer science, artificial intelligence, machine learning, computational phylogenetics, mathematics, history, archaeology, anthropology, etc.-to discuss the key themes and establish the foundations for this new field of research, so that it may continue beyond the lifetime of its initiating project.

In this study, the authors have studied 109 top university libraries spread all over the world and India and shortlisted important web-based patron educational services offered by these libraries to cope up with the changing demands of students and distance/online/flipped Classroom-based education. The author thoroughly went through the websites, blogs of traditional university libraries in the world as well as using the Google platform and searched the services offered by these libraries by going through their accounts on various platforms of online service providers. The overview of these services will be useful to the university as well as academic libraries to initiate new services. The comparative data analysis gives information about the current status of Indian and top World university libraries offering these services.

A Magical Marxism – as writers such as Andy Merrifield and Derek Ford have noted – can illuminate the future whilst helping to shatter the shackles of the past. Shining this light on libraries and education in contemporary capitalism allows us to glimpse the subversive magic which, on the one hand is dreaded by representatives of capital, and on the other generates hope for humankind. A brief autobiographical account of how libraries hold a certain kind of personal magic is included. Then the notion of ‘subversive magic’ is outlined, with reference to ideas drawn from Giordano Bruno and his ‘Essays on Magic’ (1588). This is contrasted with Abstract Magic; a form of anti-magic ground in the capitalist impulse. From these preliminary points and in the context of England in general, and the London Borough of Newham in particular, the first stop in the analysis is the Mechanics Institutes. This is followed by examining the capitalist state’s attempts to curtail, or at least control, their subversive magic through establishing constraining cultural spaces; that is, a national public library system. The strange cases of Passmore Edwards and Andrew Carnegie libraries are considered at this juncture: specifically, their effects in terms of enchanting the public library system. The falling apart of the capitalist state’s paradigm for libraries is then taken up, which gathered pace with Thatcherism and neoliberalism from the 1980s. During the 1980s, and 1990s, but especially after the capitalist crisis of 2007-09, together with Tory austerity policies and the gutting of the public library system, public libraries have faced a debilitating atmosphere of disenchantment. Today, the state library system has given way to capitalist functionality, together with desperate local attempts to re-enchant them. This point is illustrated through developments in libraries in the London Borough of Newham. The paper ends by discussing prospects for a new subversive magic, and whether libraries have a role to play in its development. It also explores whether it is possible for state-financed libraries to ever let the subversive magic that is required flourish, and whether they can nourish the dangerous imaginative qualities required for nurturing the communist impulse.

Bradford’s law of scattering is said to be about subject scattering in information sources. However, in spite of a corpus of writings about the meaning of the word “subject” and equivalent terms such as “aboutness” or “topicality”, the meaning of “subject” has never been explicitly addressed in relation to Bradford’s law. This paper introduces a distinction between Lexical scattering, Semantic scattering, and Subject scattering. Neither Bradford himself nor any follower has explicitly considered the differences between these three and the implications for the practical applications of Bradford’s law. Traditionally, Bradford’s law has been seen as a neutral and objective tool for the selection of the most central information sources in a field. However, it is hard to find actual reports that describe how Bradford’s law has been applied in practical library and information services. Theoretical as well as historical evidence suggest that the selection of journals based on Bradford-distributions tend to favorite dominant theories and views while suppressing views other than the mainstream at a given time.
